When India gained independence in 1947, its higher education system was largely a colonial inheritance – structured to produce clerks and administrators, not thinkers and nation-builders. The new government faced an urgent question: how do you redesign education for a free, democratic, and developing country? The answer began with a single commission appointed in 1948, and the decisions made in its wake continue to shape every university, engineering college, and professional institution in India today.

The University Education Commission (1948): laying the foundation

After independence, the first significant step taken by the Government of India in the field of education was the appointment of the University Education Commission in November 1948. Headed by Dr. Sarvepalli Radhakrishnan – a renowned philosopher, educationist, and future President of India – the commission laid the groundwork for India’s modern higher education structure. It is commonly referred to as the Radhakrishnan Commission.

The commission was tasked with examining the state of university education across the country and recommending improvements suited to both present and future national needs. It submitted its report by August 1949, running nearly 700 pages – a testament to the thoroughness of its work.

What the commission set out to do

The commission’s mandate was broad. It articulated three principal aims for university education: conservation of knowledge and culture, the advancement of knowledge through research, and the training of students for various professions and public life. These weren’t abstract goals – they were a direct response to India’s need to build its own academic, scientific, and administrative capacity after decades of colonial rule.

The commission recommended a 12-year pre-university education system, replacing the fragmented structure inherited from British-era schooling. This recommendation became the basis of the now-familiar 10+2+3 model – ten years of school, two years of intermediate or senior secondary, and a three-year degree program – that millions of Indian students follow to this day.

Key recommendations that shaped university growth

The commission pushed for post-graduate education, research, and rural education development, while also calling for strengthening the scientific and technical education base. It envisioned universities not merely as teaching institutions but as centers of intellectual inquiry, where research and learning could go hand in hand.

One particularly forward-looking recommendation concerned the integration of vocational and technical education into the university curriculum. At that time, Indian higher education was dominated by liberal arts and theoretical knowledge. The commission saw this as misaligned with the practical demands of a developing economy and explicitly recommended broadening the scope of what universities should teach and train students for.

On the question of governance, the commission recommended that university education be placed on the Concurrent List of the Indian Constitution, allowing both central and state governments to legislate on higher education and ensure uniform standards and national coordination. It also directly recommended the creation of a central body to oversee and fund universities – which led, eventually, to the establishment of the University Grants Commission.

Government oversight: the UGC and AICTE

As universities multiplied across the country and the complexity of higher education grew, the government recognized that it needed dedicated regulatory bodies – not just policy reports – to manage and monitor the system. Two institutions emerged as the twin pillars of this oversight: the University Grants Commission (UGC) for higher education broadly, and the All India Council for Technical Education (AICTE) for technical and professional education specifically.

The University Grants Commission (UGC)

The University Grants Commission came into existence on 28 December 1953 and became a statutory organization by an Act of Parliament in 1956, charged with coordination, determination, and maintenance of standards of teaching, examination, and research in university education. Its creation was a direct outcome of the Radhakrishnan Commission’s recommendations.

Apart from providing grants to eligible universities and colleges, the UGC also advises the central and state governments on measures necessary for the development of higher education. It functions from New Delhi and has six regional offices across the country.

The UGC’s mandate is uniquely dual in nature. It acts simultaneously as a funding body and as a regulatory authority for university education standards. It recognizes and funds central universities, state universities, deemed universities, and private universities, each subject to distinct criteria and levels of oversight.

Over the decades, the UGC has expanded its scope well beyond grant allocation. It now sets minimum qualifications for teachers, conducts the National Eligibility Test (NET) to determine lectureship eligibility, promotes research, and works to ensure equitable access to higher education. As India moves towards implementing the National Education Policy 2020, the UGC’s role continues to evolve, with proposals to eventually replace it with a broader Higher Education Commission of India (HECI).

The All India Council for Technical Education (AICTE)

While the UGC governs higher education broadly, technical education has its own dedicated regulatory body. The All India Council for Technical Education (AICTE) was set up in 1945 as an advisory body and was later given statutory status by an Act of Parliament in 1987.

As defined in the AICTE Act 1987, technical education covers programmes in engineering and technology, architecture, town planning, management, pharmacy, and applied arts and crafts. In practice, this means AICTE regulates the vast majority of professional and technical courses offered across India – from engineering and MBA programs to pharmacy and hotel management.

AICTE’s regulatory role includes several critical functions. It sets uniform curriculum guidelines to ensure course content is industry-relevant, grants approvals for new institutions and courses, conducts quality assurance through accreditation, and provides financial assistance through grants and scholarships. It also works to identify skill gaps in industries and develop targeted training programs to address them.

Together, the UGC and AICTE form the regulatory backbone of Indian higher and technical education. The main regulators for higher education in India are the UGC and AICTE, alongside 15 professional councils regulating specific disciplines such as medicine, law, and architecture. This multi-layered structure reflects the complexity of overseeing one of the world’s largest higher education systems.

The impact of liberalization: growth, access, and the quality challenge

For four decades after independence, higher education in India was predominantly a government enterprise. Public universities, IITs, IIMs, and government colleges formed the core of the system. This changed dramatically in the 1990s when India opened its economy – and the effects on education were sweeping.

The rise of private institutions

Economic liberalization in 1991 created an enormous surge in demand for skilled professionals. Industries needed engineers, managers, IT specialists, and healthcare workers in numbers that the existing public institutions simply could not supply. Private institutions stepped in to fill this gap. The rapid growth of private institutions introduced new dynamics into the higher education sector, raising questions about the balance between access and quality.

The regulatory framework evolved to accommodate this growth. In the year 2000, the UGC simplified and liberalized its guidelines for granting ‘Deemed-to-be-University’ status to encourage greater private participation in higher education. Between 2000 and 2005, dozens of privately sponsored institutions received this status. Today, the UGC lists over 420 private universities recognized across the country – a figure that would have been unthinkable in the 1980s.

Private universities offering technical courses are required to comply with AICTE’s academic standards. This creates a layered accountability structure where both UGC and AICTE exercise regulatory oversight, sometimes creating jurisdictional complexities.

Challenges in maintaining standards

The expansion of private institutions has significantly widened access to higher education across India – but it has also brought serious challenges around quality and equity that remain unresolved.

Many private universities and colleges prioritize profit over educational quality, leading to concerns about the degradation of academic standards. The UGC is tasked with regulating these institutions, but enforcement remains a challenge, particularly in regions where private colleges are politically influential.

On the technical education side, the increasing number of private institutions has put considerable pressure on AICTE’s regulatory capabilities. As the education landscape becomes more fragmented, ensuring consistent quality across such a large number of institutions becomes increasingly difficult. Key concerns include inconsistent curricula that may not align with industry needs, uneven faculty quality, and the rising cost of education that can price out students from lower-income backgrounds.

Faculty shortages compound the problem. Many institutions struggle to attract qualified and experienced faculty, especially in specialized fields such as engineering, technology, and management. AICTE has launched faculty development programs to address this, but the gap between the best-resourced institutions and poorly managed ones remains wide.

Accreditation bodies like the National Assessment and Accreditation Council (NAAC), established by UGC in 1994, and the National Board of Accreditation (NBA) under AICTE exist precisely to address these quality gaps. Both bodies assess institutions and programs against defined standards. However, participation in accreditation remains voluntary for many institutions, limiting the reach of quality assurance mechanisms.

The road ahead

India’s higher education system has come an extraordinarily long way – from a handful of colonial-era universities to one of the world’s three largest higher education systems. After the USA and USSR, India ranks as the third-largest educational system in the world. Yet size alone does not guarantee quality. The twin goals of expanding access and maintaining standards continue to pull against each other, requiring constant policy attention.

The National Education Policy 2020 signals a new chapter – pushing for multidisciplinary learning, institutional autonomy, and a restructured regulatory architecture. Whether through the proposed Higher Education Commission of India or reformed versions of existing bodies, the core challenge remains the one the Radhakrishnan Commission identified in 1948: building a higher education system that is simultaneously relevant, rigorous, and accessible to all.
