When India became independent in 1947, the country’s higher education landscape was starkly limited – just 20 universities and 496 colleges served a little over 2.4 lakh students. The literacy rate hovered at around 14%, and access to education beyond the secondary level was largely a privilege of the few. Over the next seven decades, a series of concerted policy efforts – channelled primarily through successive Five-Year Plans – would transform this picture beyond recognition. Today, India runs one of the largest higher education systems in the world. Understanding how that transformation happened, and where the gaps still persist, is essential for anyone invested in the future of learning in India.

The scale of expansion: institutions, students, and teachers
The numbers alone tell a compelling story. In 1950-51, India had just 30 universities and 578 colleges. By 2021-22, that had grown to 1,168 universities, 45,473 colleges, and 12,002 standalone institutions – a scale of growth few countries have matched in such a compressed timeframe. The college count alone has more than quadrupled in just two decades.
Student enrolment followed a similar trajectory. India’s Gross Enrolment Ratio (GER) in higher education grew 71 times between 1950-51 and 2021-22, rising from 0.4 to 28.4. In absolute numbers, total enrolment in higher education reached nearly 4.33 crore in 2021-22, up from 3.42 crore in 2014-15 – an increase of over 91 lakh students in just seven years.
The faculty strength has expanded in tandem, though not always at the same pace. The number of teachers in higher education went from around 24,000 in 1950-51 to significantly larger numbers through successive plan periods, with enrolment and teacher growth running at compound annual rates of around 5% per annum from 2000 onwards. As of 2021-22, the total number of teachers across higher educational institutions stood at nearly 15.97 lakh, with 56.6% being male and 43.4% female.
The expansion of school-level infrastructure has been equally notable. From around 210,000 primary schools in 1950-51, the number had nearly tripled to 627,000 by the end of the 1990s, laying the pipeline for larger higher education intakes in the decades that followed.
Financial investment across Five-Year Plans
The expansion of higher education did not happen by accident. It required sustained and growing financial commitment from both central and state governments across successive Five-Year Plans. From the First Plan (1951-56), which set the foundation for public investment in universities and the establishment of the University Grants Commission (UGC) under the UGC Act of 1956, to the more recent plan periods, successive Five-Year Plans drove the quantitative growth of technical education through the establishment of engineering colleges, polytechnics, and Industrial Training Institutes.
In more recent decades, financial allocations have grown substantially in nominal terms. Comparing FY 2025-26 allocations to FY 2018-19, the total education budget has grown by over 51%, from ₹85,010 crore to ₹1.28 trillion. The national education budget for 2024-25 reached approximately £12 billion, with higher education accounting for around 39% of the total national education outlay.
However, the picture is not without concern. India’s overall education spending remains at roughly 4.6% of GDP – well below the 6% target recommended by the National Education Policy 2020. By comparison, the United States allocates 6% of GDP to education, China allocates 6.13%, and Japan invests 7.43%. That said, India did dedicate 1.57% of GDP to tertiary education specifically in 2021, reportedly surpassing several European nations on this narrower metric. The gap between spending ambition and ground-level implementation – particularly at the state level – remains a persistent structural challenge.
UGC, AICTE, and the regulatory framework
Two institutions have been central to channelling public investment into higher education. The University Grants Commission, established under an Act of Parliament in 1956, coordinates and determines standards across universities. The All India Council for Technical Education (AICTE), set up in 1945 as an advisory body and given statutory status in 1987, oversees the technical education segment. Together, they have shaped how resources flow into institutions across the country – though critics have noted that regulatory oversight has not always translated into quality assurance.
Growth in technical and professional education
One of the most deliberate aspects of post-independence educational planning was the development of technical and professional education. The rationale was straightforward: a newly independent, industrialising nation needed engineers, doctors, scientists, and agricultural specialists. The plan-period investments reflected this priority clearly.
The flagship of this effort was the Indian Institutes of Technology. Institutes of professional education like the IITs, Birla Institute of Technology and Science (BITS), Regional Engineering Colleges (RECs), and Indian Institutes of Management (IIMs) were among the more prominent early exceptions to the liberal arts-dominated higher education landscape. The first IITs were established in the 1950s, but no new IIT was established between the late 1960s and 1995 – a gap that reflected a significant lapse in sustained investment in elite technical institutions.
The growth accelerated again in the 2000s. Under the 11th Five-Year Plan, eight new IITs were established between 2008 and 2009 in states including Gujarat, Rajasthan, Telangana, Madhya Pradesh, Bihar, Odisha, Punjab, and Himachal Pradesh. Today, there are 23 IITs across the country, and the total number of students enrolled in IITs has doubled in the past decade, from 65,000 to 1.35 lakh.
Medical and agricultural education have seen comparable gains. Engineering colleges have grown from a handful at independence to over 4,000 today, and medical colleges have increased from 30 to over 600. Medical colleges alone saw a rise of more than 65% after 2014, reflecting a sharp push to address the country’s doctor-to-population deficit. On the engineering side, India now has 8,439 AICTE-approved institutes, including 3,100 undergraduate, 4,428 postgraduate, and 4,039 diploma institutions.
Yet quantity and quality have not always moved together. A large number of private engineering colleges with poor facilities and unqualified faculty emerged after the 1970s, constituting nearly 75% of total engineering student intake – with industry assessments suggesting only around 20% of first-degree holders from these institutions were genuinely employable. This quality gap remains one of the most discussed challenges in Indian technical education policy.
Gender disparities in higher education
Perhaps no dimension of India’s higher education story is as nuanced as gender participation. On the surface, the progress looks impressive. Female enrolment in higher education increased from 1.57 crore in 2014-15 to 2.07 crore in 2021-22 – a rise of 32%. The national Gender Parity Index (GPI), which measures female GER relative to male GER, reached 1.01 in 2021-22 and has remained above 1 continuously since 2017-18 – meaning women’s enrolment rate now slightly exceeds men’s at the national level.
At the doctoral level, the gains are particularly striking. Women’s PhD enrolment more than doubled from 47,717 eight years ago to 98,636 in 2021-22, reflecting a growing appetite among women for advanced academic careers. In the science stream at the undergraduate and postgraduate levels, female students (29.8 lakh) actually outnumber male students (27.4 lakh) – a statistic that would have seemed improbable just a generation ago.
Faculty-wise enrolment: where the gaps persist
The headline GPI figure, however, can obscure significant stream-wise and state-level disparities. Female enrolment lags behind male enrolment in commerce, engineering, IT and computer science, management, and law. In engineering specifically, female enrolment is just 40% of male enrolment – a gap that has remained stubbornly persistent despite policy attention.
Research on STEM gender parity confirms the same pattern. In engineering and technology at the undergraduate level, the GPI has remained consistently low – around 0.4 to 0.41 – throughout the period from 2011 to 2022, indicating persistent underrepresentation of women. In medical sciences, however, the picture is reversed: female enrolment is higher than male in most fields of medicine, with nursing being a field where this difference is particularly stark.
State-level variation adds another layer of complexity. States like Kerala (GPI: 1.44), Himachal Pradesh (1.33), and Meghalaya (1.24) have consistently maintained a GPI above 1, while states like Odisha (0.88), Gujarat and Maharashtra (0.90), and Bihar (0.92) continue to show gender disparities in favour of male enrolment. These regional differences often reflect a combination of economic development levels, cultural norms around women’s education, and the availability of women’s colleges and hostels in rural areas.
On the teaching side, female teachers constitute 43.4% of the total higher education faculty – a meaningful representation, but still below parity. Greater female faculty presence matters not just for equity reasons but also because research consistently links female role models in academic settings to higher female student retention and aspiration.
Challenges that accompany the growth
India’s higher education expansion has been remarkable in scale, but several structural challenges continue to temper the achievement. The increase in the number of institutions has been disproportionate to the quality of education being delivered. Unplanned over-expansion is frequently cited as one of the biggest concerns in Indian higher education, with many institutions suffering from subpar quality and insufficient funding.
Access remains unequally distributed. India’s enrolment in tertiary education remains below the world average. While China has seen over 70% of young adults entering higher education, the comparable figure for India stands at around 30%. The population enrolled in higher education consists largely of urban metropolitan dwellers, indicating that rural and semi-urban access remains a significant unresolved issue despite the expansion of state public universities into non-metro areas.
The quality of faculty is another critical concern. According to UNESCO’s State of the Education Report for India 2021, the pupil-teacher ratio at the senior secondary level was 47:1 – much higher than the overall school system average of 26:1. In higher education, faculty vacancies at public universities and the relative shortage of PhD-qualified teachers for the expanding number of institutions continue to press on educational quality.
Yet the direction of travel is clear. The number of colleges in India has risen from 42,343 in FY20 to 52,321 in FY26, and universities have grown from 760 in FY15 to 1,355 in FY26. With the National Education Policy 2020 targeting a doubling of enrolment by 2035, the coming decade will test whether India can make its higher education system not just large, but genuinely inclusive and high-quality.
