Quality is one of those words we use constantly – in classrooms, boardrooms, and everyday conversation – yet it resists a single, clean definition. Ask a factory manager what quality means, and you’ll get a very different answer than if you ask a school principal. This isn’t a problem; it’s actually a window into how rich and layered the concept truly is. Whether you’re working in education, healthcare, or manufacturing, understanding what quality means – and how it is measured – is the first step toward achieving it consistently.

Defining quality: more than just “good”

At its most basic, quality refers to the degree of excellence of something as measured against comparable things. But that definition only scratches the surface. In practice, quality has two broad dimensions: it can describe a characteristic (the quality of a material) or a standard of excellence (high quality work). The word itself comes from the Latin qualitas, meaning “of what kind” – a hint that quality has always been tied to context and comparison.

In the business world, quality is typically linked to products or services that meet predetermined standards. A pharmaceutical company, for example, must ensure its medicines meet strict regulatory benchmarks – there is no room for subjectivity. In education, however, quality is far more multidimensional. Research in educational quality identifies it as encompassing inputs (teacher qualifications, infrastructure), processes (teaching methods, classroom interaction), outputs (exam results), and outcomes (life skills, civic values). Defining quality in one sector, therefore, does not automatically translate to another.

Famous definitions from quality management pioneers

Much of our structured thinking about quality comes from three towering figures in quality management: W. Edwards Deming, Joseph M. Juran, and Philip B. Crosby. Their frameworks, though developed primarily in industrial and corporate settings, continue to shape how institutions of all kinds – including schools – think about quality today.

W. Edwards Deming: quality as continuous improvement

Deming is perhaps the most widely cited voice in quality management. His approach centered on the idea that quality cannot be inspected into a product after the fact – it must be built in through systemic, ongoing improvement. According to Deming, customer satisfaction is the central focus of quality management, and achieving it requires reducing variation in processes through rigorous data analysis. He formalized this thinking in his celebrated 14 Points for Management, which call for leadership commitment, elimination of fear in the workplace, and a shift from short-term targets to long-term quality goals.

Deming’s framework is also captured in the PDCA cycle – Plan, Do, Check, Act – a four-step model for continuous improvement that has been adopted by organizations worldwide, from Japanese car manufacturers to hospital systems. His philosophy emphasizes that the majority of quality problems stem from management decisions, not from individual workers – a perspective that shifted the entire conversation about accountability in organizations.

Joseph M. Juran: quality as fitness for use

Juran took a more human-centered view. He defined quality as “fitness for use” – meaning a product or service must meet the actual needs and expectations of its users, not merely conform to technical specifications. His thinking is encapsulated in the Juran Trilogy: quality planning, quality control, and quality improvement – three interconnected processes that together sustain excellence over time.

Juran also introduced the Pareto Principle to quality management, arguing that a small number of causes are responsible for the majority of quality problems. In practice, this means focusing improvement efforts where they matter most, rather than trying to fix everything at once. Crucially, Juran rejected the idea that there are absolute standards in quality, insisting that whether something is fit for use depends entirely on who is using it and for what purpose – a position that has profound implications for education.

Philip B. Crosby: quality as conformance to requirements

Crosby offered the most straightforward definition: quality is “conformance to requirements.” In his framework, if a product meets every specification that has been agreed upon, it is by definition a quality product. This view is particularly useful in manufacturing and standardized services, where requirements can be written down and measured precisely.

Crosby is perhaps best known for his concept of “Zero Defects,” which holds that organizations should strive for perfection rather than accepting a certain percentage of errors as inevitable. He also argued, controversially, that quality is free – the costs of preventing defects are always lower than the costs of fixing them after the fact. His Four Absolutes of Quality Management provide a clear operational roadmap: quality means conformance to requirements; the system for achieving it is prevention; the performance standard is zero defects; and the measure of quality is the price of non-conformance.

Absolute vs. relative quality: how context shapes meaning

One of the most important distinctions in understanding quality is the difference between absolute quality and relative quality. These two concepts sit at opposite ends of a spectrum, and most real-world situations fall somewhere in between.

Absolute quality

Absolute quality refers to a fixed, objective standard that does not change based on who is evaluating it. In engineering and manufacturing, this is relatively straightforward: a steel beam either meets the load-bearing specification or it doesn’t. A medicine either contains the correct concentration of an active ingredient or it doesn’t. The standard exists independently of user preference or cultural context. As quality scholars have noted, absolute quality is measurable and consistent – but it is also difficult to achieve in sectors where human judgment, perception, and values come into play.

Relative quality

Relative quality, by contrast, is shaped by perception, comparison, and context. Harvey and Green’s influential framework identifies two dimensions of relativity in quality: first, that quality means different things to different people depending on who is asking and in what conditions; and second, that “whose quality” is always a stakeholder question – learners, employers, educators, funding agencies, and policymakers each have a different vantage point.

Consider two schools: one in a well-resourced urban area, and one in an under-resourced rural region. What counts as “quality teaching” in both contexts may look quite different in terms of technology, class size, and available materials. The tension between absolute and relative standards in education is well-documented: some universities use absolute criteria (a fixed passing score), while others use relative criteria (grading on a curve based on the group’s performance). Neither approach is inherently superior; the right choice depends on what outcome the institution is trying to achieve.

As one quality scholar put it, if absolute quality is unattainable in a given domain, institutions must strive for the highest level of relative quality possible given available technology and resources – and that standard must keep evolving. This is particularly true in education, where the very purpose of schooling is itself debated across cultures and generations.

Quality in education vs. industry: borrowing management principles

The language of quality management – continuous improvement, customer focus, process control, performance indicators – was born in the factory. It was only from the 1980s onward that educational institutions began systematically borrowing these frameworks to improve their own operations. The results have been both productive and contested.

The corporate origins of quality thinking

In the corporate world, quality management evolved out of a practical need: companies that produced defective goods lost customers and money. Total Quality Management (TQM) emerged as a management philosophy that required every part of an organization – not just the production line, but also marketing, finance, and customer service – to be oriented toward quality. The approach proved transformative in post-war Japan, where Deming’s methods helped rebuild entire industries, and later spread globally through frameworks like ISO 9001, the international standard for quality management systems.

How education adapted these frameworks

TQM in education involves not only achieving high quality outputs but also improving all segments of the educational process – from management and interpersonal relations to material and human resources. When applied to schools and universities, the TQM model typically identifies students (and sometimes their parents and future employers) as the primary “customers,” and the teaching-learning process as the core “production” system that needs to be continuously improved.

Key corporate principles that education has adopted include: customer focus (understanding what students and communities actually need from an education), data-driven decision making (using assessment results to guide curriculum and teaching), continuous improvement (regularly reviewing and updating educational practices), and leadership commitment (ensuring that school administrators champion a culture of quality). The ISO 21001 standard, specifically designed for educational organizations, builds on the broader ISO 9001 quality framework but adds education-specific principles such as accessibility, equity, ethical conduct, and data protection – recognizing that schooling serves a public good, not just a market.

Where the analogy has its limits

The borrowing of industrial quality concepts into education is not without friction. One significant challenge is that many faculty members resist treating students as “customers,” since the “customer is always right” logic does not translate neatly into a learning environment where students are expected to be challenged, not simply satisfied. A student may be dissatisfied with rigorous feedback, but that feedback may be exactly what produces long-term growth.

Moreover, UNESCO’s framework for quality in education emphasizes that the starting question in any discussion must be: what are the desired outcomes of the educational process? These include not just academic achievement but also social, civic, and political outcomes – dimensions that cannot always be measured with the same metrics used to count defective parts on an assembly line. This is why scholars like Harvey and Green advocate for five distinct concepts of quality in education: exceptionality, perfection, fitness for purpose, value for money, and transformation – the last of which implies that quality education fundamentally changes the learner, not merely equips them with credentials.

Despite these tensions, the influence of quality management thinking on education has been largely positive. Schools that systematically collect feedback, set measurable goals, involve all stakeholders in improvement efforts, and hold leadership accountable tend to perform better and create more inclusive environments. The key is adapting industrial frameworks thoughtfully, rather than importing them wholesale without accounting for education’s unique social purpose.

Why understanding quality matters

Quality is not a static achievement – it is an ongoing commitment. Whether in a factory producing medical devices or a school shaping the next generation of citizens, the pursuit of quality requires clarity about what you are trying to achieve, honest measurement of whether you are achieving it, and a culture that embraces continuous improvement rather than defending the status quo. The definitions offered by Deming, Juran, and Crosby remain relevant not because they settled the debate, but because they gave us the tools to have it more rigorously. And the ongoing dialogue between industry and education about what quality means continues to make both sectors stronger.
