India’s education story is, in many ways, the story of a nation rebuilding itself from scratch. At independence in 1947, the country inherited a deeply unequal system – one that left millions of children, particularly those from rural and economically weaker backgrounds, completely outside the doors of formal learning. Over the decades that followed, the Government of India undertook a series of ambitious interventions to change this reality. From feeding children their midday meals to building world-class engineering institutions, these efforts span every level of education. Understanding these initiatives gives us a clear picture of how policy shapes access, quality, and equity in one of the world’s largest education systems.

School education schemes: building the foundation
School-level interventions have been the cornerstone of India’s educational push. The government recognized early on that getting children into classrooms – and keeping them there – required tackling both access and basic needs simultaneously.
Sarva Shiksha Abhiyan (SSA): universalizing elementary education
Sarva Shiksha Abhiyan, launched in 2001, is the flagship program for universalizing elementary education in India. Its outcomes have been significant – the Parliamentary Standing Committee noted that enrollment under SSA is now near universal, a remarkable shift from where India stood at the start of the millennium.
SSA targets children between the ages of 6 and 14 – the same group covered under the Right to Education (RTE) Act – and provides free, compulsory education through a centrally sponsored model in partnership with state governments. Its approach is multi-pronged: it builds new schools and classrooms, trains teachers, supplies learning materials, and promotes inclusive education for children with disabilities and those from marginalized communities. Local bodies such as village education committees and parent-teacher associations are actively involved in school management, bringing community ownership to the process.
Mid-Day Meal Scheme: addressing hunger and attendance together
One of the most tangible barriers to school attendance in India has historically been hunger. A child who comes to school hungry cannot be expected to learn effectively, and many families in economically difficult situations pulled children out of school – or never sent them – because the opportunity cost was too high. The Mid-Day Meal Scheme, launched in 1995, directly tackled this problem.
In September 2021, the scheme was renamed Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) and expanded to include pre-primary children. Today, it covers approximately 11.80 crore children across 11.20 lakh government and government-aided schools, with a budget allocation of Rs. 12,467.39 crore in the interim Union Budget for FY25.
The scheme’s impact has been well-documented: free hot meals act as a direct incentive for enrollment and attendance, reduce malnutrition rates among school-going children, and promote social equity by ensuring all children receive the same food regardless of caste or economic background. The program also supports children in drought-affected areas during summer vacations and reaches students in Madrasas and special training centers supported under SSA.
Kendriya Vidyalayas: education for a mobile workforce
Not all government interventions were about expanding access at the grassroots level. Some were designed to address very specific structural needs. The Kendriya Vidyalaya Sangathan (KVS) was conceived in 1962 to solve a uniquely Indian administrative problem: children of central government employees – particularly defence and paramilitary personnel – were being disrupted educationally every time their parents were transferred. The scheme was approved that year, and the first schools were operational by the academic year 1963-64.
As of early 2025, there are over 1,250 Kendriya Vidyalayas across India and three abroad – in Kathmandu, Moscow, and Tehran. All schools follow a uniform CBSE curriculum with bilingual (Hindi and English) instruction, ensuring that children face no academic disruption when families relocate. In October 2025, the Union Cabinet approved 57 new Kendriya Vidyalayas with a budget outlay of approximately Rs. 5,862 crore, to be opened over the next nine years. Beyond serving government employees’ children, KVS has evolved into a national benchmark for quality public schooling.
Navodaya Vidyalayas: unlocking rural talent
If Kendriya Vidyalayas serve a specific administrative population, Navodaya Vidyalayas exist to address something altogether different – the untapped intellectual potential of rural India. Launched in 1986 under the National Policy on Education, the Navodaya Vidyalaya Samiti (NVS) started with just two pilot schools. It has since expanded to 662 operational institutions across the country as of October 2025.
Navodaya Vidyalayas are fully residential and completely free – covering education, boarding, food, and study materials. Admission is based on merit through the highly competitive Jawahar Navodaya Vidyalaya Selection Test (JNVST), and at least 75% of seats are reserved for rural students. This design ensures that gifted children from underserved backgrounds are not left behind simply because their families cannot afford private education. Under the PM SHRI scheme launched in 2022, 620 Navodaya Vidyalayas have been upgraded as innovation hubs that promote digital learning, cultural exchange, and experiential education aligned with NEP 2020.
Higher education and technical education initiatives
While school-level reforms addressed the base of the pyramid, India simultaneously invested in creating institutions of higher learning that could compete globally and drive economic development. These efforts have been transformative for India’s position in science, technology, and management.
Central universities and the expansion of higher education
After independence, one of the first priorities was to expand university education rapidly. Central universities – directly funded and governed by the Union Government through the Ministry of Education – were established across the country to provide accessible higher education in regions that lacked strong state-level infrastructure. Today, India has a massive higher education system: total student enrollment stood at 4.33 crore in 2021-22, with women’s enrollment reaching 2.07 crore – a 32% increase compared to 2014-15.
Indian Institutes of Technology: engineering India’s future
The founding of the IITs is one of post-independence India’s most consequential decisions in education. The idea predates independence itself – in 1945, a 22-member committee under Sir Nalini Ranjan Sarkar recommended establishing higher technical institutions modeled on MIT, one in each region of the country. Post-independence, Jawaharlal Nehru championed the cause, envisioning these institutes as centers of global excellence that would make India self-reliant in technology.
The first IIT was established in May 1950 at Kharagpur, on the site of a former British detention camp. Within a decade, four more followed: IIT Bombay (1958), IIT Madras (1959), IIT Kanpur (1959), and IIT Delhi (1961). The network has since expanded significantly. As of June 2024, there are 23 IITs operating as Institutes of National Importance – a constitutional designation that grants them special autonomy, direct central funding, and independence from regional bureaucratic interference. This autonomy allows each IIT to design its own curriculum and adapt swiftly to changes in technology and industry needs.
Indian Institutes of Management: building managerial leadership
As India’s economy grew more complex, the need for professional management education became apparent. The Indian Institutes of Management (IIMs) were established to fill this gap, producing leaders for industry, government, and public service. There are currently 21 IIMs across India, all declared Institutes of National Importance under the IIM Act of 2017. Like the IITs, they are highly selective, globally respected, and funded directly by the central government. The Higher Education Financing Agency (HEFA), established to fund infrastructure in premier institutions including IITs and IIMs, was initially capitalized at Rs. 2,000 crore and later expanded to Rs. 10,000 crore.
Quality assurance: the role of NAAC and accreditation bodies
Expanding access to higher education is one challenge – ensuring quality across tens of thousands of institutions is another entirely. The National Assessment and Accreditation Council (NAAC) was established in 1994 as an autonomous body under the University Grants Commission (UGC), with its headquarters in Bengaluru. Its mandate is to make quality assurance an integral part of how higher education institutions (HEIs) function, assessing them on parameters including faculty quality, infrastructure, research output, and teaching standards.
NAAC has undergone significant reform in recent years. From August 2025, NAAC rolled out a revamped, AI-driven accreditation system that replaces physical inspections with digital verification and machine learning-based analysis – a move aimed at expanding accreditation coverage to over 90% of HEIs within five years. The new framework replaces the old grading structure with a binary system – institutions are simply either accredited or not accredited – with a more advanced maturity-based graded accreditation available at a second stage. This shift is designed to bring more institutions into the quality assurance fold, especially smaller colleges that were previously hesitant to participate.
Alongside NAAC, the National Board of Accreditation (NBA) provides program-specific accreditation for engineering, management, pharmacy, and other technical disciplines. India is a signatory to the Washington Accord, which means that engineering degrees from NBA-accredited programs are recognized as equivalent in 26 member countries – significantly boosting the global mobility of Indian engineering graduates.
Challenges and future scope: the road ahead
India’s educational progress over the past seven decades is real and substantial. Yet significant challenges persist, and acknowledging them honestly is necessary if policy is to move forward effectively.
Modernization of curriculum and teaching methods
A recurring critique of India’s education system – at both school and university levels – is that curriculum has not kept pace with the demands of a rapidly changing economy. The National Education Policy (NEP) 2020 directly addresses this by aiming to increase the Gross Enrolment Ratio in higher education to 50% by 2035, while promoting multidisciplinary learning, skill development, and research-driven education. The policy also introduces a new 5+3+3+4 school curriculum structure, replacing the older 10+2 model, with a greater emphasis on foundational literacy, experiential learning, and vocational training from an early stage.
Increasing accessibility and bridging the digital divide
Despite near-universal enrollment at the primary level – a major SSA achievement – dropout rates remain a concern at higher levels of schooling, and access to quality higher education is still heavily skewed toward urban areas. Government expenditure on higher education remains at approximately 2.7% of GDP, well below the 6% recommended by the Kothari Commission. This funding gap directly affects faculty availability, infrastructure, and research capacity in state universities and smaller colleges.
Geographic and social disparities also remain persistent. First-generation learners from Scheduled Caste, Scheduled Tribe, and OBC communities face structural barriers that scholarships and reservations alone cannot fully address. The success of Navodaya Vidyalayas in identifying and nurturing rural talent points toward a model worth scaling – but it exists alongside a much larger system that continues to struggle with equity.
Technological integration: from promise to practice
Technology holds enormous promise for Indian education, but implementation has been uneven. While KVS schools have evolved into technology-enabled campuses with digital language laboratories and e-classrooms, NVS schools in rural interiors are still catching up in terms of digital infrastructure. The NEP 2020’s push for a National Credit Framework, the Academic Bank of Credits, and digital learning platforms signals a clear policy direction – but ground-level implementation requires sustained investment, teacher training, and reliable connectivity, especially in remote areas.
NAAC’s updated accreditation guidelines now require institutions to demonstrate digital readiness, which is pushing colleges and universities to invest in smart classrooms, LMS platforms, and data-driven learning systems. This regulatory nudge, backed by the NEP 2020 framework, creates a structural incentive for technology adoption across the higher education sector. The challenge, as always, lies in ensuring that the pace of adoption does not further disadvantage institutions that are already under-resourced.
India’s educational trajectory reflects a genuine, if uneven, commitment to expanding access and improving quality at scale. The country has built some of the world’s most admired technical institutions while simultaneously running one of the world’s largest school feeding programs. These are not small achievements. The next phase of reform demands that both ambitions – excellence and equity – are pursued not separately, but together.
