China’s education system is one of the most studied – and most debated – in the world. Home to the oldest formal examination tradition and now the largest higher education system globally, China has transformed its schools from Confucian classical academies into a sprawling, technology-driven network serving over a billion people. That journey wasn’t linear. It was shaped by foreign borrowings, ideological upheavals, state-driven reforms, and persistent social tensions that continue to this day. Understanding how China’s education system works – and why it works the way it does – offers crucial insights for anyone interested in how nations use education to build economic power.

Historical evolution: from borrowed models to socialist overhaul

For centuries, China’s educational culture rested on Confucian philosophy. The imperial examination system, which began during the Sui Dynasty around 605 CE, structured learning around moral virtue, classical texts, and preparation for state service. Education was the privilege of the elite, and the curriculum – centred on the Four Books and Five Classics – changed very little across dynasties.

The turning point came in 1895. China’s defeat in the First Sino-Japanese War forced a reckoning: the classical system was failing to produce the kind of state and military capacity that Western-influenced nations like Japan had built. In 1905, the civil service examination was dismantled, and the Qing court issued a series of reform measures calling for a modern system of primary, secondary, and tertiary institutions modelled on Western frameworks.

The Japanese and German influence

Japan was the first major foreign model China adopted. Between 1902 and 1908, the central government sent 64 officials abroad, while provincial governments dispatched an additional 619 persons, specifically to study Japan’s education system. Because Japan had already successfully adapted Western educational structures to a non-Western society, it offered a useful template. A national education system – including primary, secondary, and higher vocational schools – was established based on Japanese models, shifting China’s educational philosophy away from Confucianism toward a more pragmatic, industrially-oriented outlook.

German influence arrived through Japan as an intermediary. The academic concept of social education originated in Germany and deeply shaped the development and evolution of educational theory in the early Republic of China, after being filtered through Japanese educational circles. China’s first kindergarten, established in Wuhan in 1903, directly copied the Japanese education model in content, methods, toys, and facilities.

The shift to American models and then the Soviet Union

By the early 1920s, the Japanese model began to give way. During the chaotic warlord period, China’s education system gradually shifted toward one more closely patterned on American models, partly under the influence of scholars who had studied in the United States. After the founding of the People’s Republic in 1949, however, everything shifted again. With the close relationship between China and the Soviet Union, higher education quickly turned to the Soviet model, and a large number of Soviet experts arrived in China – bringing Soviet subjects, disciplines, and textbooks with them.

The Cultural Revolution (1966-1976) then disrupted everything. Universities were closed, intellectuals were persecuted, and formal education was effectively suspended for a decade. The post-1978 reform era under Deng Xiaoping marked a fresh start: since the end of the Cultural Revolution, China’s education system has been geared toward economic modernization, with successive reforms pushing the system toward quality, equity, and global competitiveness.

Key education stages: from preschool to higher education

Today, China’s education system is structured into four broad stages that collectively serve hundreds of millions of students.

Preschool education (ages 3-6)

Early childhood education in China is not compulsory, but it has become near-universal in practice. In 2022, the enrollment rate hovered at almost 90%. A major recent development: beginning in autumn 2025, China introduced one year of free preschool education for children enrolled in public kindergartens, with subsidies extended to eligible private providers – reflecting a growing government commitment to early childhood as the foundation for long-term learning.

Compulsory education: primary and junior middle school (grades 1-9)

Nine years of education – six years of primary school and three years of junior middle school – is compulsory and free. In 2022, the completion rate of China’s nine-year compulsory education programme was 95.5%. The Law on Nine-Year Compulsory Education requires that primary schools be tuition-free and conveniently located, ensuring that even children in remote areas can attend school in their neighborhoods or villages.

Upper secondary education (grades 10-12)

Upper secondary education is not mandatory in China, but it has become widely accessible. The gross enrollment rate at this level reached 91.6%. There are two distinct tracks: the academic stream, which prepares students for the university entrance examination (the Gaokao), and the vocational stream, which leads to technical colleges and the workforce. This bifurcation – and the social status gap between the two tracks – is one of the most debated features of the Chinese system.

Higher education

China’s higher education expansion over recent decades has been dramatic. By the end of 2021, there were over 3,000 colleges and universities, with over 44.3 million students enrolled, and 240 million Chinese citizens had received some form of higher education. At the apex of this system, in 2024 China awarded more than 97,000 PhD degrees – nearly double the number from a decade earlier. The gateway to this system remains the Gaokao. In 2024, more than 13.4 million students registered for the exam, making it the world’s largest standardised university entrance examination.

Government control and policy reforms: the state’s guiding hand

China’s education system is among the most centralised in the world. The Ministry of Education sets national curricula, examination standards, teacher qualification requirements, and institutional policy. Local governments implement these directives but have limited room for independent innovation. This structure ensures consistency across a geographically and demographically vast country, but it also means that systemic problems – when they emerge – tend to be nationwide in scope.

The 1985 reform and decentralisation of basic education

The most significant structural reform before the 21st century came in 1985. The Central Committee’s “Decision on the Reform of the Educational Structure” transferred responsibility for basic education from the federal government to local governments, while simultaneously establishing the State Education Commission to maintain national oversight. The same reform called for nine years of compulsory education and substantially increased education budgets – by 1986, 23.9% of the state budget was earmarked for education, compared to just 10.4% in 1984.

The Gaokao and its critics

No single feature of Chinese education generates more controversy than the Gaokao. The exam is widely criticised for placing immense pressure on students, for its emphasis on rote learning and memorisation rather than critical thinking and creativity, and for being the primary – sometimes only – pathway for students from underserved backgrounds to move up in society. Recent reforms are attempting to change this. A reformed admissions framework, known as “two bases + one reference,” means university admission will no longer rely solely on the Gaokao score but will also incorporate ongoing academic assessments, physical and mental health evaluations, and ethical conduct records.

The Double Reduction Policy and Xi Jinping’s education agenda

Under President Xi Jinping, a sweeping set of education reforms has reshaped how Chinese students learn both inside and outside school. The 2021 Double Reduction Policy targeted two pressure points simultaneously: excessive homework and the for-profit tutoring industry. Schools may not assign homework to children in grades one and two, homework is limited to 60 minutes for grades three through six, and no more than 90 minutes for older students. Off-campus academic tutoring for school-age children in core subjects has been heavily restricted.

The longer-term vision is captured in the 2024-2035 Master Plan for Building China into a Leading Country in Education, jointly issued by the Communist Party and the State Council. The plan calls for a high-quality, equitable, and innovation-driven education system by 2035 – one that integrates stronger ideological guidance, improved talent development, and deeper technological capability. By 2027, a high-quality education system is expected to be initially established, with an accelerating pipeline of innovative graduates to support China’s ambitions as a global technology leader.

Urban-rural inequality: a persistent challenge

Despite decades of reform, educational inequality between urban and rural China remains stark. Urban schools have modern facilities, advanced teaching tools, and highly trained educators, while rural schools struggle with outdated infrastructure, limited digital access, and a shortage of qualified teachers. In 2021, the government allocated $5 billion specifically for rural education development, focusing on infrastructure upgrades, teacher recruitment incentives, and expanding internet access in remote regions. The 2025 reform agenda has also introduced targeted funding to raise the quality of local high schools in rural areas, giving students better access to quality education without needing to relocate to cities.

Vocational and adult education: skills for a changing economy

One of the most strategically significant – and socially contentious – fronts in Chinese education is the vocational sector. As China’s economy has shifted toward advanced manufacturing, artificial intelligence, and high-tech industries, the demand for technically skilled workers has outpaced the supply of graduates from purely academic pathways.

The scale and structure of vocational education

China’s vocational education system is already the largest in the world. By 2014, there were 119,000 secondary vocational schools and 1,327 higher vocational colleges, recruiting 45% and 46.9% respectively of all students enrolling at their respective levels. Three-year vocational diploma programmes alone make up nearly half of China’s higher education system. The government’s stated aim is for China to become the global leader in vocational education, integrating technical training directly with the needs of key industries.

Policy reforms and industry integration

The 2019 National Vocational Education Reform Implementation Plan was a landmark. It pushed for the integration of secondary and higher vocational education into a coherent, credential-building pathway that supports lifelong learning. Several VET reforms over the last two decades have focused on curriculum design, teacher training, and bridging the mismatch between the skilled workforce China has and the skilled workforce its industries actually need. The 2022 revision of the Vocational Education Law, passed in response to Xi’s directives, formally elevated the status of vocational education, aiming to remove the long-standing stigma that placed vocational tracks below academic ones.

Industry-school partnerships are central to the new model. Policymakers want listed companies and industry-leading enterprises to run vocational education programmes and participate in developing curriculum and teaching materials – with priority given to emerging sectors including advanced manufacturing, renewable energy, modern agriculture, and artificial intelligence.

The 2025-2027 skills upgrade and adult education

China’s most recent vocational push goes further still. China’s vocational training market reached RMB 843.9 billion (approximately USD 116.9 billion) in 2022 and is projected to reach USD 126 billion by 2026 – reflecting the government’s enormous investment in skills development as an economic strategy. New priority training areas include digital economy skills, drone and low-altitude economy operations, elderly care services, and AI-based vocational courses co-developed using domestic large language models.

Adult and continuing education has followed a similar trajectory. Continuing education became available in China in the 1980s following changes in government policy and economic reform, catering initially to engineering technicians before diversifying to include government officials, public service leaders, teachers, and the general public. The government now views continuing education as a core part of its economic development strategy, not a peripheral add-on. The 2024-2035 Master Plan explicitly calls for a ubiquitous and accessible lifelong education system – signalling that learning across all life stages is now a national priority.

Challenges in the vocational sector

Despite the ambition, the vocational system faces genuine structural problems. Long-standing neglect of vocational schools has led to mismanagement, insufficient funding, and outdated curricula that fail to meet the demands of a modern workforce – with many institutions lacking qualified teachers and resources, leaving students inadequately prepared for employment. Socially, vocational pathways still carry a stigma rooted in China’s deep reverence for academic achievement. China is currently facing a structural imbalance in its job market, with an oversupply of university graduates but a shortage of highly skilled factory workers. Bridging this gap – changing not just policy but public perception – is perhaps the most difficult challenge the system faces.

Research on economic returns offers some encouragement: vocational college graduates earn approximately 50% more than those who complete only compulsory education, and the earnings gap between vocational and academic graduates has been narrowing over time. Making these numbers visible to students and families could be key to shifting attitudes.
