India’s journey in higher education has always been marked by an enormous challenge: how do you deliver quality learning to a population of over a billion people spread across vast geographies, unequal economic conditions, and diverse social realities? The answer, developed over more than six decades, has been Open and Distance Learning (ODL). From hand-delivered study packets in the 1960s to satellite-linked classrooms and MOOC platforms today, the evolution of distance education in India is a story of steadily expanding access – and of a system still working to fulfill its promise.

Early beginnings: correspondence courses in the 1960s
Formal distance education at the tertiary level in India began in 1962, when Delhi University established the School of Correspondence Courses and Continuing Education – the country’s first such initiative at the university level. The purpose was direct: to reach learners who had the aptitude for higher education but could not attend regular classes due to employment, geography, or financial constraints.
The timing was not accidental. The Third Five-Year Plan (1960-1965) had exposed a widening gap between the demand for higher education and what traditional universities could supply. An expert group under Dr. D.S. Kothari, formed after a 1961 meeting of the Central Advisory Board of Education (CABE), studied correspondence courses as a mechanism to widen access and equalize educational opportunity. Its findings gave political and institutional weight to what Delhi University had begun.
Other universities quickly followed. Punjabi University and the University of Rajasthan launched correspondence programs in 1968, with Meerut and Mysore universities joining in 1969. The model was straightforward: printed study materials were mailed to students, who completed assignments and returned them for evaluation. Interaction between learner and instructor was minimal, feedback was slow, and the sense of isolation was real. Yet the system worked – it brought higher education to working adults and remote learners who would otherwise have had no pathway at all.
The growth of open universities: a new institutional model
Correspondence courses proved the concept but had structural limits. They were offered as add-ons within conventional universities, received less institutional priority, and lacked a dedicated framework for supporting distance learners. The response was a new kind of institution entirely – the open university.
Dr. B.R. Ambedkar Open University, established in Hyderabad in 1982 by the Government of Andhra Pradesh, was India’s first open university. It was followed three years later by a far more consequential development: the founding of the Indira Gandhi National Open University (IGNOU) in 1985 through an Act of Parliament. IGNOU was designed not merely as an institution offering correspondence courses, but as a national resource center for ODL – one that integrated print, radio, television, and eventually online platforms into its delivery model.
The scale IGNOU eventually achieved is staggering. Today it is the world’s largest university, with over three million students enrolled, 333 academic programs across 21 Schools of Studies, and a support network of 67 regional centers and more than 2,200 Learner Support Centres. It began in 1987 with just 4,528 students and two diploma programs. In the 2023-24 academic year alone, IGNOU registered 753,286 new students – an all-time record – with bachelor’s degree programs being the most popular.
IGNOU’s success encouraged state governments to establish their own institutions. State Open Universities (SOUs) were set up across India to extend flexible and accessible higher education to regional learner populations, addressing the specific linguistic, cultural, and employment contexts of each state. Notable examples include Nalanda Open University in Bihar (1990) and institutions in Maharashtra, Karnataka, Madhya Pradesh, and West Bengal. These SOUs expanded the ODL network significantly, reaching communities that even IGNOU’s regional centers could not easily serve.
Technology integration: from print to interactive platforms
The first generation of open education in India was essentially a print-and-post system. The transformation began gradually in the 1990s and accelerated sharply in the 2000s as digital infrastructure spread across the country.
IGNOU launched India’s first virtual campus in 1999, beginning with Computer and Information Sciences courses delivered via the internet. Audio-video course broadcasts on radio and television had already started in 1990. The launch of EDUSAT – a satellite dedicated exclusively to education – in 2004 marked a significant leap, enabling two-way interactive video conferencing between IGNOU’s regional centers and learner support facilities across the country.
On the national platform side, the National Programme on Technology Enhanced Learning (NPTEL) was launched in 2003 as a joint initiative of seven IITs and the Indian Institute of Science, funded by the Ministry of Education. Its goal was to create high-quality web and video courses in engineering, sciences, and management and make them freely available. NPTEL operates the world’s largest online repository of courses in engineering and basic sciences, with its YouTube channel alone accumulating over 819 million views. Courses are available in multiple regional languages including Bengali, Tamil, Telugu, Hindi, and Gujarati, among others – a deliberate effort to reduce language as a barrier.
The next major platform was SWAYAM (Study Webs of Active Learning for Young Aspiring Minds), launched in 2017. The University Grants Commission (UGC) has directed Higher Educational Institutions to deliver up to 20% of their program curriculum through credit-based MOOCs available on the SWAYAM portal, embedding it directly into mainstream higher education. SWAYAM covers programs from secondary school through postgraduate level across all disciplines, with credit transfer provisions that allow learners at conventional universities to earn recognized academic credit from online courses.
Together, SWAYAM, NPTEL, MOOCs, and Open Educational Resources support technology-enabled, multidisciplinary, and inclusive learning pathways that strongly align with the objectives of the National Education Policy (NEP) 2020. NEP 2020 itself explicitly recommends expanding ODL and online education as central strategies for widening access, with a stated target of raising India’s Gross Enrollment Ratio (GER) in higher education to 50% by 2035.
Role of distance education in expanding access to higher education
The most important contribution of ODL in India has been access – reaching learners who would have remained outside the formal higher education system entirely. Distance education has proven it can reach students in remote areas, working professionals seeking to upgrade their skills, and anyone unable to attend traditional institutions. IGNOU’s fee structure, kept intentionally low, has also meant that the economic barrier – often the most decisive one – is substantially reduced compared to conventional universities.
The NEP 2020 explicitly recognizes ODL as a means to achieve universal access, envisioning all higher education institutions becoming multidisciplinary by 2040, with online education playing a key role in reaching underserved populations. For women, persons with disabilities, scheduled castes and tribes, and rural learners, ODL has historically provided pathways that the conventional system failed to offer. IGNOU, for example, extends free education to jail inmates across the country and has made deliberate efforts to reach SC/ST students and personnel in the armed and security forces.
The enrollment numbers across the ODL sector reflect this reach. During the Eleventh Five-Year Plan period, enrollment in open and distance learning programs grew rapidly – from 27.41 lakh students in 2006-07 to 42.01 lakh students in 2011-12. This growth occurred during a period when conventional university capacity was under severe strain, underscoring how ODL acted as a pressure valve for an overwhelmed higher education system.
Challenges in distance learning
Despite its scale and ambition, distance education in India continues to face serious structural and operational challenges. Understanding them is essential to any honest assessment of where ODL stands today.
The digital divide
Technology has made ODL richer and more interactive – but it has also created a new layer of inequality. The digital divide remains significant: rural connectivity, access to devices, and digital literacy all require substantial improvement. Research on IGNOU learners themselves confirms this. Studies show that while most learners have basic access to digital devices and internet connections, there is a meaningful gap between those with bare-minimum connectivity and those with multiple devices and reliable broadband. Skills beyond basic device operation – such as critical evaluation of digital information or content creation – remain limited among many ODL learners.
The rural-urban gap in digital access is stark at a national level. Evidence from Tamil Nadu found that only 9% of rural students had access to a computer with internet, compared to 20% in urban areas – and this is in one of India’s more developed states. For students in less connected regions, online-only learning models risk deepening rather than reducing educational inequality.
Learner support and engagement
One of the structural weaknesses of ODL – from its correspondence course origins to today – is the challenge of keeping learners engaged over time. Without the social structure of a classroom, peer cohorts, and face-to-face instructor contact, motivation and persistence require conscious institutional support. Open universities have worked to address this through tutorial centers, contact programs, and counseling services, but the quality and availability of these supports varies considerably across geographies and institutions.
Quality assurance across distance learning programs must be strengthened, and employer recognition of distance education credentials needs to continue growing – both of which hinge on ODL institutions demonstrating consistent academic standards and credible assessment practices.
Faculty training and instructional design
Teaching in an ODL environment requires a fundamentally different skill set than face-to-face instruction. Designing effective self-learning materials, developing multimedia content, facilitating asynchronous discussion, and providing timely written feedback all demand specific competencies that many faculty members in both open and conventional universities have not been trained for. Research across open universities in India, Bangladesh, Malaysia, and Pakistan has found that teacher readiness for digital ODL delivery is inconsistent – a systemic issue that affects learning quality across the sector.
Regulatory and quality frameworks
The regulatory environment for ODL has evolved considerably. The Distance Education Council (DEC), established in 1991, was dissolved in 2013 and its functions transferred to the Distance Education Bureau (DEB) under the UGC, which now sets guidelines and standards for all ODL programs in higher education. NEP 2020 further highlights technology as a key driver, recommending the expansion of ODL programs by universities that receive prior accreditation – a quality gate intended to prevent the proliferation of low-standard distance programs that had previously attracted criticism. Government initiatives like the National Digital Education Architecture (NDEAR) and increased investment in educational technology infrastructure are positive steps toward building the enabling environment that ODL needs to truly deliver on its potential.
