Evaluation is one of those concepts in education that often gets reduced to report cards and end-of-term exams. But in reality, it is far more than a grading exercise. Evaluation is a continuous, purposeful process that sits at the very heart of effective teaching and learning. It guides what teachers teach, how they teach it, and who receives extra support along the way. Robert L. Thorndike and Elizabeth Hagen, whose landmark 1977 work Measurement and Evaluation in Psychology and Education remains foundational in educational assessment, firmly positioned evaluation as a key driver of how learning actually happens – not merely a measurement of whether it happened.

What evaluation really means in education

Evaluation in education is the systematic gathering, analysis, and interpretation of data about any aspect of an educational programme. It is not synonymous with testing or marking. While measurement tells you a score and assessment tells you a level, evaluation goes further: it uses that data to make informed judgements and decisions that improve the learning experience. It is, by nature, both a continuous process and a periodic exercise – running through every stage of instruction rather than sitting only at the end.

Evaluation helps teachers understand their students in detail, determine and refine their instructional techniques, clarify learning objectives, and know the entry behaviour of students before they begin teaching. Each of these functions speaks to a different, essential need within the teaching-learning process.

Evaluation’s role in teaching: the Thorndike and Hagen perspective

When Thorndike and Hagen wrote about evaluation’s impact on learning, they were not describing a passive, end-point measurement. They were describing an active force that shapes how instruction unfolds. Evaluation, in their view, functions as a feedback loop – it tells teachers whether their methods are working, and it tells students where they stand and what they need to do next.

Research on effective teaching, published by the National Academies of Sciences, confirms this view: effective teachers regularly assess what they do in the classroom and whether their students are truly learning. They make a point of becoming familiar with students’ preparation, knowledge, and abilities, and they adjust their teaching accordingly. Without evaluation, this responsiveness is not possible. A teacher without evaluation data is, in effect, teaching without a compass.

This is why evaluation cannot be an afterthought. It must be woven into every phase of the instructional cycle – before teaching begins, during it, and after. Each phase serves a distinct purpose.

Screening entry behaviour: knowing where students start

Before introducing any new topic, a teacher needs to know what students already know. This is what educators call assessing entry behaviour – the prior knowledge and skills a learner brings to the start of a new instructional sequence.

Placement evaluation, which is the formal name for this kind of pre-instructional assessment, aims to determine the level or position of each student in the learning sequence before teaching starts. It answers three critical questions: Does the student already possess the knowledge and skills required for the new instruction? Has the student already mastered some of the upcoming learning objectives? And is the planned mode of instruction suitable to the student’s interests, work habits, and personal characteristics?

Students enter every classroom with diverse prior knowledge, skills, beliefs, and attitudes. These pre-existing factors directly shape how they pay attention to new information, how they interpret it, and how they organise it mentally. Since learning builds on what students already know, assessing entry behaviour is essential for crafting instruction that is neither too basic nor too advanced.

Practical methods for screening entry behaviour

There are several reliable ways teachers can assess prior knowledge before a lesson begins. A brief, ungraded diagnostic pretest is one of the most direct approaches – it can include key concepts, major ideas, or short problems that reveal what students already understand. Concept maps, where students visually represent their understanding of a topic, are another effective tool. Class discussions can also surface existing knowledge informally, giving teachers real-time insight into where the group stands.

Prior knowledge self-assessments are a relatively easy option as well – students reflect on and rate their familiarity with the topics ahead, which helps the teacher calibrate the course pace and identify students who may need supplementary support before new material is introduced.

The payoff is significant. When teachers know where students are starting from, they can avoid wasting time re-teaching concepts that are already well understood, while ensuring that foundational gaps are filled before they cause confusion further down the line.

Identifying students with special needs

Not all students learn in the same way or at the same pace, and some face specific learning difficulties that standard instruction alone cannot address. This is where evaluation becomes essential not just as a teaching tool, but as a safeguard for every student’s right to learn.

Regular classroom evaluation – through observation, assignments, and short assessments – is often the first mechanism through which a teacher notices that a particular student is consistently struggling despite adequate effort. Dyslexia is one of the most common examples. Schools and teachers play an essential role in identifying students with reading difficulties, including dyslexia, through systematic progress monitoring and structured evaluation frameworks.

Dyslexia is a specific learning disability that is neurobiological in origin, characterised by difficulties with accurate and fluent word recognition and poor spelling and decoding abilities. These difficulties typically stem from a deficit in the phonological component of language, and they are often unexpected given the student’s overall cognitive abilities. Without evaluation, a child with dyslexia can go unidentified for years – falling further behind while appearing to teachers simply as a struggling or inattentive learner.

Educational evaluation for learning disabilities typically involves assessment of phonological awareness, phonological memory, rapid automatic naming, decoding skills, oral reading fluency, and reading comprehension. Multiple sources of data are needed – including standardised assessments, curriculum-based measures, progress monitoring data, and teacher observations – to form an accurate picture of the student’s needs.

From identification to support

Identifying a student with special needs through evaluation is not the end of the process – it is the beginning of targeted support. Once a difficulty is identified, the school team reviews all available data and determines eligibility for specialised instruction and accommodations through frameworks like Individualised Education Plans (IEPs). The key point is that none of this is possible without the evaluation data that flagged the difficulty in the first place.

Beyond dyslexia, evaluation helps identify students who may be experiencing difficulties related to attention, memory, processing speed, speech and language, or even social-emotional factors that affect learning. Early identification through evaluation means early intervention – and early intervention significantly improves long-term outcomes.

Monitoring progress: keeping the learning journey on track

Perhaps the most ongoing function of evaluation is progress monitoring – the continuous tracking of how well students are learning as instruction unfolds. This is not about assigning grades. It is about gathering real-time information that allows teachers to adjust what they are doing while there is still time to make a difference.

Formative evaluation, which is conducted throughout the teaching-learning process, is the primary vehicle for this. It aims to improve instruction and learner outcomes on an ongoing basis. Weekly quizzes, classroom discussions, exit tickets, short assignments, and teacher observations all serve this function. Each piece of evidence tells the teacher something: which students are keeping up, which have gaps in their understanding, and which may need a different approach entirely.

Differences in preparation, abilities, and learning styles become more pronounced when new information is abstract and complex. Individual students do not make uniform progress; some plateau after a period of strong learning, while others make steady but slow gains. Progress monitoring through evaluation helps teachers detect these patterns and respond to them – rather than waiting until the end of a unit to discover that a significant portion of the class has been lost along the way.

Formative versus summative: complementary, not competing

Formative evaluation occurs during instruction and is about improvement. Summative evaluation occurs at the end of an instructional period and is about measurement of final achievement. Both are necessary, but they serve different purposes. Summative assessments – final exams, term papers, end-of-unit tests – provide a benchmark: did the student achieve the learning objectives? Formative assessments provide the course-corrections that make it more likely they will.

Evaluation provides feedback to both teachers and learners – to teachers about the effectiveness of their teaching strategies, and to learners about their strengths and areas that need work. This two-way feedback function is what makes evaluation so indispensable. It also serves broader purposes: evaluation provides accountability to society in terms of the demands of the employment market, informs curriculum improvement, and helps with decisions about advancement and placement at higher levels of education.

Why evaluation cannot be treated as optional

Taken together, the four functions described above – establishing the role of evaluation in shaping learning, screening entry behaviour, identifying special needs, and monitoring progress – make a clear case. Evaluation is not a bureaucratic requirement or a tool for ranking students. It is the mechanism through which teaching becomes responsive, inclusive, and effective.

Evaluation assists in the development of an educational programme, the assessment of its accomplishments, and the enhancement of its effectiveness. It also gives useful feedback on the programme’s design and implementation. A classroom without ongoing evaluation is one where decisions about teaching are made on instinct rather than evidence – and where students who are struggling may go unnoticed until the gap has grown too wide to close easily.

Thorndike and Hagen’s insight holds as true today as it did in 1977: evaluation is not something that happens after learning. It is something that makes learning happen.
