Every educational institution wants to deliver the best learning experience-but wanting quality and systematically building it are two very different things. While many institutions focus on fixing problems after they surface, the more effective approach is to prevent those problems from arising in the first place. That is exactly what quality assurance (QA) in education is about. According to the European Commission, quality assurance involves the systematic review of educational provision to maintain and improve its quality, equity, and efficiency-encompassing everything from teaching and assessment to school leadership and student outcomes. Understanding how QA works, how it differs from quality control, and how it is institutionalized through bodies like the Internal Quality Assurance Cell (IQAC) is essential for anyone involved in educational management.

Quality assurance vs. quality control: understanding the difference

The terms quality assurance and quality control are often used interchangeably, but they represent fundamentally different approaches to managing educational quality. Getting this distinction right is the starting point for building any effective quality system.

Quality control (QC) is reactive. It steps in after instruction has been delivered, after an assessment has been conducted, or after a programme has run its course-to check whether standards were met. If a batch of student results is unusually poor, or if graduate feedback reveals a curriculum gap, QC identifies and responds to that problem. Quality assurance (QA), on the other hand, is proactive. Rather than waiting for failure, it builds systems, processes, and standards upfront that consistently lead to high-quality outcomes. The Brilliant Club’s guidance on quality assurance in education makes this distinction clear: QA is process-oriented, focused on preventing quality issues, while QC is focused on process output. In practice, this means QA is embedded into how an institution plans its curriculum, trains its faculty, designs its assessments, and collects stakeholder feedback-long before a single class is taught.

Both mechanisms are part of a broader quality management system, and neither is dispensable. However, an institution that relies solely on quality control is always playing catch-up. QA shifts the focus from damage control to deliberate, continuous design for excellence.

Steps in quality assurance: a framework for educational institutions

Implementing a robust quality assurance system in education is not a one-time exercise. It is a structured, cyclical process that requires institutional commitment at every level. Here are the key steps involved.

Step 1: Setting clear standards and benchmarks

The foundation of any QA system is a clearly defined set of standards. In education, these standards cover curriculum design, teaching methodologies, assessment practices, learning outcomes, and student support services. The OECD notes that most countries have developed comprehensive national indicator frameworks to monitor, evaluate, and ensure quality-and that these tools are essential for understanding how well students are learning and for improving school management and teaching practices. At the institutional level, these national benchmarks are translated into specific, measurable targets that faculty and administrators can work toward.

Step 2: Quality planning

Once standards are established, the institution needs a concrete plan for achieving them. This involves deciding what resources will be allocated, who is responsible for which quality functions, what timelines look like, and how quality will be monitored across departments. ProjectManager’s quality assurance resource describes this stage as fleshing out the strategy for meeting objectives-detailing the actions, timelines, and resources needed to integrate quality throughout the institution’s operations. In education, this planning phase often includes curriculum reviews, teacher professional development programmes, and the design of feedback collection mechanisms.

Step 3: Monitoring and evaluation

Monitoring is where QA moves from intention to practice. Institutions track key performance indicators-such as student pass rates, attendance, assessment outcomes, and teacher performance-to determine whether standards are being met. Effective monitoring helps detect deviations from quality standards in real time, allowing corrective action before outcomes are seriously impacted. This can include classroom observation, academic audits, peer review of teaching materials, and regular data analysis. The OECD identifies teacher mentoring, monitoring of teaching practice through classroom observation, and systematic recording of student results as among the top quality-assurance mechanisms linked to better academic performance.

Step 4: Gathering stakeholder feedback

Quality assurance cannot function in isolation from those it is meant to serve. Feedback from students, parents, faculty, employers, and community representatives is a critical input into the QA cycle. The International Association for Quality Assurance in Pre-tertiary and Higher Education (QAHE) emphasises that robust internal quality assurance processes allow institutions to proactively monitor and improve the education they provide, with stakeholder engagement playing a central role. Surveys, focus groups, and exit interviews are commonly used tools, and the data collected directly informs the next stage of improvement.

Step 5: Continuous improvement

The final-and most important-step is using all gathered evidence to drive improvement. This is not a one-off correction; it is an ongoing cycle. Research on continuous quality improvement (CQI) describes this as an iterative process: improvements are made, their effects are measured, and the cycle begins again. In education, this might mean revising a course that consistently produces poor outcomes, adopting new pedagogical approaches based on student feedback, or restructuring support services for at-risk learners. The widely used Plan-Do-Study-Act (PDSA) cycle-also known as the Deming cycle-is one of the most effective frameworks for this, allowing institutions to test changes on a small scale, study the results, and then scale what works.

Internal Quality Assurance Cells (IQAC): institutionalizing quality in higher education

In India’s higher education system, the concept of quality assurance has been given a formal institutional home through the Internal Quality Assurance Cell (IQAC). Proposed by the National Assessment and Accreditation Council (NAAC), the IQAC is mandated for every NAAC-accredited institution as a post-accreditation quality sustenance measure. Its core purpose is to develop a system for conscious, consistent, and catalytic improvement in the overall performance of the institution.

What is the IQAC and how is it structured?

The IQAC is not merely a compliance committee-it is described as a participative and facilitative unit that works closely with faculty, administration, and external stakeholders to embed quality into the institution’s everyday functioning. According to Sambalpur University’s IQAC documentation, the cell is constituted under the chairmanship of the head of the institution and includes heads of key academic and administrative units, teachers, distinguished educationists, and representatives from local management, students, alumni, and industry.

The IQAC coordinator-typically a senior academic with expertise in quality matters-plays a central role. As the Sri Ramachandra Journal of Health Sciences notes, the IQAC must remain a vibrant, active body; quality enhancement is an ongoing activity, and the cell is responsible for both quality maintenance and gradual quality enhancement over time.

Key functions of the IQAC

The IQAC performs a wide range of functions that span academic, administrative, and research domains. Based on NAAC guidelines, these include:

  • Developing quality benchmarks for academic and administrative activities, and disseminating them across the institution.
  • Monitoring and evaluation of teaching, learning, research, and support services on a continuous basis.
  • Organising faculty development programmes, workshops, and seminars to promote innovation in teaching.
  • Collecting stakeholder feedback from students, parents, and employers, and using it to drive improvements.
  • Documentation and reporting-specifically, the preparation and submission of the Annual Quality Assurance Report (AQAR) to NAAC each year.
  • Promoting a quality culture by ensuring that best practices are institutionalised rather than treated as one-off initiatives.

Panjab University’s IQAC, for instance, highlights its commitment to facilitating a learner-centric environment, encouraging faculty to adopt educational technology, and ensuring institutional processes meet and exceed NAAC benchmarks across multiple accreditation cycles.

Why the IQAC matters beyond accreditation

While IQAC is closely associated with the NAAC accreditation process, its value extends well beyond securing a grade. Research published in the Sri Ramachandra Journal of Health Sciences points out that when more quality initiatives are undertaken and more people are involved, the institution becomes a better place to both learn and work. Academic and administrative audits conducted by the IQAC every two to three years, participation in the National Institutional Ranking Framework (NIRF), and pursuit of ISO certification are all outcomes that directly improve institutional credibility and student outcomes.

Importantly, NAAC’s own guidelines position the IQAC as a dynamic system for quality change in higher education institutions-not a static body that merely files paperwork. The IQAC is expected to act as a decision-support system, providing a sound basis for institutional decisions and helping build an organised methodology of documentation and internal communication. Institutions with well-functioning IQACs tend to show higher student satisfaction, improved learning outcomes, and greater adaptability to emerging challenges in education.

Internal and external quality assurance: a complementary system

Internal quality assurance-led by bodies like the IQAC-works best when complemented by external quality assurance mechanisms. External QA, through processes like accreditation, inspection, and independent evaluation, provides an objective validation of the institution’s self-reported quality. QAHE explains that external quality assurance validates the credibility of educational institutions, facilitates student mobility and credit transfer, and enhances the recognition of qualifications by employers. Together, internal and external mechanisms form a complete quality management ecosystem-where institutions are both self-regulating and externally accountable.

The Ithaka S+R analysis of quality assurance in U.S. higher education reinforces this point, advocating for what it calls a “management-based” approach-where institutions document their own outcome goals and improvement plans, subject to ongoing third-party monitoring. The goal, as they frame it, is not merely to ensure minimum standards are met, but to reinforce an institution’s own examination of its practices in a cycle of continuous improvement.

Quality assurance in education, then, is not about ticking boxes or preparing for inspection season. It is about building systems that make excellence the default-not the exception. From setting measurable standards and monitoring performance to gathering real feedback and acting on it through structured bodies like the IQAC, QA creates the conditions under which both students and educators can genuinely thrive.
