Most meetings produce the same predictable ideas from the same confident voices. The quieter participants leave with thoughts unexpressed, and the group walks away with solutions that feel safe but rarely spark real change. This is the exact frustration that led advertising executive Alex Faickney Osborn to develop one of the most enduring creative tools in management history – brainstorming. Decades later, it remains a foundational technique for unlocking collective thinking in both schools and organizations.

What is brainstorming?

Brainstorming is a creativity technique in which a group of people interact to suggest ideas spontaneously in response to a prompt. The emphasis is placed on the volume and variety of ideas – including ideas that may seem outlandish. Ideas are noted down during the activity but not assessed or critiqued until a later stage. The absence of criticism during idea generation is deliberate: it prevents participants from holding back.

The term was popularized by Osborn in his landmark 1953 book Applied Imagination. But the story begins earlier. In 1939, Osborn’s advertising agency BBDO faced declining profits and the loss of a key partner. Forced to seek creative solutions to what seemed an unsolvable problem, Osborn began systematically encouraging his employees to generate ideas freely – and the results were striking. By hosting group-thinking sessions, he discovered a significant improvement in both the quality and quantity of ideas produced. By 1958, 80% of America’s ten largest firms were using Osborn’s method.

At its core, Osborn’s belief was simple: creativity is not a mysterious talent – it is a developable skill that can be systematically cultivated through the right process, environment, and people.

The two guiding principles

Before laying out the rules of brainstorming, Osborn established two foundational principles that drive the entire process:

Deferred judgment – Osborn believed that employees would feel safer and more likely to share their thoughts in an environment where judgment – both verbal and non-verbal – is withheld. Evaluation of ideas has its place, but that place is after the brainstorming session, not during it.

Quantity over quality – By generating a large volume of ideas, the team increases the likelihood of discovering a genuinely strong solution among them. The argument is that while many ideas may be unrealistic, leaving no stone unturned makes it more likely that a truly rare gem will surface.

The four rules of brainstorming

Building on these two principles, Osborn formulated four specific rules designed to create the right conditions for creativity. These rules were established to encourage divergent thinking and facilitate problem-solving in group settings.

1. Go for quantity

The first rule is to generate as many ideas as possible. Osborn’s whole process was built around creating a space that motivated everyone to throw out as many ideas as possible through divergent thinking. The logic is straightforward: the more ideas on the table, the better the odds of finding one that works. Practicality is irrelevant at this stage – volume is the goal. As Osborn himself put it, “It is easier to tone down a wild idea than to think up a new one.”

2. Withhold criticism

No idea should be criticized, dismissed, or even given a skeptical look during the session. Criticism of ideas should be put “on hold,” with participants instead focusing on extending or adding to ideas, and reserving evaluation for a later stage. This suspension of judgment is what makes it psychologically safe for participants to share unconventional or half-formed thoughts – which are often the seeds of breakthrough ideas.

3. Welcome unusual ideas

Wild ideas are actively encouraged during brainstorming because they can emerge from new perspectives and from suspending assumptions. An idea that sounds absurd in the room may, with slight modification, become the most workable solution. Brainstorming encourages participants to think creatively – sharing ideas no matter how “out there” they may seem.

4. Combine and improve ideas

Participants are encouraged to build on each other’s contributions – fusing, extending, and reshaping ideas already on the table. By combining and twisting ideas together, often bolder ideas are uncovered. This is captured in Osborn’s shorthand: “1+1=3.” Each person in the room brings a unique background and perspective, and when those intersect, something new can emerge that no single participant would have arrived at alone.

The process: how to conduct an effective brainstorming session

A productive brainstorming session doesn’t happen by accident. It requires preparation, structure, and a clear post-session plan. Here is a step-by-step approach.

Step 1: Define the problem clearly

The first step is to determine a specific problem question that the session will address – something like “How can we improve student participation in online classes?” or “How can we reduce staff turnover?” A vague problem leads to scattered ideas. Osborn recommended that participants be provided with a clear statement of the problem in advance so that creative focus stays on the specific challenge.

Step 2: Assemble the right group

Try to include participants from different backgrounds, disciplines, or perspectives to add more depth and creativity to the process. A room full of like-minded people from the same role tends to generate predictable ideas. Diversity – of experience, role, and perspective – is an asset. Osborn recommended group sizes of around five to twelve participants, large enough for diversity but small enough for everyone to contribute meaningfully.

Step 3: Set the rules and appoint a facilitator

Before ideas begin to flow, the group must agree on the ground rules. The facilitator writes the problem question at the top of a flipchart or whiteboard and explains what will be done with the ideas afterward. The facilitator’s role is not to dominate but to keep the session energized and to stop any evaluative comments during the ideation phase. Osborn considered the facilitator’s role pivotal to the success of the entire process.

Step 4: Generate ideas – diverge first

The ideation phase can be split into two parts: first “diverging,” then “converging.” During divergence, participants explore options and generate as many new ideas as possible – typically over 20 to 30 minutes. A brief individual quiet period before the group shares is useful: it ensures that shyer participants have ideas ready and reduces the dominance of the most vocal voices. All ideas are recorded visibly, on a whiteboard or sticky notes, so the whole group can see them.

Step 5: Converge, evaluate, and prioritize

Once idea generation is complete, the group shifts to evaluation. The facilitator reads ideas one at a time, gets clarification as needed, and with input from participants, groups them into three or four categories. The group then discusses, refines, and ranks the strongest ideas – using criteria such as feasibility, cost, and impact. Ideas that seemed impractical earlier may look different when viewed against other options.

Step 6: Assign next steps

A brainstorming session that produces no follow-through is wasted effort. Maintaining momentum means committing to follow-up actions as a team, assigning owners to tasks, and attaching due dates to move work forward. The ideas generated must connect to decisions and action – otherwise the session becomes just another meeting.

Applications in education and management

Brainstorming is not a one-context tool. It has proven valuable wherever people need to solve problems, generate options, or think differently about a challenge.

In schools and classrooms

Brainstorming is a large- or small-group discussion that encourages students to generate a wide range of perspectives or potential solutions regarding a specific topic. A teacher poses a question or problem; students express possible answers freely; contributions are accepted without criticism and summarized on a whiteboard. Brainstorming allows students to think critically about ideas and solutions, form connections, and share ideas with peers, actively improving academic performance.

For example, if students are working on reducing waste at school, they might brainstorm ideas such as starting a recycling program, setting up compost bins, or running an awareness campaign. Research has shown that the longer students engage with brainstorming, the more their capacity to cope with complex problems is enhanced. Beyond generating ideas, the technique develops critical thinking, active listening, and collaboration – skills that extend well beyond the classroom.

School administrators and teachers also use brainstorming in their own planning – for curriculum development, addressing disciplinary challenges, improving parent engagement, or designing school improvement strategies. In this management context within education, brainstorming helps bring diverse staff perspectives to the table before decisions are made.

In business and organizational management

In business settings, brainstorming is a go-to tool for navigating challenges that don’t have obvious solutions. A management team facing declining sales might use a structured brainstorming session to generate ideas for new marketing approaches, product adjustments, or customer service improvements. Osborn’s emphasis on teamwork has proven well-founded; today, many industries use teams of thinkers to generate ideas or solve problems.

Brainstorming is also central to strategic planning. Teams can brainstorm long-term goals, potential risks, and emerging opportunities – helping organizations remain proactive rather than reactive. Design firms like IDEO have made brainstorming integral to their culture: IDEO conducts at least one brainstorming session per day, treating it as the engine of the organization and building their practice largely on Osborn’s original rules.

The key difference between a brainstorming session that works and one that doesn’t often comes down to preparation, facilitation, and follow-through. When those elements are in place, brainstorming consistently surfaces ideas that no individual in the room would have reached alone.

Benefits and limitations

The benefits of brainstorming are well-documented. It strengthens problem-based learning, encourages creative thought, and promotes genuine collaboration. It gives every participant – including introverted members – a platform to contribute. It taps into the collective intelligence of the group rather than relying on a single decision-maker.

That said, brainstorming has limitations worth acknowledging. Later research found that Osborn’s ban on criticism proved to be a liability – some studies found that criticism is, in fact, essential for producing high-quality work. Sessions can drift into unfocused conversation without a strong facilitator. Dominant participants can still skew outcomes if the process is not managed carefully. These are not reasons to abandon brainstorming but reasons to run it well – with preparation, structure, and a clear path from ideas to action.
