India’s rise as a global knowledge economy didn’t happen by accident. In 2005, the Indian government took a deliberate step – establishing the National Knowledge Commission (NKC) – to chart a clear roadmap for transforming the country into a knowledge-based society. Chaired by telecommunications visionary Sam Pitroda and constituted on 13th June 2005, the NKC functioned as a high-level advisory body directly reporting to the Prime Minister. Its mandate was clear: guide policy, drive reforms, and make India competitive in the 21st century’s knowledge economy. Over its three-and-a-half-year term, the Commission submitted approximately 300 recommendations across 27 focus areas – covering everything from school education and research to e-governance and open learning.

The vision and objectives of the NKC
The National Knowledge Commission was built on a straightforward premise: a nation’s ability to create and use knowledge determines its capacity to develop. India, with over 600 million people below the age of 25, had a unique demographic opportunity. The challenge was to convert that demographic dividend into a genuine knowledge advantage.
As per its government notification, the NKC’s official terms of reference included five core mandates: building excellence in the educational system to strengthen India’s global competitiveness; promoting knowledge creation in science and technology laboratories; improving the management of intellectual property rights institutions; applying knowledge in agriculture and industry; and using knowledge capabilities to make government a more transparent and accountable service provider.
The overarching aim was the development of a vibrant, knowledge-based society – one that would enable greater participation and more equitable access to knowledge across all sections of society. To achieve this, the NKC organized its work around five strategic pillars: access to knowledge, knowledge concepts, knowledge creation, knowledge application, and knowledge services.
Key areas of focus
The NKC’s work spanned a remarkably wide range of sectors, reflecting its belief that knowledge is not confined to classrooms or research labs – it permeates agriculture, health, governance, and industry.
Education access and equity
Access was identified as perhaps the most fundamental challenge. With roughly 100 million illiterate children and approximately 250 million illiterate adults in India at the time, the Commission stressed that knowledge creation is meaningless unless people can actually receive and use it. The NKC directly informed the framework for the Right of Children to Free and Compulsory Education Act (2009), advocating for universal access, stronger teacher quality, and curriculum reforms that promoted critical thinking. It also called for rejuvenating public libraries, building information networks across health, education and agriculture sectors, and developing national web portals as one-stop repositories of civic information.
Research promotion and innovation
The Commission recognized that India lagged behind the West and countries like Brazil and China in research and innovation output. To close this gap, the NKC recommended promoting research in higher education institutions, linking public research with industry needs to create a productive research ecosystem, diversifying funding sources to include private and foreign investment, and strengthening the intellectual property rights regime. A strong IPR framework, the Commission noted, was essential not just to protect domestic creators but also to build confidence among global science and technology leaders who might otherwise hesitate to share technologies with India.
Improving public services through knowledge
The NKC placed significant emphasis on e-governance – the use of technology to make government services more transparent, efficient, and accessible. Traditionally, citizen-government interactions had been vulnerable to rent-seeking and bureaucratic delays. The Commission argued that technology could eliminate these friction points, transforming how citizens perceive and interact with the state. Recommendations on e-governance, portals, and knowledge networks were integrated into the government’s planning documents and received dedicated funding.
Management of education: revamping management studies
One of the more specific and forward-looking areas where the NKC intervened was management education. India’s business schools had grown rapidly, but quality remained uneven. The Commission’s recommendations on management education were part of its second Report to the Nation, which also covered legal education, medical education, and open and distance learning.
The NKC called for a significant revamp of how management education was structured and delivered. Key recommendations included expanding access to quality management education, particularly beyond the elite IIM system; encouraging diversity in institutional models; promoting research funding specifically for management studies so that Indian business schools could generate original knowledge rather than merely transmit imported frameworks; and integrating online and technology-enabled learning into management curricula to reach a wider student base.
The Commission also recognized that management education needed to be less rigid and more responsive to India’s own economic realities – rural enterprise, social entrepreneurship, and public sector management – rather than being modeled exclusively on Western MBA templates. This was part of a broader push to ensure that professional education in India served domestic development priorities while remaining globally competitive.
Funding research in higher education
Across the board, the NKC’s education agenda was anchored in the need for higher public investment. For higher education overall, the Commission recommended increasing public funding with a clear target: raising the gross enrollment ratio from approximately 10% in 2005 to 15% by 2012. This required creating new universities, granting greater institutional autonomy, and diversifying financing beyond government budgets. The broader goal was to build research-focused institutions capable of competing internationally – a prerequisite for India’s participation in the global knowledge economy.
Open and distance education: expanding access through technology
Perhaps no area better reflects the NKC’s progressive vision than its recommendations on Open and Distance Education (ODE). The Commission pointed out that more than one-fifth of all students enrolled in higher education in India were in the ODE stream – yet the sector was broadly perceived as inferior to conventional classroom learning. This perception, and the structural reality behind it, needed to change.
The NKC argued that ODE was not merely a mode of educational delivery – it was an integrated discipline engaged in the creation of knowledge. Reaching a gross enrollment ratio of 15% by 2015 was simply not achievable without a massive and quality-driven expansion of open and distance learning.
National ICT infrastructure for ODE
The most foundational recommendation was the creation of a national ICT infrastructure to network all ODE institutions. The NKC proposed that the digital broadband Knowledge Network it envisioned should interconnect major ODE institutions and their study centres in its very first phase. Eventually, a minimum connectivity of 2 Mbps was to be extended to all study centres. This backbone would enable the dissemination of knowledge across print, audio-visual, and internet-based multimedia – a comprehensive approach to reaching learners in every corner of the country. Research on ICT in open and distance education has since validated this approach, confirming that technology-driven connectivity is central to improving learner support and access equity.
The credit bank and flexible learning pathways
The NKC recommended establishing an autonomous Credit Bank – a system for storing and filing credits earned by individual learners across different ODE institutions and disciplines. This would enable genuine flexibility: multiple entry and exit points, adaptable timetables, and assessment mechanisms suited to lifelong learning. Rather than forcing students into rigid, time-bound degree programs, the credit bank system would allow a working adult, for example, to accumulate credits over several years and across multiple institutions before earning a qualification. This was a structurally innovative idea that anticipated many features of modern modular education systems now gaining traction globally.
Open educational resources and a National Education Foundation
To address the quality gap in ODE content, the Commission called for setting up a National Educational Foundation with adequate one-time government funding. This body would develop a web-based repository of high-quality open educational resources (OER), created collaboratively by pooling the expertise of major higher education institutions. An enabling legal framework allowing unrestricted access – while protecting intellectual authorship – was to be devised alongside the repository. This was a significant step toward democratizing quality educational content, years before OER became mainstream global practice.
Regulatory reform: a new standing committee
The NKC was also candid about the inadequacy of existing regulatory structures for ODE. At the time, the Distance Education Council under IGNOU served as the sole arbiter of standards and funding. The Commission found this arrangement insufficient and recommended establishing a new Standing Committee on Open and Distance Education under an Independent Regulatory Authority for Higher Education (IRAHE). This statutory body would set accreditation criteria, ensure quality assurance, and be accountable to a broad range of stakeholders – including central and state open universities, private institutions, and civil society organizations.
Under this committee, two specialized advisory bodies were also proposed: a Technical Advisory Group with representatives from the IT, telecom, space, and industry sectors; and an Advisory Group on Pedagogical Content Management to guide curricular content and resource development. The goal was to ensure that regulatory oversight was technically informed and educationally sound – not just administratively compliant.
Legacy and lasting impact
The National Knowledge Commission formally concluded its term in 2009, but its recommendations continued to shape Indian education policy well beyond that. Its advocacy for universal elementary education directly informed the Right to Education Act of 2009. Its push for integrating ICT into teaching and administration seeded initiatives that eventually led to programs like the National Mission on Education through ICT (NME-ICT). Recommendations on the National Knowledge Network – a high-speed broadband network linking research institutions – moved forward through government implementation.
Not all recommendations met with universal approval. A significant number of Vice-Chancellors and senior educationists raised concerns about the NKC’s direction on higher education reform during discussions at the Association of Indian Universities. Structural reform, institutional autonomy, and changes in university governance remained contested terrain. The Commission’s proposals were ambitious, and implementation was inevitably uneven across states and sectors.
Still, the NKC’s contribution lies in having produced a coherent, evidence-based blueprint at a pivotal moment in India’s development. It brought together the country’s best minds – from Nandan Nilekani to Dr. Jayati Ghosh – to think systematically about how knowledge could be the engine of inclusive growth. At a time when terms like “knowledge economy” and “open educational resources” were still finding their footing in policy discourse, the NKC was already building the architecture for India’s knowledge future.
