When we think of educational institutions, we typically picture classrooms, students, and teachers. But there is a deeper and equally critical function these institutions serve – one that shapes the very direction of education itself. Research and development sit at the heart of how education systems evolve, improve, and respond to the needs of society. In India and globally, a network of dedicated bodies drives this work, ranging from national councils and open universities to international agencies. Understanding how these institutions contribute to educational research – and where they fall short – helps clarify what it will take to build a genuinely knowledge-driven education system.

Why educational research matters

Educational research is not an abstract pursuit. It directly informs how curricula are designed, how teachers are trained, how policies are formulated, and how learning outcomes are measured. Without systematic research, education risks becoming stagnant – relying on inherited assumptions rather than evidence. As UNESCO notes, higher education institutions today have a critical role in responding to complex societal challenges through research, teaching, and community engagement. This means that educational institutions must do more than teach – they must actively generate, test, and apply knowledge.

In India, this responsibility is distributed across several specialized bodies, each with a distinct mandate. Together, they form the backbone of the country’s educational research ecosystem.

Key institutions driving educational research in India

NCERT: curriculum research and school education

The National Council of Educational Research and Training (NCERT) is perhaps the most visible institution in India’s school education landscape. Established on 1 September 1961 as an autonomous body under the Ministry of Education, NCERT’s core mandate is to assist and advise both the central and state governments on policies related to school education. Its research activities span curriculum development, teaching methods, and assessment practices. The council’s Educational Research and Innovations Committee (ERIC) funds research programmes undertaken by scholars both within and outside the council, provided the work has a direct bearing on school or teacher education.

ERIC also holds periodic conferences of educational research workers and has taken on the task of compiling surveys of educational research in India – a vital function for building a shared knowledge base. NCERT also awards research fellowships leading to Ph.D. degrees and supports out-of-school activities like science exhibitions to nurture scientific thinking from an early age. Its textbooks, prescribed by CBSE for classes I to XII, are developed on the basis of research-driven curriculum frameworks – meaning every syllabus revision is, in principle, grounded in evidence.

NIEPA/NUEPA: educational planning and policy research

The National Institute of Educational Planning and Administration (NIEPA) – previously known as NUEPA – is a premier institution focused on research in educational planning, management, and administration. Its origins date back to 1962, when UNESCO established the Asian Regional Centre for Educational Planners and Administrators. Over the decades it evolved through several transitions before being granted the status of a Deemed University in 2006.

NIEPA operates through eight specialized departments covering areas such as educational planning, educational finance, school and non-formal education, and educational policy. Its key functions include integrating educational studies and research in planning and administration, organizing seminars and workshops, and establishing links with other countries to understand global developments. International bodies such as the World Bank and UNESCO also seek technical assistance from NIEPA, reflecting the institution’s standing as a regional authority in education governance research.

UGC: promoting research in higher education

The University Grants Commission (UGC) was established in 1953 and made a statutory body under the UGC Act in 1956. Its primary mandate is to coordinate, determine, and maintain standards of higher education in India, with a significant research promotion dimension. The UGC allocates funds for research projects, conducts academic assessments, and recognises universities. It has set up Centres for Advanced Studies (CAS) in different branches of knowledge – including education and psychology – with the goal of raising the standards of both teaching and research across institutions.

The UGC also grants national and teacher fellowships to encourage research, and its Human Rights Education scheme supports awareness programmes across universities. With six regional offices spread across Bangalore, Bhopal, Guwahati, Hyderabad, Kolkata, and Pune, the UGC functions as a national coordinator for higher education research policy.

NCTE: research in teacher education

The National Council for Teacher Education (NCTE) is a statutory body responsible for developing teacher education policies and curricula, and for recognising and accrediting institutions that offer programmes like B.Ed, M.Ed, and D.El.Ed. Its research focus is specifically on teacher preparation – the quality of training, the standards of faculty, and the effectiveness of curriculum models for teacher education. NCTE coordinates and monitors the development of teacher education across the country, recommending standards to state and central governments and ensuring accountability through Performance Appraisal Reports submitted by recognised institutions.

The council collaborates closely with NCERT, UGC, and state education boards, ensuring that teacher education research does not operate in isolation but connects with the broader educational policy framework. Notably, NCTE has announced that one-year B.Ed and M.Ed programmes will return from the academic session 2026-27 – a decision rooted in research on the adequacy of existing programme durations.

IGNOU: research in open and distance learning

The Indira Gandhi National Open University (IGNOU), established in 1985, occupies a unique position in India’s educational research landscape. As the world’s largest open university by enrolment – a distinction recognised by UNESCO – IGNOU was founded to serve the Indian population through distance and open education, providing quality higher education to all segments of society. It aims to encourage, coordinate, and set standards for distance and open education, while also strengthening India’s human resources through flexible learning.

Research at IGNOU centres on distance education, adult education, and innovative instructional design. The university’s Staff Training and Research Institute of Distance Education (STRIDE) develops research capacity among distance education professionals. IGNOU also hosts the Secretariats of the SAARC Consortium on Open and Distance Learning (SACODiL) and the Global Mega Universities Network (GMUNET), positioning India as a significant contributor to global research on open learning. With 333 programmes, 340 MOOCs, and 7 DTH channels, IGNOU’s scale itself generates a vast body of data and experience that feeds into research on learning at scale.

The global dimension: UNESCO’s role in educational research

No account of educational research institutions is complete without recognising the role of UNESCO (United Nations Educational, Scientific and Cultural Organization). UNESCO operates as a global hub for educational research, connecting researchers, policymakers, and practitioners across countries. In 2024, UNESCO organized the first-ever Conference on Education Data and Statistics to drive evidence-based decision-making, filling a significant gap in the global education data landscape. It has also released global standards for greening curricula and school environments, demonstrating how research directly feeds into policy recommendations.

UNESCO’s Global Education Monitoring (GEM) Report is one of the most widely cited annual research publications in education. The 2024/25 GEM Report examined school leadership as a driver of educational quality, finding that effective school leaders are the second most important school-level factor influencing student outcomes – just below teachers themselves. Such findings shape policy priorities in dozens of countries. UNESCO also leads the Global Education Coalition, which now has 222 member organisations working across 112 countries, bringing together governments, NGOs, and private sector partners to co-produce and apply research at scale.

Internationally, UNESCO’s recently published roadmap for transforming higher education calls for ambitious reform, including fostering inquiry and critical thinking, establishing human-centred roles for digital technologies, and embracing an ethic of collaboration and solidarity – all of which depend on robust, ongoing research.

Fostering a research culture within institutions

Having dedicated research bodies is necessary, but not sufficient. The deeper challenge is building a genuine culture of research within educational institutions – one where inquiry is a habit, not an exception. Institutions like NCERT and NIEPA contribute to this through capacity-building programmes, workshops, and conferences that equip educators and administrators with research skills. NIEPA’s training in educational planning, for instance, helps administrators make evidence-based decisions rather than relying on precedent alone. UGC’s funding schemes enable researchers to pursue studies that contribute to the advancement of knowledge in education at the university level.

At the institutional level, this means encouraging teachers and student-teachers to engage with research – not just consume it. NCERT’s mandate explicitly includes encouraging student-teachers and teacher educators to conduct educational research, and NCTE’s accreditation norms push institutions to invest in faculty with research qualifications. The goal is to create a pipeline: from research conducted by apex bodies, through training and dissemination, to classroom practice and back again.

Challenges in integrating research into educational management

Despite the presence of well-established institutions, several persistent challenges limit the impact of educational research in India and globally.

Insufficient funding and resources

Research requires sustained investment, and educational research is often underfunded relative to other fields. The disparity is stark even at the global level – low-income countries spend merely $55 per learner annually, compared to $8,532 in high-income countries. Within India, while bodies like the UGC and NCERT do provide research grants, the scale of funding falls short of what is needed for comprehensive, longitudinal studies that can meaningfully guide policy.

Weak collaboration between institutions and researchers

One of the most significant structural problems is the gap between those who produce research and those who implement policy. Research findings from bodies like NCERT or NIEPA often do not translate effectively into classroom practice or institutional management because the channels of dissemination are weak. Researchers work in institutional silos; schools and district administrators rarely have structured access to research outputs. This disconnect means that important insights – on curriculum effectiveness, on teacher professional development, on assessment design – remain underutilised.

UNESCO’s Global Education Coalition’s 2024 annual report directly flags this issue, emphasising that building cross-sector collaboration between governments, institutions, and researchers is essential to make evidence-based education a reality. The report notes that in many countries, government entities still work in silos, and that building communication bridges – including the private sector – could have a major positive impact.

Limited research in teacher education

Teacher education in India continues to suffer from a shortage of robust, practice-based research. Many programmes focus on theoretical content while under-emphasising the kind of classroom-based inquiry that can improve teaching practice. UNESCO’s GEM Report 2024/25 found that barely half of leadership training programmes globally address essential dimensions like collaboration, staff development, and learning focus – a finding that applies equally to teacher education programmes. Bridging the gap between what research recommends and what teacher training programmes actually deliver remains a pressing challenge.

Digital divide and access to research

The global research infrastructure increasingly depends on digital access – to journals, databases, open educational resources, and collaborative platforms. Yet only 40% of primary schools and 50% of lower-secondary schools globally are connected to the internet. In remote parts of India, teachers and school administrators have little access to research publications or professional development resources. IGNOU’s investments in satellite-based learning, FM radio education, and open-access digital repositories like eGyanKosh partially address this gap, but the structural challenge of the digital divide remains.

The way forward: collaboration, funding, and evidence-based practice

Addressing these challenges requires deliberate action on multiple fronts. Research institutions need dedicated funding streams that go beyond one-time project grants. More importantly, the relationship between research producers and research users – teachers, principals, district planners, and policymakers – needs to be formalised. This could take the form of structured knowledge-transfer programmes, mandatory inclusion of research findings in teacher training curricula, or collaborative research projects where practitioners participate as co-investigators rather than passive recipients.

Globally, UNESCO’s model of the Global Education Coalition – bringing together over 200 organisations to co-produce and apply research across 112 countries – offers a template for what coordinated, multi-stakeholder educational research can look like. In India, strengthening the linkages between NCERT, NIEPA, UGC, NCTE, and IGNOU – both in terms of shared research agendas and cross-institutional data sharing – would significantly improve the coherence and impact of educational research. The National Education Policy 2020 has already pointed in this direction, and the institutions are well-positioned to translate that vision into practice.
