When we talk about the quality of an educational institution, we rarely talk about just one thing. Quality in education is multi-dimensional – it lives in the classrooms, the laboratories, the faculty rooms, and ultimately in the lives of graduates long after they’ve left campus. To bring some structure to this broad concept, educators and researchers use quality indicators – measurable factors that give a reliable picture of how well an institution is functioning. According to researchers Scheerens, Luyten, and van Ravens, these indicators are best understood through an input-process-outcome framework, which systematically evaluates educational quality at every level – from national systems down to individual classrooms. This post breaks down that framework into its three core categories: input, process, and output indicators.

What are quality indicators?

Quality indicators are specific, measurable markers used to assess the performance of educational programs and institutions. They can be quantitative – such as exam scores or graduation rates – or qualitative – such as student satisfaction or institutional reputation. Together, they provide a comprehensive view of whether an institution is truly delivering on its educational mission. As noted by the Inter-American Development Bank, input indicators measure the resources employed, while output indicators try to measure the extent to which immediate educational objectives are actually achieved.

The three categories – input, process, and output – are deeply interconnected. Weak inputs constrain what processes can achieve, and poor processes limit the quality of outputs. Understanding each category clearly is essential for anyone involved in managing or improving educational institutions.

Input indicators: The foundation of educational quality

Input indicators refer to the resources, conditions, and support structures that an institution has in place before teaching even begins. Researchers argue that input indicators are used to assess the deployment and usage of resources to promote learning – covering everything from financial investment to human capital. Without adequate inputs, even the most innovative pedagogical approaches are likely to fall short.

Teachers: The most critical input

Of all input indicators, the quality of teaching staff is arguably the most significant. Research published in Quality & Quantity consistently shows that students taught by fully certified, experienced teachers with strong academic backgrounds outperform those taught by less qualified staff. Key sub-indicators here include teacher qualifications, years of experience, subject expertise, participation in professional development, and the student-to-teacher ratio. Quality indicators for teacher education also emphasize the role of teacher educators themselves – their academic standing and participatory engagement with trainee teachers directly shape the quality of the next generation of educators.

Infrastructure: The physical learning environment

Physical infrastructure is a key enabler of learning. A study published in Heliyon using UNESCO’s ERCE-2019 data found a significant positive correlation between various types of school infrastructure – including libraries, science labs, and art spaces – and student achievement in primary schools. Classroom facilities, sanitation, digital access, and safety all fall under infrastructure indicators. Importantly, the same research noted that the impact of infrastructure investment is limited without adequately trained teachers – reinforcing the interconnected nature of input indicators. The World Bank identifies schools (infrastructure) as one of five pillars of quality education, alongside learners, teachers, learning resources, and systems management.

Funding: What makes resources possible

Adequate financial resources are what allow institutions to invest in staff, technology, maintenance, and research. Studies analyzing PISA data across OECD and non-OECD countries confirm a positive relationship between funding and student performance, with increased spending – particularly on teacher salaries and instructional materials – translating into measurable gains in achievement. Key funding indicators include annual operating budgets, per-student expenditure, research grants, and the availability of financial aid for students. As institutional KPI frameworks note, funders in both public and private sectors increasingly tie financing to measurable results – making transparent financial reporting a quality indicator in itself.

Administrative support: The institutional backbone

Behind every functioning institution is a well-organized administration. Administrative quality indicators include the clarity of management structures, efficiency of decision-making, staff welfare policies, and the availability of student support services like counseling, career guidance, and health services. The NAAC-COL quality indicators framework, developed in collaboration with experts from eleven Commonwealth countries, recognizes organization and management as one of six key areas defining the quality of an educational institution. A weak administration can undermine even the best teachers and facilities.

Process indicators: How quality is practiced

While input indicators tell us what resources exist, process indicators tell us how those resources are being used. As academic research on educational quality measurement notes, process indicators are essential for analyzing educational quality at multiple levels – from national systems to individual classrooms. They capture the actual activities of teaching, learning, research, and management that determine whether quality inputs translate into quality outcomes.

Teaching and learning methods

The instructional strategies used in a classroom are a core process indicator. Diverse teaching approaches – including project-based learning, flipped classrooms, collaborative problem-solving, and technology-integrated instruction – help address different learning styles and improve student engagement. A report by the U.S. National Center for Education Statistics highlights that school quality is a function not just of teacher training but of what happens in classrooms – including class size, content coverage, and pedagogical approaches. Regular formative and summative assessments form another critical process indicator, helping educators track progress and identify gaps in real time.

Research activity

In higher education especially, the research activities of faculty and students are strong process indicators. The European University Association notes that research output is commonly quantified through indicators such as the number of publications, citations, and journal impact – reflecting an institution’s contribution to the advancement of knowledge. Collaborative research with other institutions, participation in funded projects, and the quality of student dissertations and theses all serve as meaningful research process indicators. Research and development is explicitly identified as one of the major quality indicators in teacher education programs, alongside curriculum design and evaluation systems.

Academic management

Effective academic management ensures that educational programs run consistently and coherently. This includes curriculum design that aligns with industry trends and societal needs, systematic course scheduling, regular faculty reviews, and mechanisms for collecting and acting on student feedback. Research on quality assurance in education underscores that the quality of service delivery is directly tied to institutional culture – institutions that embed quality as a core value in their management systems tend to show better and more sustained outcomes.

Output indicators: Where quality becomes visible

Output indicators are the measurable results of the educational process – the evidence that inputs and processes have worked. Scheerens and colleagues at the University of Twente differentiate output indicators into three levels: direct outputs (such as test scores), outcomes (graduation and participation rates), and impact indicators (the longer-term social status and contributions of graduates). Together, these paint the fullest picture of institutional effectiveness.

Student achievements

The most immediate output indicators are student achievement metrics – exam scores, grades, graduation rates, and academic awards. The Higher Learning Commission (HLC) defines student success outcomes as any measures demonstrating the rate at which students achieve completion, progress toward educational intent, or other goals relevant to the institution’s mission. High graduation rates are generally an indicator that students are successfully completing their programs, while strong academic performance indicates mastery of subject matter. Student-led research projects and theses also serve as output indicators, reflecting the depth of academic engagement.

Employability

One of the most closely watched output indicators today is graduate employability – the extent to which an institution prepares students for meaningful careers. The European University Association’s analysis of higher education indicators found that about a third of quality assurance agencies, rankings, and funding formulae include graduate employment as a performance measure, often tracking unemployment rates 18 months after graduation or beyond. Researchers define employability broadly as a set of achievements, skills, and personal attributes that make graduates more likely to gain employment and succeed in their chosen careers. Industry partnerships, internship programs, and placement rates are all key sub-indicators in this category.

Societal impact

The Inter-American Development Bank’s framework on educational indicators describes societal impact as serving broader development goals – including higher labor productivity, better health outcomes, and enhanced civic participation. These are longer-term impacts that go well beyond immediate graduation statistics. Key societal impact indicators include community engagement programs, alumni leadership in public life, contributions to local economic development, and the role of the institution in addressing social challenges. Research examining 82 developing countries confirms that strong institutional quality has a measurable positive effect on student achievement, school completion, and the long-term social mobility of graduates.

Why all three categories must work together

It’s tempting to focus only on output indicators – graduation rates, job placements, rankings – since these are the most visible. But outputs are only as strong as the processes that produce them, and processes are only as effective as the inputs that support them. Education researchers emphasize that for education to be effective, infrastructure, teacher training, and structural foundations must all work in harmony. A school with modern infrastructure but undertrained teachers will underperform. An institution with excellent faculty but poor academic management will produce inconsistent results. Similarly, strong processes that aren’t tracked through meaningful output indicators leave institutions blind to whether their efforts are actually succeeding.

This is why quality assurance bodies like NAAC, accreditation agencies, and international organizations like UNESCO consistently use all three categories of indicators together – as a system, not in isolation. Educational KPI research confirms that high student engagement and successful learning outcomes together translate to greater graduate employability and a stronger institutional reputation – a chain reaction that begins at the input stage.
