India operates one of the largest higher education systems in the world – over 56,000 institutions catering to 40 million students, supported by 15 lakh teachers. And yet, for all its scale, the system is under serious strain. Pass rates are climbing even as attendance drops, faculty positions sit vacant, and research output lags far behind global benchmarks. The numbers tell a story of a system that has expanded rapidly in quantity while struggling to keep pace in quality. Understanding what went wrong – and what needs to change – is essential for anyone invested in the future of Indian education.

Declining standards in higher education

The deterioration of academic standards in Indian higher education did not happen overnight. It accumulated over decades, shaped by poor institutional priorities, inadequate faculty development, and a culture that prizes credentials over genuine learning.

The faculty crisis

The most visible sign of decline is the shortage of qualified teachers. Even premier institutions like IITs and IIMs report faculty vacancies of 40% and 31% respectively, and universities increasingly rely on part-time or contract staff to fill the gap. Nationally, the teacher-student ratio in higher education stands at 1:26, far below the globally recommended 1:10. Bureaucratic hiring delays, low remuneration, and the appeal of better-paying private sector roles have together made academia a less attractive career for talented graduates.

Faculty training compounds the problem. Many teachers enter classrooms without meaningful preparation in pedagogy or updated subject knowledge. Inadequate infrastructure, largely vacant faculty positions, obsolete teaching methods, and declining research standards have created a cycle that is difficult to break – poor teaching produces poorly prepared graduates, some of whom eventually re-enter the system as underprepared teachers.

Outdated curricula and grade inflation

Much of what is taught in Indian universities has not kept pace with either disciplinary advances or employment market needs. A study by the National Employability Report highlighted how the industry perceives the curriculum in many Indian universities as outdated, disconnected from practical application, and insufficiently focused on critical thinking or soft skills. The result: India’s employability rate stood at just 54.81% in 2024, a sobering statistic for a country producing millions of graduates annually.

Meanwhile, grade inflation has become a quiet epidemic. Pass rates are rising even though attendance is falling, suggesting that inflated grades are masking genuine declines in student performance rather than reflecting real learning gains.

Accreditation gaps and unplanned expansion

India’s rapid expansion of institutions has been chaotic rather than strategic. Of 1,113 universities and 43,796 colleges, only 37.6% of universities and 20.7% of colleges are accredited by NAAC, meaning the overwhelming majority operate below established quality benchmarks. The drive to make higher education socially inclusive led to a dramatic increase in institutions without a proportionate increase in material and intellectual resources, ultimately jeopardizing academic standards rather than elevating them.

Financial and institutional challenges

Structural and governance problems run deeper than faculty shortages or curriculum gaps. Reduced public funding and restricted institutional autonomy have created an environment where quality is difficult to sustain and innovation is rarely encouraged.

Shrinking public investment

Despite growing enrolment numbers, government funding for higher education has not kept up. The Interim Budget 2024-25 reduced the overall education allocation by 7%, with the University Grants Commission’s funding slashed by 61%. As a share of GDP, public investment in education has been declining – a troubling trend for a system that still depends heavily on state support. This chronic underfunding has direct consequences: crumbling infrastructure, insufficient library resources, inadequate laboratory facilities, and an inability to attract or retain quality faculty.

Research investment reflects the same neglect. India’s R&D spending as a percentage of GDP stands at just 0.64%, far below China (2.4%), Germany (3.1%), South Korea (4.8%), and the United States (3.5%). With such limited resources, meaningful innovation in most institutions remains aspirational rather than actual.

Politicization and erosion of academic freedom

Perhaps the most corrosive institutional challenge is political interference. Governments appoint ideological allies as vice-chancellors, influence faculty appointments, and monitor curricula to align with political programs rather than academic merit. The result is a system that, in many institutions, has lost its sense of mission. Despite NEP 2020 calling for greater institutional autonomy, many institutions remain heavily influenced by political appointments and administrative red tape.

This has a chilling effect on intellectual inquiry. When administrators are appointed for loyalty rather than competence, and when curriculum choices are shaped by political considerations, the university’s core function – generating and transmitting knowledge freely – is compromised. Only a handful of institutions, such as the IITs and IIMs, have managed to preserve meaningful autonomy in this environment.

Brain drain and the talent gap

As of 2023, over 30% of teaching positions were vacant in 45 Central Universities across India, largely because talented academics migrate abroad or move to the private sector for better pay and working conditions. This brain drain is not simply a human resources problem – it represents the steady departure of the very people best positioned to improve institutional quality from within.

The urgent need for reform

Diagnosing the problem is one thing; building the political will and institutional capacity to fix it is another. Several reform priorities stand out as particularly critical.

Democratizing the curriculum

Indian higher education urgently needs a curriculum that is broader, more flexible, and more responsive to both students’ diverse needs and society’s evolving demands. NEP 2020 envisions a shift toward flexible, multidisciplinary, and globally aligned institutions through a four-year undergraduate programme with multiple exit options and credit portability via the Academic Bank of Credit (ABC). The goal is to move away from rigid, content-heavy syllabi toward curricula that develop critical thinking, interdisciplinary reasoning, and real-world application.

Democratization also means ensuring that curricular choices are not dictated from above. A democratic approach should be followed during implementation – one that draws on educators, students, and civil society rather than concentrating decision-making in bureaucratic or political hands.

Professional incentives for teachers

Improving teacher quality requires more than training programs – it requires making the profession genuinely attractive. Providing incentives such as competitive salaries, professional development opportunities, and recognition for excellence can attract and retain talented educators. The NEP 2020 explicitly calls for teachers to be re-established as the most respected and essential members of society, backed by livelihood, dignity, and genuine professional autonomy.

Faculty incentive systems are to be based on research and academic productivity, with promotion tied to research impact – a move that could help shift institutional culture away from credential-granting toward genuine knowledge-building, if implemented consistently.

Scaling research funding and output

India’s research ecosystem has shown some encouraging growth – the country’s contribution to global research publications rose from 3.5% in 2017 to 5.2% in 2024 – but the quality and societal relevance of much of this output remains limited. Research funding must increase substantially if institutions are to move beyond a publish-for-metrics culture toward innovation that serves national development. Without adequate state investment, most universities will continue treating research as an afterthought.

Globalization’s impact on access and quality

India’s economic liberalization – formally launched in 1991 – reshaped not just markets and industries, but also higher education. The effects have been both expansive and uneven.

Privatization and the access question

Liberalization opened the door to large-scale private participation in higher education. In 1991, the LPG Policy marked the beginning of privatisation of higher education in India, triggering a proliferation of private institutions across the country. While this expanded access numerically, it also introduced a troubling commercialization dynamic. Some private institutions prioritize profits over quality, resulting in poor educational standards and unethical practices, including unregulated fee structures that place quality higher education beyond the reach of students from lower-income families.

Although globalization has improved access to education, it has not reached all segments of Indian society equally. Rural areas and marginalized communities still face significant challenges around infrastructure, resources, and quality education. Globalization, in other words, has widened rather than narrowed some inequalities in the education system.

International exposure and the push for quality

Globalization has also created real pressure on Indian institutions to improve. Global rankings and accreditations have become essential quality indicators, attracting international students and faculty, and institutions that cannot meet those standards are increasingly visible in their inadequacy. Indian students now compete in global labor markets, creating demand for skills and competencies that many universities have been slow to develop.

On the opportunity side, India’s increasing partnerships with leading international universities through faculty exchanges, joint research programs, and student collaborations are fostering an environment of cross-border knowledge sharing. Initiatives like the IIT Madras campus in Zanzibar signal a growing ambition to position Indian institutions as global players, not just domestic ones.

Technology and the digital divide

Globalization brought with it a digital revolution in learning. Platforms like SWAYAM and DIKSHA have expanded access to quality content far beyond physical campuses. But there exists a lack of dedicated government policies for the use of technology in higher education, and limited integration of digital learning in lower-quality institutions. The digital divide between urban and rural India means that technology’s democratizing potential remains only partially realized.

The path forward

India’s higher education system is not failing for lack of talent or ambition – its students and many of its teachers demonstrate both. It is failing because of systemic underinvestment, political interference, and a stubborn reluctance to align institutional priorities with genuine learning outcomes. Serious political commitment must be demonstrated, including adequate budgetary allocation, personnel training, and improved curriculum development and infrastructure. Policy documents like NEP 2020 articulate the right goals; the deficit is in sustained, accountable implementation.

A system as large and diverse as India’s requires reforms that are both structural – funding, governance, accreditation – and cultural, shifting the value placed on teaching as a profession and on learning as a lifelong practice rather than a credential-gathering exercise. Neither challenge is simple, but both are necessary.
