India’s higher education system is one of the largest in the world – spanning over 1,000 universities and 40,000 colleges, enrolling more than 43 million students as of 2021-22. Yet despite this scale, the system grapples with persistent challenges: shrinking public funds, unequal access, curriculum misalignment, and uneven quality standards. Understanding these challenges isn’t just an academic exercise – it directly shapes how we train teachers, design policies, and build institutions fit for the 21st century.

Historical growth and expansion: from Gurukula to modern universities

India’s educational heritage stretches back thousands of years. The ancient Gurukula system was a residential model of learning where students lived with their guru and received holistic instruction encompassing academic, spiritual, and practical dimensions. Ancient universities like Nalanda and Vikramashila attracted scholars from across Asia, establishing India as a global centre of knowledge long before the modern era.

The colonial period disrupted this indigenous tradition. British rule introduced a Western, bureaucratic model of education – designed not to cultivate thinkers, but to produce administrators and clerks for the Empire. As researchers tracing the history of Indian education have noted, this shift from inquiry-based learning to exam-oriented standardisation left a structural imprint that persists today.

After independence in 1947, India urgently needed to rebuild its educational infrastructure. Literacy rates were alarmingly low – around 12-18% – and the inherited system was fragmented and elitist. The establishment of the Indian Institutes of Technology (IITs) in 1951 and later the Indian Institutes of Management (IIMs) marked India’s commitment to technical and professional education. Subsequent decades saw rapid expansion in the number of universities and colleges, driven both by state investment and growing private sector participation.

The 1990s brought another turning point. Economic liberalisation in 1991 increased demand for skilled professionals, accelerating the growth of private institutions. Research published in ScienceDirect notes that this shift gradually transferred the financial responsibility for higher education from the state to individual households – a structural change with deep equity implications that continue to unfold today.

The funding crisis in higher education

One of the most pressing challenges facing Indian higher education today is an acute and worsening funding crisis. According to a detailed analysis by Education for All in India, higher education receives only about 0.7-0.8% of GDP – a figure that is starkly insufficient given the sector’s scale, enrolment pressures, and research ambitions.

The National Education Policy (NEP) 2020 recommends allocating 6% of GDP to education overall, yet government expenditure on education has remained closer to 2.7-2.9% of GDP. As NewsClick reported in its analysis of the Union Budget 2024-25, this persistent underspending directly impacts the quality of public institutions, which are left facing severe resource constraints.

Budget cuts and their consequences

Recent budget decisions have made the situation worse. Times Higher Education reported that the Department of Higher Education was allocated approximately ₹400 billion for 2024-25, down from ₹520 billion the previous year. More strikingly, the University Grants Commission (UGC) – which distributes funding to universities and colleges across the country – saw its budget cut by 61%. This is a significant blow to thousands of institutions that depend on UGC grants for their day-to-day functioning.

The consequences of underfunding extend into research as well. India’s R&D investment as a share of GDP stands at just 0.64%, placing it far behind China (2.4%), Germany (3.1%), South Korea (4.8%), and the United States (3.5%). Faculty shortages compound the problem – as of 2023, over 30% of teaching positions were vacant in 45 central universities. Brain drain – the migration of talented academics to better-paying opportunities abroad or in the private sector – continues to deplete the academic talent pool.

Funding disparities within the sector are also sharp. Data from Budget 2025-26 shows that IITs received ₹11,349 crore while the Higher Education Financing Agency’s loans were heavily skewed toward elite institutions – 64% of sanctioned loans went to just 22 IITs and 12 AIIMS. Central universities like Delhi University and BHU, which serve hundreds of thousands of students, receive a fraction of the per-student funding that elite institutions receive.

Access and equity: who gets left behind?

India’s Gross Enrolment Ratio (GER) in higher education – which measures the proportion of the 18-23 age group enrolled in colleges and universities – stands at approximately 28.4% at the national level. NEP 2020 has set an ambitious target of 50% GER by 2035. Analysts at Education for All in India estimate that achieving this will require massive capacity expansion and investments exceeding ₹1 lakh crore – investments that currently appear unlikely given the trajectory of public funding.

Socioeconomic and regional disparities

Behind the aggregate numbers lie significant disparities. A study published in Discover Sustainability (Springer) identifies four major dimensions of access inequality in Indian higher education: regional or geographical gaps, social group disparities, income-based inequalities, and gender gaps. These are not independent – they overlap and reinforce each other.

Research published by Dayalbagh Educational Institute highlights that dropout rates are particularly high among Scheduled Castes, Scheduled Tribes, and Other Backward Classes. States like Bihar have far fewer colleges per lakh of eligible population compared to more developed states like Telangana or Tamil Nadu, making geography itself a barrier to access. Premier institutions further cluster in metropolitan areas, deepening the urban-rural divide.

Privatisation has added another layer of inequity. As the Springer study notes, of the 45,473 colleges in 2021-22, 65.3% are private unaided institutions. Private colleges typically charge fees that are out of reach for economically disadvantaged students. This effectively means that expanding access – which has been achieved partly through private sector growth – has not translated into genuinely equal opportunity.

On a positive note, gender parity has improved noticeably. Data reviewed in ScienceDirect shows that the Gender Parity Index in higher education improved from 0.77 in 2010-11 to 0.94 in 2020-21 across all social groups. Among Scheduled Tribes, female enrolment actually surpassed male enrolment by 2020-21. Still, economic and caste-based gaps remain stubbornly wide.

Globalization and curriculum reform

India’s higher education system has long struggled with a significant skills-employment mismatch. Curricula developed decades ago are often ill-suited to the needs of a rapidly changing global economy. As reported by NewsClick, only 45% of engineering graduates meet industry standards – a troubling indicator of how far academic training has drifted from employer expectations.

In 2024, approximately 1.33 million Indian students pursued higher education abroad, reflecting a growing perception that domestic institutions cannot adequately prepare students for global careers. The American Academy of Arts and Sciences frames this as both a challenge and an opportunity – India’s youth demographic is enormous, but this dividend risks becoming a liability if educational outcomes do not match aspirations.

NEP 2020 and curriculum modernisation

NEP 2020 is described by the American Academy of Arts and Sciences as the first Indian education policy whose recommendations are genuinely transformational rather than merely incremental. Its vision includes multidisciplinary education, flexible curricula that allow students to mix subjects across streams, integration of vocational training from Grade 6 onwards, and a new academic credit framework enabling credit transfers.

The policy also emphasises internationalisation – fostering global partnerships, enabling joint degree programs, and attracting foreign universities to establish campuses in India. Initiatives like the IITM campus in Zanzibar and SWAYAM’s Massive Open Online Courses (MOOCs) are early steps in this direction. However, effective curriculum reform requires more than policy announcements – it demands continuous faculty development, industry collaboration, and investment in research infrastructure, all of which remain underfunded.

Accreditation and quality assurance

Ensuring consistent educational quality across thousands of institutions spread across a vast and diverse country is an enormous regulatory challenge. India has two principal bodies responsible for this: NAAC and AICTE.

The role of NAAC

The National Assessment and Accreditation Council (NAAC), established in 1994 under the UGC, evaluates higher education institutions on multiple dimensions – teaching-learning processes, research, infrastructure, governance, and student support. As of 2024, NAAC has accredited over 450 universities and 8,500 colleges, grading them on a scale from A++ (highest) to D (failing to meet standards). Institutions with strong NAAC grades are better positioned to attract government grants, research funding, and student enrolment.

However, significant gaps remain. The Council for Higher Education Accreditation reported in 2024 that nearly 30% of higher education institutions in India remain unaccredited – a structural weakness in the quality assurance framework. Further, in 2025, the Central Bureau of Investigation exposed a bribery scheme involving NAAC inspection committee members who allegedly accepted cash and valuables in exchange for inflated accreditation ratings, raising serious questions about the integrity of the accreditation process itself.

In 2023, NAAC announced plans to overhaul its framework, shifting toward a more data-driven approach that emphasises institutional outcomes and international benchmarking. This reform, if implemented rigorously, could make accreditation a more meaningful driver of quality improvement rather than a compliance exercise.

The role of AICTE

The All India Council for Technical Education (AICTE), established in 1945 and granted statutory status in 1987, regulates technical education – engineering, technology, management, pharmacy, and related fields. As explained by Camu Digital Campus, AICTE approval is a mandatory prerequisite for institutions wishing to offer technical programmes. The Council sets minimum standards for infrastructure, faculty qualifications, and curriculum, and no technical institution can legally admit students without its approval.

AICTE and NAAC serve complementary but distinct roles: AICTE ensures baseline regulatory compliance for technical education, while NAAC assesses broader institutional quality. For technical colleges, the National Board of Accreditation (NBA) – which operates under AICTE – provides programme-specific accreditation aligned with international standards like the Washington Accord. Together, these bodies form India’s quality assurance architecture, though their effectiveness depends heavily on enforcement capacity, transparency, and adequate staffing.

The path forward

India’s higher education system stands at a pivotal moment. The country has made remarkable strides in expanding access – from a handful of universities at independence to one of the world’s largest higher education systems. But expansion without quality, and growth without equity, risk producing a system that fails the very students it is meant to serve. Analysts broadly agree that sustained increases in public funding toward at least 6% of GDP, rigorous governance reform, and a commitment to equity-driven investment are essential if India is to build a world-class higher education system that can genuinely capitalise on its demographic dividend.

The frameworks exist – NEP 2020 lays out an ambitious vision, and bodies like NAAC and AICTE provide regulatory scaffolding. What is needed now is consistent political will, transparent implementation, and a genuine commitment to ensuring that higher education in India is not just large, but truly excellent and accessible to all.
