What does it truly mean to educate a nation? For decades, governments, economists, and policymakers have debated whether higher education is an end in itself or a strategic tool for economic growth. In India’s case, this question has never been purely academic. Since independence, the country has expanded its higher education system dramatically – building institutions, training scientists, and producing millions of graduates. Yet today, a paradox sits at the heart of that ambition: India is simultaneously over-educated and under-skilled, with too many degrees and not enough jobs that match them. Understanding how we got here requires tracing the relationship between higher education and human resource development from its intellectual roots to its present-day crisis.

Education as human capital: the economic argument
The idea that education is an investment – not just in individuals, but in economies – gained serious academic traction in the mid-20th century. Economists like Theodore Schultz and Gary Becker formalized what is now known as human capital theory: the notion that knowledge, skills, and capabilities acquired through education are forms of capital, just like machinery or infrastructure. When a person becomes more educated, they become more productive. When enough people in a society become more educated, the economy grows.
This logic reshaped how developing nations thought about public spending on education. Rather than viewing schools and universities as cultural institutions, governments began treating them as economic inputs. Human resource development (HRD) – the systematic improvement of people’s knowledge, skills, and capabilities – came to be seen as the foundation of sustainable growth. As Nobel laureate Amartya Sen argued, people are not just instruments of development; they are its real wealth and its ultimate purpose.
The theory is not without critics, however. One school of thought argues that education, on its own, cannot guarantee economic development unless it is matched by the right kind of jobs, industrial policy, and institutional support. A country can produce engineers and doctors in abundance, but if the economy cannot absorb them, the return on that investment collapses. This debate – between education as the driver of development and education as one component of a larger economic system – has been particularly visible in India’s post-independence history.
India’s scientific manpower: building a nation through institutions
When India became independent in 1947, the educational landscape was stark. The country had just 20 universities and 496 colleges, with roughly 241,000 students enrolled across all of higher education. For a newly independent nation with a vast population and sweeping development ambitions, this was clearly inadequate. The challenge was not just literacy – it was the deliberate creation of a technically skilled workforce capable of building a modern industrial state.
The vision was largely Nehru’s. He believed that science and technology had a central role to play in modernizing India and meeting the needs of its growing population. The IITs were formed by the government specifically to create a workforce equipped to support India’s economic and social development. The first Indian Institute of Technology was inaugurated at Kharagpur in 1951, housed symbolically in the former Hijli Detention Camp where freedom fighters had once been imprisoned. Within a decade, four more IITs followed – in Bombay (1958), Madras (1959), Kanpur (1959), and Delhi (1961), each supported by international partnerships with the Soviet Union, Germany, the United States, and the United Kingdom respectively.
The institutional push was not limited to engineering. The government produced the Scientific Policy Resolution of 1958, which emphasized the cultivation of pure, applied, and educational science and scientific research. Research bodies like the Council of Scientific and Industrial Research (CSIR) and the Defence Research and Development Organisation (DRDO) were established to generate home-grown scientific capacity. The University Grants Commission (UGC) was set up to coordinate and fund higher education nationally. By the 1960s and 1970s, state-funded universities and colleges multiplied rapidly across the country.
The scale of expansion since then has been remarkable. As of 2025, India has over 1,000 universities and more than 53,000 colleges – a transformation from the skeletal infrastructure of 1947. The higher education sector alone was valued at approximately US$ 68 billion in 2024 and is projected to nearly double by 2033, according to the India Brand Equity Foundation. On paper, India has built one of the largest higher education systems in the world.
The mismatch problem: when degrees don’t translate into jobs
The expansion of higher education was meant to fuel India’s development. Instead, it has produced one of the most troubling paradoxes in the country’s economic story: the more educated a young Indian is, the more likely they are to be unemployed.
According to the ILO’s India Employment Report 2024, the unemployment rate for graduates stands at 29.1% – almost nine times higher than the 3.4% rate for those who cannot read or write. The report notes that youth account for nearly 83% of India’s total unemployed workforce. More strikingly, the proportion of unemployed youth with secondary or higher education has nearly doubled, rising from 35.2% in 2000 to 65.7% in 2022. This is not a marginal trend – it is a structural pattern.
The scale of the skills-jobs gap
The problem runs deeper than a lack of jobs. It is fundamentally a mismatch between what India’s education system produces and what its economy needs. India’s Economic Survey 2024-25 revealed that only 8.25% of graduates are employed in roles aligned with their qualifications, while nearly 50% are working in elementary or semi-skilled jobs that do not require their level of education.
The implications are visible at both ends of the labor market. On one side, over 46,000 graduates and postgraduates applied for sanitation jobs in Haryana in 2024, and 12,000 professionals competed for just 18 peon posts in Rajasthan – dramatic illustrations of the crisis of overqualification. On the other side, industries consistently report an inability to find candidates with relevant, job-ready skills. A report by the Institute for Competitiveness found that about 88% of India’s workforce is engaged in low-competency occupations that do not align with their skills, while only around 12% hold high-competency, relevant roles.
Why the gap persists
Several structural factors explain why higher education has failed to close India’s skills gap. First, there is the issue of curriculum design. Most university programs remain largely theoretical, with limited industry linkages or practical exposure. Engineering colleges produce graduates who have studied coding but lack hands-on project experience. Commerce and arts graduates enter a labor market that increasingly demands technical or digital competencies that their degrees did not provide.
Second, the sheer volume of institutions has not been matched by quality control. Privatization has increased the number of degree holders on one hand and unemployed graduates on the other, with many private colleges operating with under-qualified faculty, outdated infrastructure, and weak placement support. The result is a system where credentials are plentiful but competence is uneven.
Third, India’s job creation has not kept pace with its graduate output. The ILO has noted that the Indian economy has not been able to create enough remunerative jobs in the non-farm sectors for new educated labor force entrants. Services contribute more than half of GDP but employ less than a third of the workforce. Manufacturing – historically the sector that absorbs large volumes of mid-skilled labor – has seen sluggish employment growth despite rising output. This “jobless growth” dynamic means that even when the economy expands, it does not automatically generate the kinds of jobs that educated graduates are seeking.
Gender compounds the challenge further. Women accounted for 76.7% of educated unemployed youth in India, compared to 62.2% for men, reflecting both structural barriers to women’s workforce participation and the absence of safe, flexible, and well-paying employment in sectors where women are concentrated.
Rethinking the education-economy link
India is not without policy responses. The National Education Policy 2020 sets an ambitious target of raising the Gross Enrolment Ratio in higher education to 50% by 2035, while also emphasizing vocational training, flexibility in course structures, and stronger industry-academia collaboration. The Skill India Mission, launched in 2015, has trained millions – though only around 15% of youth trained under the PM Kaushal Vikas Yojana have secured employment, pointing to persistent gaps between training and placement.
The core challenge is systemic. Vocational education and training remain in their initial stages in India, while professional ethics and market demand-oriented curricula for higher education are still largely absent. Universities continue to operate at a distance from industry, producing graduates whose skills are assessed by examination boards rather than by the actual demands of employers.
Globally, countries that have successfully connected higher education to economic development – South Korea, Singapore, Germany – did so not merely by expanding enrollment, but by deliberately aligning their educational systems with industrial strategy. They invested simultaneously in the quality of institutions, the relevance of curricula, and the creation of labor-intensive industries capable of absorbing skilled graduates at scale. India’s expansion has been impressive in volume, but the alignment piece remains incomplete.
The data makes one thing clear: access to higher education is necessary but not sufficient for human resource development. A degree that does not translate into productive employment is not fulfilling the promise of human capital theory – it is simply deferring unemployment by four years. For higher education to genuinely serve development, it must be connected to a broader ecosystem of industry, innovation, and employment that can absorb and reward what graduates bring to the table.
