Academic administration was once a paper-heavy, time-intensive process – admission forms stacked on desks, examination hall tickets printed in bulk, and staff training conducted in crowded seminar rooms. Today, Information and Communication Technology (ICT) is transforming each of these functions. From how courses are delivered to how teachers build their digital skills, ICT has become the backbone of efficient, transparent, and learner-centred academic management. Here’s a closer look at how it plays out across four critical areas of academic administration.

ICT in programme delivery

Programme delivery is perhaps where ICT’s impact is most visible. The shift from traditional chalk-and-board instruction to technology-enabled learning has fundamentally changed the classroom experience – for both teachers and students.

E-learning and multimedia classrooms

ICT is a mode of education that uses information and communications technology to support, enhance, and optimise the delivery of information. In practice, this means replacing passive lectures with interactive, multimedia-rich instruction. Digital projectors, smart boards, simulation tools, audio-visual content, and online resources allow teachers to present concepts in multiple formats – visual, auditory, and interactive. This makes learning more engaging, particularly for complex or abstract topics that are difficult to convey through text alone.

Beyond the physical classroom, e-learning has opened education to learners who cannot attend in person – whether due to distance, disability, or scheduling constraints. Asynchronous learning, where students access recorded lectures and materials at their own pace, gives them greater control over their own education.

Learning Management Systems (LMS)

A Learning Management System (LMS) is a software application for the administration, documentation, tracking, reporting, automation, and delivery of educational courses, training programmes, materials, and learning and development programmes. Popular platforms like Moodle, Canvas, and Blackboard are now central to academic operations in universities worldwide.

An LMS serves as a single digital hub where course content, assignments, quizzes, grades, and communication tools are all available in one place. In the large-scale migration towards online curriculum delivery during the pandemic, the institutional LMS had a critical role in ensuring uninterrupted learning and student engagement. But its value extends well beyond crisis situations. Day-to-day, an LMS helps institutions deliver blended, hybrid, and fully online programmes efficiently.

Research consistently shows that students benefit when ICT and LMS tools are integrated into their studies. The use of ICT and LMS promotes collaborative learning among students, makes it easier for students to complete assignments and track deadlines, and promotes student engagement, motivation, and participation in the learning process, leading to improved academic performance.

The LMS market reflects this demand. The LMS market was valued at $24.05 billion in 2024 and is projected to grow at a compound annual growth rate of 19.9% from 2025 to 2030 – a clear signal that institutions worldwide are investing heavily in digital programme delivery infrastructure.

ICT in admissions and examinations

Two of the most administratively demanding tasks in any educational institution – managing admissions and conducting examinations – have been substantially streamlined through ICT.

Online admission systems

The traditional admissions process was riddled with inefficiencies: students standing in long queues to collect forms, institutions struggling to manage hundreds of paper applications, and the ever-present risk of lost documents or opaque shortlisting. The online admission system integrates technology with the administrative and education process and is beneficial for both the institution and the students alike.

With a digital admissions portal, students can fill out applications, upload documents, make payments, and track their application status – all from a single online interface. Institutions, in turn, can generate merit lists faster, process applications with greater accuracy, and maintain a clear audit trail. The result is a more transparent and accessible admissions process, with significantly reduced paperwork and processing time.

On-demand examinations and real-time assessment

ICT has also transformed how examinations are designed, conducted, and evaluated. ICT makes the examination system more efficient and transparent, producing competent human resources that contribute to the development of the country. Automated exam systems can handle everything from student registration and roll number issuance to result declaration and database management – processes that previously required weeks of manual effort.

Online examination systems offer specific advantages that paper-based formats simply cannot match. An online exam provides flexibility and security to the examination process – once all the questions are uploaded, the system can shuffle and give questions in different orders to different students, minimising the chance of cheating. This randomisation eliminates one of the most persistent problems in large-scale examinations: paper leakage.

Cost efficiency is another major benefit. With an online exam, there is no need to worry about setting up exam centres or hiring invigilators, as the entire examination process is managed using technology. Results are computed automatically and instantly, reducing human error and accelerating the release of grades.

On-demand examinations take this a step further. Rather than waiting for a fixed annual or semester-end exam date, students can attempt assessments when they are ready. Measurement and evaluation methods carried out through ICTs not only eliminate the need for paper and pencil but also reduce cost and eliminate time and space limits – making assessment more responsive to the actual pace of learning.

Academic Management Systems help make assessment easily manageable and more optimised throughout the learning process. The complete data on students’ progress – including multiple-choice test results, portfolios, works in progress, and feedback from classroom performances – can be collected at the desired rate and compiled in the desired format. Teachers can then use this data to make informed, individualised decisions about instruction.

ICT in training and orientation

ICT is not only useful for students – it plays an equally important role in how institutions communicate with and train their staff and faculty.

When a new academic year begins or new administrative policies are rolled out, institutions need to orient large numbers of staff quickly and consistently. Digital communication tools – emails, institutional portals, video conferencing platforms like Zoom or Microsoft Teams, and internal messaging systems – make this possible without the logistical burden of assembling everyone in a physical venue.

Virtual orientation programmes can be recorded and made accessible on-demand, allowing staff to revisit instructions or guidelines as needed. Training webinars, digital handbooks, and video tutorials replace printed manuals and one-off workshops. This not only reduces cost but ensures consistency: every staff member receives the same information, at the same quality, regardless of their location or shift schedule.

Platforms like Google Classroom, Microsoft Teams, and institutional LMS setups are increasingly being repurposed for internal faculty training – hosting modules, assignments, and feedback loops that mirror the student learning experience. This makes the transition to technology-integrated teaching more natural and structured for educators.

Capacity building and staff development

For ICT integration in academic administration to be truly effective, the people operating these systems need to be equipped with the right skills. This is where ICT-focused capacity building becomes essential.

Why computer literacy for educators matters

It is essential that teachers have the competencies to integrate ICT in their professional practice to ensure the equity and quality of learning. Teachers also need to be able to harness ICT to guide learners in developing Knowledge Society skills such as critical and innovative thinking, complex problem solving, and the ability to collaborate.

An institution can invest in the most advanced LMS or digital examination system, but if the faculty and administrative staff do not know how to use it, the investment is wasted. Foundational computer literacy – knowing how to navigate digital systems, manage files, communicate online, and use office productivity tools – is the baseline that all staff must have before more specialised ICT training can follow.

The UNESCO ICT Competency Framework for Teachers

Globally, the most recognised structured approach to this challenge comes from UNESCO. The ICT Competency Framework for Teachers (ICT CFT) Version 3 is a tool to guide pre- and in-service teacher training on the use of digital technologies in both formal and informal education systems from K-12 to tertiary level. It is designed to be adapted to national and institutional goals, making it a flexible tool for institutions of varying sizes and resource levels.

The UNESCO ICT CFT provides an overview of 18 competencies across six aspects of teachers’ professional practice: policy, curriculum and assessment, pedagogy, application of digital skills, organisation and administration, and professional development. This comprehensive scope ensures that ICT training is not narrowly focused on tool operation but extends to how technology reshapes pedagogy, classroom management, and assessment design.

Real-world implementation of this framework shows measurable impact. Implemented in Nigeria, Egypt, and Rwanda, the ICT CFT has greatly influenced their education systems. By training and empowering educators with digital skills and integrating technology into teaching practices, the ICT CFT is creating a more inclusive and effective education system.

From one-off workshops to sustained professional development

One critical insight from research on ICT training is that short, one-off workshops are insufficient. Too often the approach taken to teacher training in ICT integration is the one-off crash course on computer literacy. This approach does not enable teachers to integrate ICT in their day-to-day activities and master the use of ICT as an effective tool for teaching and learning.

Effective capacity building requires an ongoing, structured professional development model. It is crucial to assist governments in creating an enabling environment and to provide teachers with motivation, knowledge, and means to enhance ICT in their practice. This includes peer learning networks, mentoring by digitally proficient colleagues, and regular updates as technology evolves.

At the policy level, more governments are formalising this expectation. An analysis of the Global Education Monitoring Report found that 51% of countries worldwide now have established ICT standards for teachers in their policies, guidelines, training plans, and development strategies. Institutions that align their internal staff development programmes with these national frameworks position themselves strongly for quality assurance and accreditation.

The bigger picture

Taken together, ICT’s role in academic administration is not about replacing human judgement – it is about removing the friction that slows institutions down. When programme delivery runs on a reliable LMS, when admissions are processed digitally, when examinations are automated and secure, and when staff are continuously upskilled, institutions can focus more energy on what actually matters: the quality of teaching and learning.

The institutions that will lead in the coming decade are those that treat ICT not as an add-on, but as an integral part of how they plan, deliver, and evaluate education – from the first application form a student submits to the last professional development workshop a teacher attends.
