Managing thousands of schools, lakhs of students, and tens of thousands of staff members is not a task anyone can handle with registers and paper files. Yet for decades, that is exactly how educational administration worked in India – slowly, manually, and often inaccurately. The shift to ICT-driven management has changed that picture significantly. Across the country, real-world implementations – from Delhi’s government schools to national open learning institutions – show what is possible when technology is applied thoughtfully to education management. Here are three concrete case studies that illustrate how ICT has been put to work in Indian education.

e-Del: how Delhi’s Directorate of Education built a web-based MIS

The Directorate of Education (DoE), Government of NCT of Delhi, manages one of the largest school systems under a single administration in India. The Director of Education faces the task of overseeing around 1,000 schools with 40,000 staff members catering to approximately 9.5 lakh children. Managing an operation of this scale through manual processes was neither efficient nor sustainable.

To address this, the DoE conceptualized and built a comprehensive web-based Management Information System (MIS) – popularly known as e-Del – designed to digitize virtually every major administrative function of the department. The core idea was simple: use technology to capture workflows, reduce repetitive work, ensure accuracy in data, and make real-time information available to decision-makers at every level.

The system was extended to all schools across two key years, 2002-03 and 2004-05, and has been refined and expanded since. The web-based MIS won the Golden Icon Award at the 8th National e-Governance Conference for exemplary leadership and best ICT achievement of the year in the new entrant category – a recognition that validated the scale and ambition of the initiative.

What the e-Del MIS covers

The system is not limited to a single function. It spans the entire administrative life of the department. Key modules include finance management, payroll, infrastructure, student management, personnel information, transfer and posting, court cases, vigilance, and internal MIS mail. Salary and expenditure bills for around 42,000 employees across 929 schools and 100 branch offices are generated and processed online through the finance module alone. Budget allocation across 150 heads for all government schools is also managed through this system.

Student management and academic reforms

Beyond administration, the e-Del system extended into academic processes. The Online Student Management System handles all work processes related to students – from registration and admission to performance tracking, issuance of school leaving certificates, attendance, and health records.

This has had a measurable impact. The system enables the tracking of each child to check dropout at any stage, and maximizes efforts to ensure retention in the educational system. It also creates a massive and accurate database of around 10.5 lakh children in Delhi government schools, which acts as a decision support system – allowing various queries to be generated for effective and timely decision-making.

Other notable features include online school inspections, where inspection reports are submitted digitally, online student feedback on classroom teaching, and a GIS-based online school information module that provides real-time data about every school, including teacher attendance, course offerings, and exam performance rankings. A “Mail to Minister” link also allows any member of the public to directly reach the Minister of Education, making governance genuinely accessible to ordinary citizens.

The e-Del initiative remains one of the most comprehensive examples of ICT in educational administration in India – not because it adopted new tools, but because it systematically re-engineered the entire management process from the ground up.

Online admissions in distance education: NIOS and IGNOU

Distance education presents a unique management challenge. Institutions must handle enrolments from students spread across remote geographies, multiple language groups, and vastly different academic backgrounds – often without a physical interface between the institution and the learner. ICT has been central to solving this problem, particularly for two of India’s largest open learning institutions: the National Institute of Open Schooling (NIOS) and the Indira Gandhi National Open University (IGNOU).

NIOS: pioneering 100% online admission

The National Institute of Open Schooling (NIOS), established in 1989 under the Ministry of Education, Government of India, operates through a vast network to serve learners who cannot access mainstream schooling. NIOS operates through more than 7,400 study centres across India and abroad, and is recognized as the largest open schooling system in the world, with a cumulative enrolment of over 4.13 million learners in the last five years.

Managing admission for a system of this scale was once a logistical challenge. The solution was a shift to fully digital enrolment. From the year 2010-11, NIOS introduced 100% online admission, doing away with the offline admission quota entirely. Learners who need help with online registration can visit their nearest study centre or facilitation centre for support, but the entire admission process – from registration to fee payment and document submission – is conducted digitally.

This move dramatically improved accessibility. Students can enrol from anywhere, upload scanned documents, pay fees online, and receive confirmation without ever visiting a regional office. The system also supports credit transfer from other boards such as CBSE and ICSE, and offers on-demand examinations held throughout the year – all managed through the digital infrastructure.

IGNOU: scaling online enrolment to millions

Indira Gandhi National Open University (IGNOU), established by an Act of Parliament in 1985, has grown into the world’s largest open university. IGNOU currently serves students through 67 Regional Centres and 2,257 Learner Support Centres, and offers 333 academic programmes across 21 schools of studies. Total registrations reached 753,286 in 2023-24 alone.

ICT sits at the core of how IGNOU handles this volume. The institution operates a dedicated online admission portal where prospective students register, fill application forms, upload documents, and pay fees – all in one place. IGNOU also operates a separate online programme portal for fully online courses, requiring students to have access to a computer or laptop and internet connection. Study materials for online programmes are delivered digitally, with no printed materials dispatched.

IGNOU integrates technology with education through initiatives like MOOCs on SWAYAM, SWAYAM PRABHA channels, and e-Gyankosh, ensuring that even after enrolment, learners continue to access high-quality content digitally. The Learning Management System (LMS) allows students to access study materials, submit assignments, check results, and communicate with faculty – all online. IGNOU launched India’s first virtual campus as far back as 1999, beginning with computer and information sciences courses delivered via the internet.

Together, NIOS and IGNOU demonstrate how ICT-powered admission systems can make education genuinely reachable – across distances, age groups, and economic circumstances – without compromising on process integrity or data accuracy.

ICT in government schools: databases, online inspections, and student tracking

Beyond individual flagship initiatives, ICT has also been integrated into the routine functioning of government schools across India – particularly through national systems designed to collect, manage, and act on school-level data at scale.

UDISE+: a national school data backbone

One of the most significant ICT tools in government school management is the Unified District Information System for Education Plus (UDISE+), maintained by the Department of School Education and Literacy under the Ministry of Education. Launched in 2018-19, UDISE+ collects, manages, and analyses real-time data from schools across India to improve planning, monitoring, and resource allocation.

The platform captures student-level, teacher-wise, infrastructure-related, and scheme-level metrics from over 14.89 lakh schools across all states and union territories, in alignment with goals defined by NEP 2020, SDG 4, and Samagra Shiksha. It monitors key indicators such as school infrastructure, student attendance, and enrolment status, including dropout levels and school facility conditions. District education offices and state MIS units use this data to distribute budgets for mid-day meals, ICT infrastructure, teacher deployment, and classroom upgrades.

Each school in the system is assigned a unique 11-digit UDISE code, enabling precise identification, tracking, and data entry. The system supports policy decisions at both national and state levels, including Performance Grading Index rankings, National Achievement Survey alignment, and teacher allocations.

Database management for student records

At the school level, ICT has transformed how student records are maintained. With ICT tools, student data – including personal information, grades, disciplinary records, and medical histories – can be stored in centralized, secure databases accessible by authorized personnel at any time.

Delhi’s e-Del system, discussed earlier, is a leading example of this. But the principle extends across states, where Student Information Systems (SIS) are increasingly used to digitize what was once managed through physical registers. These systems reduce errors, prevent loss of records, and allow administrators to generate analytical reports – for instance, identifying patterns in dropout rates or mapping academic performance across zones – with a few clicks rather than weeks of manual compilation.

Online school inspections

Traditionally, school inspections required an inspector to physically travel to a school, evaluate facilities, review records, and submit a written report days or weeks later. ICT has made this process faster and more consistent. Institutions can now upload documentation, records, and images of facilities online, enabling inspectors to assess the situation remotely – saving time and resources while providing a more flexible and transparent method of monitoring.

Delhi’s DoE introduced online school inspections as part of its e-Del system, where inspection data is submitted digitally and tracked centrally. This makes patterns visible – for example, consistently underperforming schools or those with recurring infrastructure issues – and allows the administration to respond with targeted interventions rather than waiting for periodic physical visits.

Student tracking systems

Preventing school dropout is one of the most critical challenges in Indian education. ICT-based student tracking systems directly address this. By maintaining continuous digital records of attendance, academic performance, and enrolment status, authorities can identify students who are at risk of dropping out early enough to intervene. In Delhi, the student module was used specifically to track each child, check for dropout at any stage, and maximize retention – including by connecting children to Learning Centres run by NGOs under Sarva Shiksha Abhiyan.

At a national level, the UDISE+ system monitors enrolment status and dropout rates in real time, giving policymakers the data needed to take corrective action across districts and states. This is a significant shift from earlier approaches, where dropout data was collected annually and often too late to be actionable.

What these case studies tell us about ICT and educational management

These three case studies – Delhi’s e-Del MIS, the online admissions systems of NIOS and IGNOU, and the use of ICT tools in government schools – are not isolated experiments. They reflect a broader shift in how educational management is understood. ICT is not simply a tool for convenience; it is a means of building transparency, improving accountability, and extending access to students and communities that were previously underserved by administrative systems built for a different era.

What they also share is a focus on real outcomes: fewer dropouts, faster admissions, more accurate data, and better-informed decisions. The challenge now is to take these models to scale – ensuring that the infrastructure, training, and institutional will exist to make ICT a standard part of educational management across India, not just in its pioneer institutions.
