In the early 2000s, India stood at an important crossroads. It had a massive young population, a growing IT sector, and a surge in global recognition as an emerging economy – but its education system was struggling to keep pace. Schools lacked basic infrastructure, universities were underfunded, and the curriculum was largely built around rote learning. It was in this context that the Government of India made a decisive move: establishing the National Knowledge Commission (NKC) in 2005, a high-level body tasked with reimagining how knowledge is created, shared, and used across the country.

Purpose and formation of the NKC
The NKC was constituted on 13th June 2005 by Prime Minister Dr. Manmohan Singh, with telecom entrepreneur and inventor Sam Pitroda as its Chairman. It functioned as a direct advisory body to the Prime Minister, with a mandate to guide policy and direct reforms across education, science and technology, e-governance, agriculture, and intellectual property rights. Its three-and-a-half-year operational period produced approximately 300 recommendations across 27 focus areas, making it one of the most comprehensive reform blueprints in post-independence India.
The core vision behind the NKC was clear: to enable India to develop a vibrant, knowledge-based society by radically improving existing systems of knowledge and creating avenues for generating new forms of it. In practical terms, this meant addressing everything from how children learn in primary schools to how universities fund doctoral research. With over 550 million Indians below the age of 25 at the time, the Commission saw India’s demographic dividend as its greatest asset – but only if that human capital was properly equipped through education and skill development.
The NKC’s methodology was consultative by design. Before finalizing any recommendation, it engaged with hundreds of academics, teachers, state government officials, civil society organizations, and industry leaders. Its recommendations on school education alone were drafted after wide-ranging consultations with over 250 experts and stakeholders across the country. This ground-up approach gave the Commission’s proposals practical credibility, even if implementation later proved complex.
Key recommendations for school education
School education was central to the NKC’s reform agenda. The essential thrust of its school education recommendations could be summarized in three words: more resources, more decentralization, and more flexibility. These weren’t abstract ideals – they were backed by specific, actionable proposals.
Right to Education and universal access
The NKC strongly endorsed central legislation guaranteeing every child the right to quality school education up to Class VIII, backed by firm financial commitments from both central and state governments. This laid important groundwork for the Right to Education (RTE) Act, 2009, which later sought to ensure free and compulsory education for all children between 6 and 14 years of age. The Commission also highlighted gaps in secondary education access, especially in rural and disadvantaged areas, and pushed for universal secondary education as a priority – leaving no child behind regardless of geography or background.
Decentralization of school management
The NKC proposed that management of schools, including the use and allocation of funds, be decentralized to local authorities – whether panchayats, Village Education Committees, or school boards with representation from all stakeholders including parents. The rationale was straightforward: a centralized system could not effectively respond to the vast diversity of India’s regions. Rural schools in Rajasthan face entirely different challenges than urban schools in Mumbai, and local bodies are better placed to address them.
This also meant making funding norms more flexible. The Commission argued that existing rules for transferring central funds to states – including those for the Sarva Shiksha Abhiyan – were too rigid and needed to be reformed to allow states to allocate resources in ways that matched their specific ground realities.
Infrastructure improvements
The NKC advocated for a robust upgrade in school infrastructure, particularly in government schools where facilities were often severely lacking. It recommended investment in basic amenities – classrooms, libraries, laboratories, and sanitation – to create a conducive learning environment. The Commission also proposed the creation of a National Knowledge Network (NKN), a high-speed digital broadband network that would connect schools, universities, and research institutions to facilitate resource sharing and collaborative learning across the country.
Teacher training and professional development
The NKC identified teachers as the single most important element of the school system, while noting a severe shortage of qualified and motivated teachers at various levels. Its recommendations called for urgent reforms in both pre-service and in-service training, restoration of the dignity of the teaching profession, and the removal of non-teaching duties – like election work – that distracted teachers from their core responsibilities.
The Commission also suggested establishing a national accreditation body to maintain standards across teacher education institutions, along with improved remuneration and working conditions to attract stronger talent to the profession. Self-evaluation and peer evaluation systems were recommended to build a culture of continuous improvement among educators.
Curriculum reforms
The NKC underscored the need to move firmly away from rote learning, pushing instead for critical thinking, analytical skills, and active learning approaches. The examination system also needed an overhaul – assessing comprehension and reasoning rather than memorization. The Commission recommended a more flexible and interdisciplinary curriculum that would encourage creativity and problem-solving, aligned with the emerging demands of a knowledge economy. Integration of Information and Communication Technology (ICT) into the curriculum was also a key focus, aimed at building digital literacy from the school level upward.
Higher education recommendations
While school education formed the foundation, the NKC recognized that India’s higher education system also needed significant reform. At the time, only about 7% of India’s eligible age group entered higher education, a figure that reflected both limited institutional capacity and quality concerns. The Commission’s letter to the Prime Minister on higher education was direct: the situation demanded urgent action.
Expansion of universities
The NKC recommended establishing 50 new national universities to address the growing demand for quality higher education and improve access for students from underprivileged backgrounds. These universities were envisioned as autonomous institutions, free from excessive government interference in appointments and academic decisions. The Commission also proposed that new universities be given substantial public land endowments and greater freedom to set fee levels and tap diverse funding sources, allowing them to build financial sustainability over time.
Research funding and a new science foundation
On research, the NKC was ambitious. It called for creating a National Science and Social Science Foundation (NS3F) – an independent body to fund outstanding long-term research projects. The proposed annual budget for this foundation was Rs. 1,250 crore, enough to support between 200 and 400 high-impact, long-term projects with the potential to make India a global leader in research. The NKC also recommended legislation to allow universities and research institutions to file patents in their own name – similar to the Bayh-Dole Act in the United States – so that the benefits of publicly funded research could be reinvested into academic institutions.
Technology integration in higher education
The NKC proposed a National Knowledge Network with gigabit-speed connectivity linking over 5,000 institutions to accelerate data sharing and collaborative research and development. Beyond infrastructure, the Commission pushed for broader adoption of ICT in university teaching – through online courses, virtual labs, and digital resources – to make quality education more accessible, particularly for students in remote regions. A national mission in education through ICT, covering all universities and colleges, was envisaged as an independent organization to drive this transformation.
The NKC also called for reforming regulatory bodies like the University Grants Commission (UGC), reducing bureaucratic control over university governance, and introducing performance-based incentives for faculty – recognizing that the academic profession had suffered from years of declining attractiveness and inadequate compensation.
Impact and implementation
The NKC’s recommendations did not stay on paper. Several were taken up by the government, though implementation was uneven and full realization remained elusive in many areas.
On the school education front, the Right of Children to Free and Compulsory Education Bill was introduced in Parliament in 2008, and 25 states introduced English as a subject from Class I – both reflecting direct NKC influence. Programs like the Sarva Shiksha Abhiyan (SSA) and the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) expanded school infrastructure, though challenges around funding, personnel, and scale persisted.
In higher education, the government sanctioned the establishment of 15 new Central Universities and 14 new world-class universities in response to the NKC’s expansion recommendations. The National Knowledge Network was established to provide high-speed connectivity between research institutions, and the National Translation Mission was approved with an outlay of Rs. 75 crore to make knowledge accessible in Indian languages. The Department of Culture also proposed setting up a National Mission for Libraries based on NKC recommendations, aiming to digitize and modernize library networks across the country.
That said, some of the NKC’s most ambitious proposals – particularly around autonomous university governance and a new higher education regulatory framework – faced political and institutional resistance. A higher education reform bill, introduced in 2010 following the NKC’s blueprint, lapsed without passage due to entrenched institutional interests and state-level opposition. The Commission itself was dissolved in July 2014 by the incoming NDA government, marking the end of its formal existence – though many of its ideas continued to shape education discourse in India, including in the National Education Policy 2020.
The NKC’s most lasting contribution may be less about specific schemes implemented and more about the frame it established: that knowledge is the foundation of a nation’s competitiveness, and that education reform must be systemic, inclusive, and forward-looking. Most of the NKC’s recommendations on education, vocational training, libraries, translation, and innovation were integrated into the Eleventh Five Year Plan and adequately funded, reflecting how deeply the Commission’s thinking had permeated national planning.
