Research in education has rarely followed a straight path. Some of the most powerful ideas about how teachers learn, grow, and improve their practice were not born in universities or policy documents – they emerged from urgent real-world problems: racial tensions, post-war social disruption, and the quiet frustration of teachers who knew their classrooms could be better. Action research is one such idea. It has a rich, sometimes turbulent history that stretches from a psychologist’s wartime lab in the 1940s to today’s professional learning communities in schools across the world. Tracing that history reveals not just how a methodology evolved, but why it keeps proving its worth.

The origins: Kurt Lewin and the birth of action research

Kurt Lewin (1890-1947) was a German-American psychologist who is widely regarded as the father of action research. Forced to flee Nazi Germany in 1933, he eventually joined MIT, where he developed his most influential ideas. Lewin was not content with research that produced only academic papers. He wanted inquiry to drive real, lasting social change – and he believed the two had to happen simultaneously.

Lewin’s first ideas on what he called “action research” were sketched out around 1934, but the concept came into sharper focus through his practical work in the early 1940s. He formally introduced the term in 1944 and elaborated on it in his landmark 1946 paper, Action Research and Minority Problems. In that paper, he described action research as comparative inquiry into the conditions and effects of different forms of social action – research that does not stop at observation but leads directly to change.

His core conviction was captured in a maxim that has defined the field ever since: “No action without research; no research without action.” For Lewin, this was not a slogan but a structural principle. He described the process as a spiral of steps, each consisting of planning, action, and fact-finding about the result of that action. This cyclical model – often summarised as plan โ†’ act โ†’ observe โ†’ reflect – became the backbone of action research methodology.

Lewin’s model also had a social conscience at its heart. Much of his work focused on racial relations, religious prejudice, and minority group dynamics – areas where traditional research methods had produced knowledge without producing change. He was explicit that action research demanded moral courage alongside intellectual rigour, noting that social scientists must be willing to act on their findings, not merely publish them.

Early use in education: Stephen Corey and the 1950s

Lewin’s ideas were conceived in the social sciences, but it did not take long for educators to recognise their potential inside schools. The key figure in this transition was Stephen Corey, who served as head of the Horace Mann-Lincoln Institute of School Experimentation at Columbia University. In the 1950s, Corey was a leading voice for promoting action research in education in the USA, and he and his colleagues collaborated extensively with school districts and teachers across the country.

Corey’s most significant contribution was his 1953 book, Action Research to Improve School Practices, published by Teachers College Press at Columbia University. In it, he defined action research as an inquiry undertaken by those working directly in the field – teachers, administrators, and supervisors – to improve their own practice. This was a deliberate and important shift: action research was no longer something done to practitioners by outside researchers. It was something practitioners did themselves.

Corey pushed back against the dominant model of large-scale generalisation in educational research. He argued that everyday problem-solving by educators was actually similar to scientific research, and that problems were best addressed by cooperative groups of teachers who could pool their expertise, consult specialists when needed, and take shared ownership of findings. His vision was one of cooperative action research – collaborative, iterative, and grounded in the actual conditions of individual schools and classrooms.

What Corey fundamentally rejected was the idea that teachers should wait for academics to hand down universal solutions. He believed that the goal was not to generate broad theories applicable everywhere, but to help educators engage in continuous, context-specific improvement – a principle that resonates strongly with how we think about reflective teaching practice today.

Challenges and criticism: the decline in the late 1950s and 1960s

Action research’s early momentum did not go unchallenged. From the late 1950s through the 1960s, the approach faced a significant backlash from the broader research community. Positivist science remained the dominant mode of scientific practice throughout this period, and action research sat uncomfortably within that paradigm.

Critics argued that action research was subjective, context-dependent, and therefore incapable of producing findings applicable beyond a specific classroom or school. It was described by some experimental researchers as the work of amateurs – unscientific and based on common sense rather than rigorous method. As large-scale quantitative studies became the standard for educational research, action research was largely marginalised in academic and policy circles, particularly in the United States.

This criticism was not entirely without basis. Early action research projects often lacked systematic documentation, and the line between structured inquiry and informal reflection was sometimes blurry. Corey himself acknowledged that the quality of educators’ research skills would improve with practice, which implicitly conceded that the methodology was still maturing. Still, the sweeping dismissal of action research as unscientific underestimated what it was actually trying to do – answer practical questions in real educational settings, not produce universal laws of human behaviour.

Resurgence: the 1970s and the push for school reform

By the 1970s, the educational landscape had shifted considerably. Social movements of the era – emphasising participation, democracy, and community empowerment – created a cultural context in which action research’s values felt newly relevant. At the same time, policymakers and educators were growing frustrated with top-down school reform efforts that ignored the knowledge and experience of classroom teachers.

Action research rose in popularity in the late 1970s and 1980s as educationalists began implementing action research-based professional development programmes for in-service teachers. In the United Kingdom, researchers like Lawrence Stenhouse made influential arguments for treating teachers as researchers of their own practice, a position that gave action research renewed theoretical legitimacy. In Australia, Wilf Carr and Stephen Kemmis extended the framework further by locating action research within critical theory, drawing on Habermas to argue that collaborative inquiry could democratise power structures in educational institutions.

This was also the decade when action research was increasingly connected to issues of social justice – not just improving teaching techniques, but questioning whose knowledge counts and who gets to define what good education looks like. Paulo Freire’s critical pedagogy, which had emerged in the 1960s, added another dimension by advocating for the active participation of the marginalised in research that affected their own lives. These ideas enriched action research and helped it move beyond a narrow focus on classroom efficiency.

Modern adoption: action research in today’s schools

Today, action research is firmly embedded in educational practice worldwide. Its applications have expanded well beyond what Lewin or Corey originally envisioned, and it now functions as a cornerstone of teacher professional development and school improvement strategies at every level.

Action research is dynamic and participatory and has become a cornerstone of education research, enabling teachers’ understanding, analysis, and reflection to address classroom challenges while building comprehensive teaching practices. Rather than a one-off exercise, it is now understood as an ongoing cycle of inquiry – teachers identify a problem, collect data, implement changes, evaluate results, and begin again. This iterative process mirrors Lewin’s original spiral, but is now applied to everything from literacy instruction to classroom inclusion to school-wide behaviour policies.

One of the most significant contemporary developments is the rise of collaborative action research through professional learning communities (PLCs), where groups of teachers collectively investigate shared challenges. Research on these communities suggests they improve both teaching quality and student outcomes, particularly when they include sustained inquiry, structured reflection, and access to relevant data. The shift from individual to collaborative inquiry has strengthened action research’s credibility as a rigorous professional practice, not just informal reflection.

National teaching organisations have also started to formalise action research within teacher education. National accreditation bodies have called on teacher education programmes to integrate experiences that develop skills related to action research, including reflection and data literacy. Pre-service teachers are increasingly expected to engage with action research during their training, ensuring that inquiry becomes a habit of mind from the earliest stages of a teaching career.

In higher education and international development contexts, action research has also proved adaptable. From teacher educators in Kazakhstan developing STEM pedagogy through systematic inquiry, to schools in Australia running three-year whole-school improvement initiatives driven by collaborative action research, the methodology continues to evolve and find new expressions. Its emphasis on context-specific knowledge, practitioner agency, and continuous improvement resonates with the demands of education in a rapidly changing world.

What makes action research endure

The longevity of action research is not accidental. It survives because it addresses a tension that has always existed in education: the gap between research and practice. Academic research produces knowledge, but that knowledge often arrives too late, in the wrong form, or without the contextual nuance that makes it usable in a specific classroom. Action research closes that gap by making the practitioner the researcher – by treating the classroom itself as a site of systematic inquiry.

From Lewin’s insistence that social science must drive social change, to Corey’s belief that teachers are capable of rigorous self-directed inquiry, to today’s professional learning communities operating in schools across continents, the core idea has remained consistent: understanding a problem and solving it should not be separate activities. That idea, first sketched in the early 1940s, is as relevant now as it has ever been.
