Why do students in Finland learn through play-based methods while those in South Korea face intense exam pressure? Why does a child in rural sub-Saharan Africa struggle to access a school at all, while a peer in Singapore learns in a world-class facility? The answer lies in a set of deep-rooted factors that shape every education system differently. Comparative education – the field that studies educational systems across countries and contexts – identifies several core forces that explain these differences. Understanding them is essential for anyone seeking to improve education, design policy, or simply make sense of the global learning landscape.

What comparative education actually examines

Comparative education is not just about ranking countries by test scores. According to EBSCO’s Research Starters on Comparative Education, it is a multidisciplinary field that investigates educational systems, practices, policies, and outcomes across different countries and contexts, with the ultimate goal of improving educational effectiveness and informing policy decisions. Scholars in this field – known as comparativists – explore how local and global factors shape education, emphasizing the importance of context and the transfer of ideas between systems.

One of the foundational frameworks in this field comes from Nicholas Hans (1949), who identified specific factors influencing educational development: religious and secular forces such as humanism, nationalism, and democratic ideals, and national factors including location, language, ethnicity, culture, economy, and population. These remain highly relevant today. Let’s examine the four most significant clusters of these factors.

Geographical influences on education

A country’s physical geography does more than determine its climate. It shapes where schools are built, how children get to them, what subjects are taught, and how centrally the government can administer education. Research on the geography of education has shown that spatial factors – location, scale, and degree of isolation – significantly influence both the formulation of educational policy and its implementation on the ground.

Climate and terrain

In countries with vast, rugged terrain – think of mountainous regions in Nepal or sparsely populated areas of the Australian outback – the land configuration directly affects school accessibility. In such settings, farms and homes are far from the nearest schools, making daily attendance difficult. Governments in these contexts are often responsible for organizing correspondence education, traveling teachers, and distance-learning support. The architecture of school buildings, the location of villages, and even the closeness of family ties are all shaped by the physical environment.

Climate also affects the academic calendar, school hours, and even curricula. Coastal regions naturally develop curricula that include marine biology and fishing; mountainous regions focus on agriculture and animal husbandry. The geographical community has long recognized this spatial dimension, even if the broader education field has been slower to fully integrate it into comparative analysis.

Rural-urban divides

Geography reinforces the rural-urban gap in educational access. In rural areas across the world, students face limited access to qualified teachers, technology, and learning resources, leading to measurable disparities in outcomes compared to urban peers. This disparity is not just about distance – it is compounded by weaker infrastructure, fewer trained educators, and limited economic opportunities in the surrounding community. The geographical factor, in this sense, does not operate in isolation; it intersects directly with economic conditions.

Economic impact on educational access

If geography sets the physical stage, economic resources determine what is built on it. Across the globe, the level of national wealth is one of the strongest predictors of the quality and reach of a country’s education system. The gap is staggering. According to the UNESCO Global Education Monitoring Report 2024, low-income countries spent only $55 per learner in 2022, compared to $8,543 in high-income countries. As a result, 33% of school-aged children and youth in low-income countries are out of school, compared to just 3% in high-income countries.

The cost of under-investment

The consequences of chronic under-funding extend far beyond enrollment figures. UNESCO estimates that school dropout and education gaps could cost the global economy $10,000 billion per year by 2030 – more than the combined annual GDPs of France and Japan. Conversely, reducing the proportion of early school leavers and those without basic skills by just 10% would increase annual GDP growth by 1 to 2 percentage points. Education, as UNESCO puts it, is one of the best investments any country can make.

The financing gap is especially acute in sub-Saharan Africa. UNESCO data reported by the World Economic Forum shows a financing shortfall of $70 billion per year in the region, where 20% of primary school-age children and nearly 60% of upper secondary youth are not in school. The region also has the highest linguistic diversity in the world, which makes the economic challenge even more complex.

Spending efficiency matters too

Money alone, however, does not guarantee outcomes. The World Bank and UNESCO’s Education Finance Watch 2024 found that while government education spending increased steadily over the past decade, this growth was associated with relatively small improvements in learning outcomes. The challenge is not only to mobilize more resources but to spend them more effectively and equitably. As the report notes, 53% of ten-year-olds in low- and middle-income countries remain unable to read and understand a short, age-appropriate text – despite increased spending. Structural inefficiencies, inequalities in allocation, and poor teacher training all erode the value of investment.

The SDG4 Education 2030 framework highlights that every $1 invested in education in developing countries generates $10-$15 in economic growth, and that each additional year of schooling increases an individual’s annual earnings by approximately 9%. These returns make the case for education financing not just as a social good, but as a strategic economic decision.

Racial and linguistic factors

Education systems do not exist in cultural vacuums. The racial composition, ethnic diversity, and linguistic landscape of a society have a deep and direct impact on how education is structured, delivered, and experienced. Hans’s foundational framework for comparative education specifically emphasized race and language as key forces alongside geographic and economic circumstances – a recognition that identity shapes schooling in ways that policy alone cannot override.

Language of instruction and learning outcomes

Language is one of the most practical and consequential factors in any education system. UNESCO data shows that 40% of the world’s population does not have access to education in a language they speak or understand. The effects are measurable: in upper-middle and high-income countries, children who are taught in their native language are 14% more likely to read with understanding at the end of primary school compared to those taught in an unfamiliar language.

At the lower secondary level, adolescents speaking the language of instruction are over 40% more likely to read with understanding compared to those who do not – with the gap varying widely by country, from 4% in Canada to over 60% in Thailand. Out of the world’s 7,000 languages, only 351 are currently used as a medium of instruction in schools. One language disappears every two weeks, underscoring the urgency of protecting linguistic diversity in educational systems.

Multilingual education as a policy response

UNESCO’s World Inequality Database on Education shows that children taught in a language they speak at home are 30% more likely to read with understanding by the end of primary school than those who are not. In response to this evidence, many countries have adopted multilingual education policies. A 2024 mapping of Africa’s language of instruction policies found that over half of African countries (31 out of 55) have adopted bilingual or multilingual education frameworks. However, 23 of those shift to a second language before grade 5 – often too early for children from minority language backgrounds to have consolidated literacy in their mother tongue.

Cultural identity, too, is inseparable from language policy. When a school system uses a dominant or colonial language to the exclusion of local languages, it can alienate learners from their own cultural heritage and undermine community participation in education. As the United Nations notes, multilingual education based on mother-tongue instruction improves classroom participation, retention rates, and family involvement – benefits that extend well beyond literacy scores.

Philosophical and moral influences on curricula

Beyond the physical and economic constraints, every education system is built on a set of beliefs – about the purpose of knowledge, the role of the individual, the nature of society, and the obligations of the state. These philosophical and moral assumptions shape what gets taught, how it is taught, and who education is ultimately designed to serve.

Major educational philosophies and their curricular implications

Comparative education scholars have long recognized that ideologies such as humanism, socialism, nationalism, and democratic ideals directly influence educational development. The philosophical foundations of curriculum can be broadly divided into traditional and modern schools: idealism, realism, pragmatism, and existentialism, along with their educational derivatives – perennialism, essentialism, progressivism, and reconstructionism.

Idealism – rooted in Plato’s philosophy – holds that ideas and moral development are the true goals of education. Curricula shaped by this view emphasize literature, philosophy, the arts, and ethical reasoning. Realism, by contrast, focuses on natural laws and the observable world, leading to curricula grounded in science, mathematics, and logic. Pragmatism, most famously associated with John Dewey, holds that knowledge is valid when it is useful – giving rise to experiential, student-centered learning that connects classroom content to real-world problem-solving. Existentialism places the individual at the center, encouraging self-determined learning and personal responsibility.

Ideology and the politics of curriculum

These philosophical positions rarely exist in the abstract – they are deployed politically. Research on the politics of comparative education policy shows that policymakers developed schools to support specific projects: nation-building, industrialization, democratization. Beliefs about whether education should develop individuals or build a strong collective society have driven fundamental differences between systems – visible, for instance, in the historically more individualistic British approach versus the more collective Danish model.

Nationalist ideologies embed patriotism and cultural continuity into curricula. Karl Marx’s ideas shaped educational policies across large parts of the world, including the former Soviet Union and China, prioritizing collectivism and worker literacy. In more recent decades, neoliberal ideology has influenced the push for privatization, standardized testing, and market-based approaches to school choice. Meanwhile, Reconstructionism and Critical Pedagogy – notably Paulo Freire’s challenge to the “banking model” of education – argue that curricula must address poverty, inequality, and systemic oppression directly, treating students as active participants rather than passive recipients of knowledge.

Religion and moral education

In many countries, religion remains a central philosophical force in education. Faith-based schools, religious instruction periods, and moral education curricula reflect societies’ conviction that schooling should cultivate not just competence but character. Hans specifically identified religious factors as a distinct category alongside secular and national factors. Whether a country has a secular public system like France’s, an integrated faith-based model like in many Islamic-majority nations, or a denominational system like Ireland’s, these arrangements are philosophical decisions about what schooling is for – and who gets to define it.

How these factors interact

It would be a mistake to treat these four factors in isolation. In practice, they reinforce and complicate each other continuously. A geographically remote country with limited GDP cannot fund multilingual textbooks that reflect its diverse ethnic communities. An ideologically nationalist government may suppress minority languages in the curriculum even when doing so demonstrably harms learning outcomes. A wealthy nation committed to pragmatist education may still replicate inequality if its funding model favors affluent districts over poorer ones.

Comparative education researchers emphasize precisely this point: local contextual factors – including economic conditions, cultural norms, and political ideologies – often outweigh broad macro-level explanations. Understanding any education system requires looking at all these layers simultaneously, not just one metric like GDP or literacy rate.
