Higher education today is no longer the preserve of a privileged few walking through the gates of a handful of elite universities. It has expanded dramatically – in scale, in form, and in purpose. But this expansion has brought a difficult question to the forefront: are institutions keeping up with the promise of quality? Across the world, and particularly in India, quality in higher education has become a central concern – not just for educators and policymakers, but for students, employers, and society at large. Understanding why this concern has grown, and what is driving it, is essential for anyone involved in teaching, learning, or managing educational institutions.

Expansion and diversification: the growth that changed everything
India’s higher education story is one of remarkable scale. The number of higher education institutions in India expanded by more than 400 percent since 2001, with much of this growth concentrated in the private sector. From just around 30 universities and 500 colleges at independence in 1950, the country crossed 1,000 universities and 40,000 colleges by 2020. The Gross Enrollment Ratio (GER), which stood at a mere 6.3% in 1950, had risen to approximately 27.1% by 2020 – and the National Education Policy (NEP) 2020 has set an ambitious target of 50% by 2035.
This expansion was not accidental. National efforts to ensure education for all resulted in widening the base of elementary and secondary education, which in turn created dramatic growth in higher education demand and provision over the past decades. Simultaneously, the world of work was changing – economies were becoming more knowledge-intensive, and the workforce needed higher levels of technical and professional competence to keep pace.
But rapid expansion also diluted standards in many institutions. India’s rapid and recent expansion increased concerns about declining quality, and this tension – between access on one hand and quality on the other – became the defining challenge of Indian higher education in the modern era.
Transparency and accountability: who is responsible for quality?
When higher education was small and government-controlled, accountability was relatively straightforward. But as the system diversified, the question of who is responsible for quality became far more complex. The increasing diversity of institutions and students raised serious questions about the quality of service delivery, transparency, and integrity in the functioning of institutions. Complaints about malpractice and legal cases involving corrupt practices are not uncommon in Indian higher education.
Funding is central to this accountability story. Many countries are encouraging their institutions to pursue innovative strategies to improve quality by creating policies that explicitly link quality and funding. In India, this approach has been adopted for agricultural universities, where the Government of India linked accreditation by the National Agricultural Education Accreditation Board (NAEAB) with grant-in-aid from ICAR – meaning institutions must demonstrate quality to receive public money.
At the national level, NAAC – the National Assessment and Accreditation Council – was established by the University Grants Commission (UGC) in 1994 as a response to growing quality concerns. It evaluates institutions on parameters such as curriculum, teaching-learning practices, research output, infrastructure, and governance. Critically, state universities without NAAC accreditation are not eligible for financial assistance or grants from the UGC, which ties quality assessment directly to institutional survival.
Yet the system is not without cracks. In February 2025, the Central Bureau of Investigation arrested the chairman and six members of a NAAC inspection committee following a bribery scheme in which assessors allegedly received cash and valuables in exchange for favorable A++ ratings. NAAC responded by debarring the accused and reviewing hundreds of recent assessments – a sobering reminder that accountability mechanisms must themselves be held accountable.
The rise of non-traditional education providers
One of the most significant shifts in higher education in recent decades is the rise of providers outside the traditional public university model. More than 60 percent of higher education institutions in India are now private institutions, with nearly 60 percent of students enrolled in them. Private universities that numbered just two in 2000-01 had grown to 366 by 2020-21, according to data from the All India Survey on Higher Education.
The establishment of private universities in this century contributed to the fast expansion and massification of the higher education sector. Many of these institutions brought genuine improvements – better infrastructure, industry connections, and flexible programs. But the quality was uneven. India possesses the second-largest higher education system in the world in terms of institutions, with 75% under private management and approximately 66% of student enrolment in private hands – a proportion that would have been unimaginable a generation ago.
Beyond traditional private universities, distance and open education providers have also grown significantly. Indira Gandhi National Open University (IGNOU), the world’s largest open university, has been a key institution in extending higher education to non-traditional learners across India and internationally. Add to this the surge in online-only education platforms, international universities seeking partnerships in India, and corporate-run training programs that now compete for students, and the landscape of higher education has never been more complex – or more challenging to regulate for quality.
Technological impact: digital tools reshaping education quality
Technology has become both a lever for improving quality and a new front for quality concerns. Emerging areas such as Artificial Intelligence, Machine Learning, Robotics, and Virtual Reality have opened up numerous opportunities and have greatly impacted higher education institutions and stakeholders. Planned and effective use of these developments can help institutions attain global quality standards and produce globally competent graduates.
India’s NEP 2020 recognizes that the relationship between technology and education is bi-directional – technology shapes education, and education prepares learners to engage with technology. The policy mandates extensive use of technology in teaching and learning, removal of language barriers, and greater access for students with disabilities. Key platforms like SWAYAM and DIKSHA have been leveraged to provide students with access to high-quality educational resources and online courses, with SWAYAM now allowing up to 40 percent of credits through online learning – up from the earlier cap of 20 percent.
However, technology also surfaces new quality challenges. While online education opens doors to higher education for a vast number of learners spread geographically, it also makes strict quality control measures critical for maintaining standards. The need for interactive e-material, synchronous and asynchronous communication models, and robust assessment frameworks becomes urgent when millions of students are learning remotely. The digital divide – with a significant portion of India’s population still lacking reliable internet access – also means that technology-enhanced quality is unevenly distributed.
Global competitiveness: international standards and India’s higher education
Quality concerns in higher education do not exist in isolation – they are shaped by global benchmarks and international comparisons. The exponential growth of Indians going abroad for college – spending billions of dollars in the United States, United Kingdom, Australia, and elsewhere – was a wake-up call for India to build quality universities at home that adopt international best practices. India’s average GER of around 28.4 percent compares poorly with China’s 59.6 percent for tertiary education, despite both countries starting from similarly low levels after World War II.
External quality assurance has become one of the most important items on the policy agenda of higher education systems across the world. Public authorities are compelled to assess whether their traditional quality structures remain valid, and to design mechanisms aligned with international good practice. For India, this has translated into growing pressure to have institutions recognized by global accreditation bodies and appear in international university rankings.
NEP 2020 aims to transform India’s education system by making it more flexible, multidisciplinary, and rooted in Indian values while aligning with global educational standards. Initiatives like graded autonomy – where the UGC grants more freedom to higher-performing institutions – are designed to encourage quality-driven differentiation within the system. The goal is not to make every Indian university a copy of a Western model, but to ensure that Indian graduates are globally competitive and recognized.
India’s performance in global rankings remains mixed. While institutions like IIT Madras, IISc Bangalore, and JNU have made their mark internationally, the vast majority of Indian institutions remain invisible on global lists. Closing this gap requires sustained investment, academic freedom, stronger research output, and – above all – a credible and rigorous quality assurance framework that institutions and students can trust.
Why the quality concern matters now more than ever
The concern about quality in higher education is not a passing trend. It reflects deep structural pressures that are only intensifying. More students are enrolling than ever before. More providers – public, private, online, and international – are competing for those students. Employers are increasingly vocal about graduates who lack the skills needed in the workplace. And governments must justify the public funds they invest in higher education systems that serve millions.
Improvement measures should be applied to both public and private institutions, and they should be transparent and accessible to all stakeholders to encourage quality-based decision-making. Quality assurance, in this context, is not just a bureaucratic exercise – it is a social contract between educational institutions and the society they serve.
For educators, administrators, and policymakers, the challenge is clear: expansion without quality is a disservice to students and to the nation. Building robust, credible, and continuously improving quality assurance systems is not optional – it is the foundation on which the future of higher education must be built.
