Can education truly be “global” without losing what makes it meaningful at the local level? As higher education systems expand across borders – driven in part by trade frameworks like the WTO’s General Agreement on Trade in Services (GATS) – this question has become more urgent than ever. The idea of providing education globally sounds progressive and inclusive. But the reality is layered with tensions: between standardized knowledge and local context, between international research agendas and classroom-level needs, and between the institutions that generate knowledge and those that teach it. Understanding these tensions is essential for anyone who cares about what education is actually for.

Teaching as a contextualized practice

At its core, teaching is not a neutral act. It is shaped by who is in the room, where they come from, and what they bring with them. A teacher who ignores the background of the learner is not just missing an opportunity – they are actively making learning harder.

Scholar Geneva Gay captured this well in her foundational work on culturally responsive teaching. As the National Louis University’s Center for Teaching and Learning Excellence summarizes her argument: “Teaching is a contextual and situational process. As such, it is most effective when ecological factors, such as prior experiences, community settings, cultural backgrounds, and ethnic identities of teachers and students, are included in its implementation.” When these factors are ignored – when a curriculum built for one population is applied wholesale to another – learners in the second context are effectively being taught through a foreign lens.

This is not an abstract concern. Education Week notes that for decades, researchers have documented how teachers in public schools have undervalued the potential for academic success among students of color, partly because cultural differences were treated as barriers rather than assets. The response – what researchers call culturally responsive pedagogy – shifts the focus to teaching through students’ personal and cultural strengths rather than despite them.

The implication for global education is direct: you cannot simply export a curriculum from one country and expect it to function optimally in another. A teaching method refined in a well-resourced Western university setting may completely fail to engage students in a rural classroom in South Asia or Sub-Saharan Africa, not because those students lack ability, but because the method was never designed with their context in mind. Northeastern University puts it plainly – instruction must build on individual and cultural experiences and prior knowledge; it needs to reflect the social context learners actually live in. Effective global education, then, must begin with this acknowledgment: context is not optional – it is foundational.

Balancing globalization and local relevance

Globalization in education brings real benefits. Cross-border access to knowledge, shared research, international faculty mobility, and online learning platforms have opened doors that were previously closed for many students worldwide. But these benefits come with a risk that is not always openly discussed: the gradual displacement of local educational priorities by globally standardized ones.

Since GATS was created in 1995, as researchers at ResearchGate document, there has been sustained international pressure toward the liberalization of education worldwide, introducing new commercial-driven rationales into the internationalization of higher education. The system pushes for progressive liberalization – but as research shows, globalization is not a simple top-down process. Global and local forces interact in complex, sometimes contradictory ways.

One consequence of this liberalization is the proliferation of international curricula and standardized teaching frameworks that are designed to be universally applicable. The problem is that universal applicability and local relevance are often in tension. A global health curriculum might teach about common diseases across populations, but if it doesn’t address region-specific conditions – malaria in parts of Africa, tuberculosis in South Asia, dengue in Southeast Asia – it is incomplete for students in those regions. The knowledge may be technically correct, but it is contextually inadequate.

This tension between the global and the local is what researchers describe as the “glonacal” challenge – the need for higher education to simultaneously serve global, national, and local development goals. As a Springer Nature study on higher education in Georgia and Kazakhstan illustrates, even in countries undergoing major educational reform, academics recognize that limited institutional autonomy can impede the full realization of higher education’s developmental potential. Local realities must have room to shape educational design – not merely be accommodated as footnotes to global frameworks.

Critically, research on WTO education negotiations shows that local stakeholders – teachers’ unions, university associations, development NGOs – have in many countries actively resisted education liberalization precisely because they understand what is at stake when local context is overridden. Despite having no formal decision-making power in international trade negotiations, these groups have in some cases successfully shaped outcomes. Their resistance is not anti-progress; it is a defense of educational relevance.

The role of research in education

Research is the lifeblood of higher education. It is what keeps teaching dynamic, evidence-informed, and responsive to new understanding. The relationship between teaching and research is not incidental – it is structural. Institutions that combine both tend to produce deeper learning environments, and academics who actively research their fields bring that intellectual vitality directly into their classrooms.

As a Springer study on higher education in Malaysia notes, higher education institutions are seen as pivotal for fostering national economic growth in a globalized knowledge economy, and conducting research is a central part of that role. Research productivity also matters for institutional prestige and global rankings, which in turn attract resources. This creates a virtuous cycle – but only when the research agenda remains genuinely connected to teaching and to the needs of the communities being served.

The problem under a purely global education model is that this connection can break down. Research funded by international organizations or global corporations tends to follow global priorities – climate change, digital transformation, economic competitiveness – rather than the specific challenges facing local communities. As documented in a 2019 study on globalization and knowledge production, corporations increasingly approach universities as sources of “raw material knowledge” – knowledge whose value is measured by its economic productivity and commercial application. Crucial questions of civil society are, as the researchers put it, left in the background.

This shift has a concrete effect on teaching. When global research trends dominate, educators in local institutions may find themselves teaching frameworks that were tested and validated elsewhere, without the research capacity to examine whether those frameworks work in their specific contexts. A teacher in a rural Indian school cannot easily draw on active learning research conducted in a US university when their classroom has forty students, scarce materials, and multiple language barriers to navigate. The research exists; the local relevance does not.

When research becomes disconnected from local classrooms

There is a further complication. As described by researchers writing in ScienceDirect, higher education and knowledge are simultaneously global, national, and local in character. Yet the weight of global rankings, citation metrics, and funding incentives increasingly pulls research toward topics with international visibility, rather than local applicability. This means a faculty member at a university in a developing country may be incentivized to publish in internationally indexed journals on globally trending topics – while the pressing educational and social challenges of the students in front of them remain under-studied and under-resourced.

The result is a kind of research-teaching misalignment: the institutional drive to produce globally recognized research pulls academic effort away from the kind of locally grounded inquiry that would most improve teaching in that specific context. Globalization, in this sense, can inadvertently weaken the very research-teaching nexus that gives universities their educational purpose.

Separation of knowledge generation and teaching

One of the more significant structural risks of a commercialized global education model is the formal or informal separation of knowledge production from teaching institutions. This is not a new phenomenon – specialized research institutes have long existed alongside universities – but globalization intensifies the risk by creating economic incentives for this separation.

As scholars have noted in the study of globalization as a cultural security concern in higher education, the neoliberal pressures accompanying educational globalization have introduced market-oriented logics that affect the delineation of disciplines, the character of knowledge, and the fundamental purpose of the university itself. When knowledge is treated as a commodity – something to be produced efficiently and sold globally – it gets separated from the human, pedagogical project of actually teaching it to students within a meaningful context.

This separation takes several forms in practice. A global education provider might license curriculum content developed by researchers at elite institutions in the Global North and deliver it through online platforms to students across the world. The students receive the knowledge product, but they are disconnected from the research culture that produced it. They cannot question it in dialogue with the researchers, cannot see it being tested and revised, and cannot contribute local insight to its development. Knowledge becomes one-directional: flowing from the producer to the consumer, rather than being co-created in a teaching-learning environment.

Research published in Taylor & Francis highlights that higher education has always had a dual character – embedded locally, while also looking beyond the local – and that perhaps only a fifth of students worldwide are enrolled in institutions genuinely grounded in an active teaching-research nexus. For the majority, teaching and knowledge production are already partially separated. A globally commercialized model risks widening this gap further, creating a two-tier system: research-producing institutions at the top of the global hierarchy, and teaching-delivery institutions serving mass markets below.

What is lost when teaching and research are separated?

When teaching is detached from knowledge generation, several things suffer. First, critical inquiry weakens. Students in research-connected environments learn not just what is known, but how knowledge is produced, disputed, and refined. That is a fundamentally different educational experience from receiving a pre-packaged curriculum. Second, local knowledge gets devalued. When all knowledge flows from global producers, there is no institutional space to recognize, study, or build upon local traditions, practices, and ways of knowing. Third, teacher agency diminishes. A teacher who is also a researcher – or at least connected to a research community – brings active intellectual engagement to the classroom. A teacher who is merely a delivery agent for standardized content is a fundamentally different kind of educator.

The globalization of education, managed well, has genuine potential to expand access and raise quality. But managed poorly – driven primarily by trade liberalization and commercial logic – it risks reducing education to a transaction: a service delivered across borders, disconnected from the contexts, communities, and questions that give learning its purpose. The challenge for institutions, policymakers, and educators is to insist on the connection between research and teaching, between global knowledge and local relevance, and between the learner’s background and the content they are expected to engage with.
