India has one of the largest higher education systems in the world, with thousands of universities and colleges spread across the country. But how do students, employers, and policymakers know which institutions are genuinely delivering quality education? That is where the National Assessment and Accreditation Council (NAAC) comes in. Established to bring credibility and accountability to Indian higher education, NAAC evaluates institutions against a defined set of quality standards – and its role has only grown more significant as debates around the effectiveness of its methods have intensified.

What is NAAC?

NAAC is a public autonomous body funded by the University Grants Commission (UGC) and headquartered in Bengaluru. It was established in 1994 in direct response to growing concerns about the deterioration of education quality in India. The National Policy on Education (1986) and the Programme of Action (1992) had already flagged the need for an independent accreditation body, and NAAC was the result.

Its core mandate, as stated in its vision, is to make quality assurance an integral part of how higher education institutions function – not a one-time checkbox, but an ongoing commitment. NAAC is governed by a General Council and an Executive Committee comprising senior academics, educational administrators, and policy makers from across India’s higher education landscape. The Chairperson of the UGC serves as the President of NAAC’s General Council.

NAAC accredits three broad categories of institutions: universities (central, state, private, and deemed), autonomous colleges, and affiliated or constituent colleges. To be eligible, an institution must have graduated at least two batches of students, or have been in existence for at least six years – whichever comes first. Off-shore campuses and distance education units are not covered under NAAC accreditation.

The accreditation process: a three-step evaluation

According to NAAC, its assessment instrument is designed as a three-step process to make the outcome as objective as possible. Here is how each stage works.

Step 1: Self-Study Report (SSR)

The process begins with the institution itself. Before any external evaluation takes place, the institution must compile a detailed Self-Study Report (SSR). This document covers academic performance, faculty credentials, research initiatives, infrastructure, student welfare programmes, and more. It is essentially the institution’s own account of its strengths and areas for improvement.

Prior to submitting the SSR, institutions must also complete an Institutional Information for Quality Assessment (IIQA) – a preliminary screening step that determines whether an institution meets the basic conditions to proceed. If the IIQA is rejected, the institution is given two more attempts within a year. Institutions are also required to upload their data on the All India Survey on Higher Education (AISHE) portal as a mandatory prerequisite for registration.

Step 2: Data Validation, Verification, and Peer Team Visit

Once the SSR is accepted, NAAC conducts a Data Validation and Verification (DVV) process, where the submitted institutional data is reviewed for accuracy and consistency. This step generates a system-based score that contributes 70% of the final assessment weight.

The remaining 30% comes from an on-site Peer Team Visit. NAAC sends a team of experts from academia, administration, and management to the institution. During the visit, the team inspects facilities – classrooms, laboratories, libraries, hostels – and holds discussions with students, faculty, and administrative staff. The peer team prepares a detailed qualitative report that captures the institution’s strengths, weaknesses, opportunities, and challenges.

Step 3: Final grading and accreditation

After reviewing the SSR, DVV data, and peer team findings, NAAC assigns the institution a cumulative grade. Historically, institutions were graded on a scale from A++ (the highest) to D (not accredited), based on a Cumulative Grade Point Average (CGPA) ranging from 1.51 to 4.00. Accreditation is valid for five years, after which institutions must apply for re-accreditation. Institutions that wish to improve their grade can apply for re-assessment after at least one year but within three years of their current accreditation.

Each successive round of accreditation is referred to as a cycle – Cycle 1 for first-time applicants, and Cycles 2, 3, and 4 for subsequent evaluations. Re-accreditation submissions during the subsequent cycles can be made during the last six months of the current accreditation’s validity period.

What NAAC actually evaluates: the seven criteria

At the heart of NAAC’s assessment framework are seven criteria that together cover the full spectrum of an institution’s functioning. Different weightages are assigned to these criteria depending on the type of institution being evaluated.

1. Curricular aspects

This criterion looks at the relevance, design, and delivery of the curriculum. Is it aligned with national academic standards? Does it incorporate contemporary, industry-relevant skills? Institutions that regularly update their curriculum in line with real-world requirements score well here. The National Education Policy 2020 has further pushed institutions to ensure their curriculum is interdisciplinary and outcome-focused.

2. Teaching-learning and evaluation

This is one of the most heavily weighted criteria, particularly for affiliated colleges. NAAC examines pedagogical practices, faculty qualifications, diversity of teaching methods, use of educational technology, and the effectiveness of student assessment. The focus is not just on what is taught, but how it is taught – and whether students are meaningfully engaged in the process.

3. Research, innovations, and extension

This criterion evaluates an institution’s contribution to knowledge creation and societal outreach. It looks at research publications, funded projects, patents, collaborations with industry, and community extension activities. For universities, this criterion carries significant weight, reflecting the expectation that higher education institutions go beyond teaching to generate new knowledge.

4. Infrastructure and learning resources

Physical and digital infrastructure is assessed here – laboratories, libraries, IT facilities, sports amenities, and the overall maintenance of campus resources. The adequacy of infrastructure is seen as a direct enabler of quality education.

5. Student support and progression

This criterion focuses on how well an institution supports its students – through mentoring, career counselling, scholarships, grievance redressal, and co-curricular opportunities. It also tracks how students progress after graduation, including employment and higher study outcomes.

6. Governance, leadership, and management

Institutional governance is a key factor. NAAC looks at the effectiveness of decision-making, transparency of operations, involvement of stakeholders, and the quality of financial management. Strong leadership is considered essential to sustaining quality across all other areas.

7. Institutional values and best practices

The final criterion assesses an institution’s commitment to values such as inclusivity, environmental sustainability, gender equity, and integrity. It also recognises innovative practices that contribute meaningfully to the institution’s educational environment.

Challenges and criticisms of NAAC

Despite its important role in India’s higher education landscape, NAAC has faced persistent criticism – both about how it operates and the integrity of its outcomes.

Subjectivity in grading

One of the most frequently raised concerns is the inconsistency in peer team evaluations. Critics argue that different review teams may apply different standards or interpretations of the same criteria, leading to outcomes that can appear arbitrary. An institution with strong academic credentials may receive a lower grade simply because of variability in how the site visit was conducted.

Overemphasis on quantitative data

NAAC’s reliance on measurable indicators – number of research papers published, student pass rates, faculty-to-student ratios – has drawn criticism for missing qualitative dimensions of education. Institutions can, in theory, optimise for data points without meaningfully improving educational outcomes. The process rewards what can be counted, not always what counts.

Lack of transparency

Institutions often report that the accreditation process functions like a “black box” – they receive grades without clear, actionable feedback on how to improve. This opacity makes it difficult for institutions, especially smaller ones with limited resources, to meaningfully prepare for the next accreditation cycle.

Low participation and the coverage gap

India has over 1,000 universities and more than 40,000 colleges. As of June 2023, only around 820 universities and 15,500 colleges had been accredited by NAAC. This means a large proportion of India’s higher education institutions remain outside the quality assurance framework altogether – a significant structural gap.

Corruption and integrity concerns

The most damaging challenge to NAAC’s credibility came in February 2025, when the Central Bureau of Investigation (CBI) arrested the chairman and six other members of a NAAC inspection committee, along with individuals from a private university, after uncovering a bribery scheme in which assessors allegedly received cash, gold, and electronic goods in exchange for favourable A++ ratings. The case exposed deep vulnerabilities in the peer review system.

The grading overhaul debate

In response to longstanding criticism, NAAC announced in early 2024 that it would abolish the existing A++ to D grading system. A 2022 NAAC white paper had found that the grading system promoted unhealthy competition and was being used as a marketing tool by institutions. The proposed replacement is a two-tier approach: a binary accreditation system (accredited or not accredited) as a baseline, followed by a Maturity-Based Graded Accreditation (MBGA) system with five levels – Levels 1 to 4 denoting Institutions of National Excellence, and Level 5 reserved for Institutions of Global Excellence for Multi-Disciplinary Research and Education.

The reform also introduced the concept of One Nation, One Data Platform – a centralised data system intended to improve transparency and reduce the possibility of data manipulation after submission. Under the guidance of a committee led by Dr. K. Radhakrishnan, the Revised Accreditation Framework (RAF) aims to make the process more technology-driven, outcome-focused, and minimally dependent on manual intervention.

However, the transition has itself attracted criticism. Institutions that already hold grades like A++ can continue to use them in their marketing for years, while newly accredited institutions receive only a binary “accredited” label – creating an uneven playing field. The broader concern is that without deep structural reforms in how peer teams are selected and monitored, changing the grading labels alone may not resolve the underlying issues of subjectivity and integrity.

Why NAAC still matters

Despite its imperfections, NAAC remains a cornerstone of quality assurance in Indian higher education. NAAC accreditation with a minimum ‘B’ grade is mandatory for institutions seeking UGC funding for academic and research programmes. It also plays a significant role in student decision-making, employer perceptions of graduates, and institutional eligibility for international collaborations and partnerships.

The ongoing reforms – if implemented with genuine transparency and accountability – have the potential to make the accreditation system more credible and meaningful. The shift toward outcome-based metrics, the introduction of a centralised data platform, and greater attention to the diverse nature of institutions (including those in rural and remote areas) are steps in the right direction. The challenge, as always, is in the execution.
