Every organization – whether a school, a hospital, or a manufacturing company – wants to perform better. But “better” is a relative term. Better compared to what? This is exactly where benchmarking comes in. At its core, benchmarking is a structured method of comparing your own processes, performance, and practices against those of the best performers in your field. It gives institutions a clear, evidence-based answer to the question: “How do we measure up – and where do we need to improve?”

What is benchmarking?

According to the American Society for Quality (ASQ), benchmarking is defined as the process of measuring products, services, and processes against those of organizations known to be leaders in one or more aspects of their operations. It is not simply about copying what others do – it is about understanding why top performers succeed and using those insights to set meaningful improvement goals.

Benchmarking may be a one-time exercise, but it is most powerful when treated as a continuous process. Organizations that benchmark regularly evaluate various aspects of their operations in relation to industry best practices, then develop plans to adopt or adapt those practices – with the ultimate aim of raising performance in measurable ways. In this sense, benchmarking is both a diagnostic tool and a roadmap for change.

Types of benchmarking

Not all benchmarking looks the same. Depending on what an organization wants to improve and who it compares itself to, different types of benchmarking apply. The three most widely used in management are internal, competitive, and functional benchmarking.

Internal benchmarking

This is the most accessible starting point, especially for organizations new to benchmarking. According to APQC, internal benchmarking compares metrics and practices across different departments, teams, product lines, or geographical units within the same organization. The goal is to identify which internal units perform best – and then spread those practices across the rest of the organization. For a school system, this might mean comparing teaching outcomes between campuses; for a business, comparing productivity across regional offices.

Competitive benchmarking

Competitive benchmarking looks outward – directly at rivals. It involves comparing your performance and practices against those of direct competitors in the same industry. This is valuable for understanding where you stand in the market, spotting patterns common to your industry, and identifying gaps that put you at a disadvantage. The challenge is data access: competitors rarely share information willingly, so this often relies on published reports, third-party data, or industry surveys.

Functional benchmarking

Functional benchmarking takes a broader view. Rather than looking only at competitors, it focuses on a specific function – such as customer service, supply chain, or HR – and compares it with similar functions in organizations outside your industry. For instance, a manufacturing company might benchmark its supply chain management against a leading logistics firm, or a hospital might study patient handoff processes used by Formula One pit crews – as Great Ormond Street Hospital famously did with the Ferrari racing team, resulting in measurably fewer errors in post-surgery transfers. This type of benchmarking often produces the most innovative insights precisely because it draws from unfamiliar territory.

Steps to implement benchmarking

Benchmarking works best when it follows a structured, step-by-step approach. Here is how the process typically unfolds, based on the methodology outlined by ASQ:

Step 1: Define the focus area

Start by identifying a specific process or function that is critical to the organization’s success. Avoid choosing a scope that is too broad – a tightly focused subject produces more actionable findings. At this stage, management must be fully committed, because benchmarking requires real time, resources, and the willingness to act on what is learned.

Step 2: Study your own process first

Before looking outward, document how your current process works and measure its outputs. This baseline understanding is essential – without it, you cannot meaningfully compare yourself to anyone else or identify where the real gaps are. Key performance indicators (KPIs) should be identified at this stage: they need to be relevant and measurable, providing genuine insight into whether the organization is meeting its goals.

Step 3: Identify best performers

Research which organizations are considered leaders in the specific area you are benchmarking. These “benchmark partners” could be direct competitors, organizations in adjacent industries, or even institutions in entirely different sectors that happen to excel at a comparable function.

Step 4: Collect and analyze data

Gather information from these partner organizations using questionnaires, telephone interviews, published reports, or site visits. Then compare both the quantitative data (numbers, KPIs) and the qualitative information (how and why processes are structured the way they are). This dual lens – what performers achieve and how they achieve it – is what separates meaningful benchmarking from simple data comparison.

Step 5: Set improvement goals and implement

Based on the gaps identified, set realistic but ambitious improvement goals and develop an action plan. Assign clear responsibilities, so that each KPI has an owner who can actually influence the outcome. Then implement the changes and monitor progress continuously. Benchmarking is most effective as an ongoing cycle – not a one-off project – because performance standards keep shifting, and what counts as “best practice” today may be the baseline expectation tomorrow.

Applications in education

Benchmarking is not limited to the corporate world – it is increasingly central to how schools and educational systems measure and improve quality.

Tracking student performance

Benchmark assessments in education are tests administered at regular intervals – typically at the beginning, middle, and end of the school year – to measure student learning against a defined set of academic standards. Unlike annual summative tests, which arrive too late to guide teaching decisions, benchmark assessments allow educators to spot learning gaps early and intervene before those gaps widen. According to a 2023 RAND study cited by HMH, 99% of all K-12 public schools in the United States reported using benchmark assessments – a figure that reflects just how embedded this practice has become in modern education.

Improving school-wide practices

Beyond individual student performance, schools use benchmarking at an institutional level to compare their teaching methods, resource allocation, and curriculum design against high-performing peer institutions. Performance benchmarking in K-12 education helps administrators move beyond intuition and make evidence-based decisions – measuring teacher development, digital readiness, and equitable access alongside academic outcomes. Schools that regularly benchmark themselves against global standards, such as the PISA or TIMSS frameworks, are better positioned to align their practices with what is proven to work internationally.

Benchmarking as a tool for educational equity

One underappreciated application of benchmarking in education is its role in promoting equity. When benchmark data is disaggregated by student groups – income level, gender, geography – it reveals which populations are being underserved and makes those gaps impossible to ignore. Research published through ERIC confirms that benchmark assessments can help administrators make mid-course corrections when patterns of insufficient performance emerge, and can highlight areas where curriculum needs to be refined or supplemented. This kind of targeted, data-driven intervention is far more effective than waiting for annual results to arrive after the fact.

Applications in business

In the corporate world, benchmarking has long been a standard tool for staying competitive. Its applications extend across virtually every business function.

Optimizing operations

Businesses use benchmarking to identify inefficiencies in their operations by comparing their processes against industry leaders. Common applications include measuring production times and defect rates against competitors in manufacturing, assessing loan approval speed in banking, and comparing patient wait times against national standards in healthcare. In each case, the goal is the same: identify the gap between current performance and best-in-class performance, then close it systematically.

Enhancing productivity and employee performance

Benchmarking also helps organizations improve internal productivity by surfacing practices that high-performing teams use – and standardizing those practices across the organization. By optimizing processes and adopting best practices, organizations achieve higher efficiency, better resource utilization, and cost savings. Beyond operational metrics, benchmarking can engage employees more deeply in the improvement process by making the case for change concrete and evidence-based, rather than abstract.

Strategic decision-making

At the strategic level, benchmarking informs long-term planning by revealing how an organization stacks up against competitors and where market opportunities or threats are emerging. As APQC notes, paraphrasing management thinker Peter Drucker, the most important data for strategic decisions tends to come from outside the organization – where results, opportunities, and threats actually reside. Benchmarking is the structured method through which organizations gather and act on that external intelligence.

Why benchmarking matters – and where it can go wrong

The appeal of benchmarking is straightforward: it replaces guesswork with data. It forces an organization to confront uncomfortable gaps and provides a clear direction for improvement. But benchmarking also has its limitations. Common challenges include gathering accurate and comparable data across different organizations, identifying genuinely suitable benchmark partners, and overcoming internal resistance to change. In education specifically, there is a risk that benchmark data can be misinterpreted – leading to instructional changes that do not address the real underlying issues, or creating inequitable resource allocation when schools are ranked without accounting for their starting conditions.

The safeguard against these pitfalls is to treat benchmarking not as a ranking exercise, but as a learning exercise. The goal is not to shame underperformers but to understand what the best performers are doing differently – and to adapt those insights thoughtfully to one’s own context. As APQC puts it, benchmarking is fundamentally about being humble enough to acknowledge that others are better at something, and wise enough to learn from them.
