When we talk about quality in education, the conversation quickly becomes complex. Quality is not a single, fixed idea – it shifts depending on who is asking the question, what they expect, and what benchmarks are being used to measure it. A student asking “is this a good course?” thinks very differently from an accreditation body asking the same thing. Yet both perspectives matter. Understanding the criteria that define quality in education means looking at it from at least three angles: what education delivers as a product, how well it serves the people it is meant to serve, and whether it meets the standards that have been set to keep it accountable.

Education as both a product and a service

One of the most useful ways to understand quality in education is to recognize that it functions as both a product and a service – and the criteria for quality differ depending on which lens you apply.

The product dimension: outcomes that can be evaluated

When education is treated as a product, quality is judged by its outcomes – the knowledge, skills, degrees, and certifications that students walk away with. A degree in computer science, for example, is a product. Its quality can be assessed by how well the graduate can actually write code, solve technical problems, or contribute to a software team. In this sense, quality means the outcomes genuinely reflect what was promised and what the world outside the institution requires.

This perspective aligns with Harvey’s widely cited framework in Quality in Higher Education, which identifies academic standards as the demonstrated ability to meet a specified level of attainment – usually operationalized through assessments and verified outcomes. There are four broad areas where standards apply in higher education: academic, competence, service, and organisational standards. Each one points to a different facet of what a high-quality educational product looks like.

Importantly, quality as a product also connects to the idea of consistency. Quality as consistency means conforming to stated or expected specifications – not just exceeding a minimum bar, but reliably delivering what was designed to be delivered. In manufacturing, this is called “zero defects.” In education, it translates to ensuring that every student receives a coherent, well-designed, and dependably delivered learning experience – from curriculum structure to grading processes.

The service dimension: the experience of learning

Education is also a service – one that involves ongoing interaction between institutions and students. This is where quality becomes more personal and harder to standardize. Service quality in education refers to how well the institution delivers the learning experience, not just what it produces at the end.

The United Nations Statistical Office, the World Trade Organization, and the International Organization for Standardization all classify higher education as a service industry, placing it alongside fields like healthcare and consulting in terms of how quality should be understood and measured. This classification matters because it shifts the focus from endpoints alone to the entire process – how teachers teach, how institutions communicate, how accessible support systems are, and how responsive the institution is to changing student needs.

The service dimension also brings in the concept of intangibility. Unlike a textbook or a grade, the quality of a professor’s explanation, or the responsiveness of an academic counselor, cannot be held in hand or verified before you receive it. This makes service quality inherently perception-based – and that is precisely why student experience must be actively managed, not assumed.

Meeting consumer needs: aligning with student expectations

Once we accept that education functions as a service, the question of whose needs it should meet becomes central. In education quality discourse, students are widely recognized as the primary consumers – and understanding their expectations is not optional; it is a core criterion of quality.

Service quality in higher education is commonly defined as the degree to which the needs and expectations of students are met by the institutions they attend. This goes beyond just delivering a curriculum. It encompasses the full range of a student’s experience – from the clarity of learning objectives to the availability of mental health support, from access to career guidance to the fairness of assessment.

Research consistently shows that students are the priority clients of educational activities, and that perceived service quality is one of the strongest predictors of student satisfaction and loyalty to an institution. In practical terms, this means that a student who feels ignored by their department, struggles to navigate administrative systems, or receives inconsistent feedback on their work will perceive the institution’s quality as low – regardless of how prestigious it may be.

The expectations gap: a key quality indicator

A powerful concept for measuring quality from the consumer’s side is the expectations gap – the difference between what students expect to receive and what they actually experience. Studies examining this gap have consistently found a negative distance between student expectations and their perceptions of service quality, meaning institutions frequently deliver less than what students hoped for.

This gap is not just an abstract research finding – it has real consequences. Perceived service quality relates prior expectations to actual perceptions of the performance obtained, and when those perceptions fall short, satisfaction suffers, institutional reputation declines, and students become less likely to recommend or remain loyal to the institution. Closing this gap is therefore not a matter of marketing – it is a fundamental quality criterion.

That said, meeting consumer needs in education requires careful balance. Although it is crucial for institutions to improve educational services by meeting student expectations, treating students purely as customers can generate undesirable effects – such as grade inflation, reduced academic rigor, or a shift of responsibility away from student learning. Quality, then, is not simply about satisfaction; it is about meaningful outcomes achieved through a positive and well-supported experience.

What students actually expect

Students’ expectations for higher education go beyond financial value and include aspects such as trust, identity, relationships, and personal development. They expect to find courses that help them grow professionally, teaching that is engaging and clear, and an institution that is honest about what it can and cannot offer. Student expectations – particularly around teaching quality, teaching methods, and course content – tend to be quite stable over time, which means institutions can and should gather this data systematically, not just at enrolment but throughout a student’s academic journey.

Pre-set standards and monitoring: the structural backbone of quality

Consumer satisfaction alone cannot sustain quality in education. Without structured benchmarks and ongoing monitoring, institutions risk drifting – delivering inconsistently, missing emerging problems, or simply coasting on reputation. This is where pre-set standards and systematic monitoring become essential.

What pre-set standards do

Quality standards are defined as documents that provide requirements, specifications, and guidelines which can be used consistently to ensure that products and services are fit for their purpose. In education, these standards cover everything from curriculum design and assessment methods to teacher qualifications and institutional governance. They give all stakeholders – students, faculty, employers, and regulators – a shared vocabulary and a common reference point for evaluation.

UNESCO defines quality assurance in higher education as a systematic process of assessing and verifying inputs, outputs, and outcomes against standardized benchmarks, with the aim of maintaining and enhancing quality, ensuring accountability, and facilitating harmonization of standards across programmes and institutions. This definition is important because it frames quality not as a one-time achievement but as an ongoing, evidence-based process.

Standards in education typically operate at multiple levels. Regional accreditation, for instance, is comprehensive and indicates that an institution has achieved quality standards across areas such as faculty, administration, curriculum, student services, and financial well-being. At the course level, frameworks like the Quality Matters Rubric provide specific review standards for online and blended courses, requiring institutions to meet quality expectations at or above defined thresholds before a course is certified.

Monitoring: making standards meaningful

Setting standards is only half the job. The other half is monitoring – tracking whether those standards are actually being met, and taking corrective action when they are not.

Accountability systems track adherence to educational standards and provide feedback at different levels of the education system for continuous improvement. Effective monitoring can take many forms: regular observation of teaching practices, student feedback surveys, analysis of assessment data, periodic reviews of institutional policies, and external audits. Together, these mechanisms create a feedback loop that allows institutions to detect deviations early – before a small problem becomes a systemic failure.

At a global level, SDG 4 – UNESCO’s global commitment to inclusive and equitable quality education – acts as a global benchmark that allows countries to monitor student learning and compare progress across education systems. This illustrates how pre-set standards, when paired with rigorous monitoring, can drive quality improvements not just at the institutional level but at a national and international scale.

It is also worth noting the IIEP-UNESCO’s caution that when quality assurance processes become too bureaucratic, repetitive, or disconnected from real improvement – when they are conducted for compliance rather than growth – their value diminishes. This is why contemporary approaches to quality monitoring increasingly favor risk-based reviews, continuous feedback mechanisms, and institution-led self-assessments over rigid external inspections alone.

Who sets the standards?

Standards do not emerge in a vacuum. Effective accreditation standards require institutions to demonstrate how they advance academic quality through teaching, learning, and service, and they are typically developed through consultation with faculty, students, industry professionals, and government bodies. The U.S. Department of Education, for instance, defines quality assessments as those that match the depth, breadth, and rigor of the standards; accurately measure student progress; and provide valid data to inform teaching and learning. This multi-stakeholder input is what gives pre-set standards their legitimacy – and their practical usefulness.

Bringing it all together: quality as a dynamic criterion

Quality in education is not a destination – it is a moving target shaped by evolving student needs, shifting industry expectations, and an ever-growing body of evidence about what works. The three criteria explored here – education as a product and service, meeting consumer needs, and upholding pre-set standards through monitoring – are not separate concerns. They are deeply interconnected. A school can have excellent accreditation and still fail its students if it ignores what those students actually experience. Equally, an institution can have high student satisfaction and still produce graduates who are unprepared for the workforce.

True quality in education requires all three criteria to work in concert: clearly defined outcomes that the institution reliably delivers, a genuine responsiveness to what students need and expect, and a robust system of standards and oversight that keeps the institution honest and continuously improving. When these elements align, education earns its claim to being high quality – not just on paper, but in practice.
