Most people think of a college or university as a collection of departments, staff, students, and rules. But that view misses something fundamental. A university is not just a building full of people doing separate jobs – it is a living, interconnected system where every part influences every other. When a new admissions policy is introduced, it affects student diversity, which shapes classroom dynamics, which influences faculty research, which informs curriculum design. Pull one thread, and the whole fabric shifts. This is exactly what a systems approach helps us see – and why it has become one of the most valuable frameworks for understanding and managing educational institutions effectively.

What is a systems approach?
The systems approach is a way of thinking that views an institution not as a collection of independent parts, but as a network of interconnected components that work together toward a common purpose. The idea traces back to Austrian biologist Ludwig von Bertalanffy, who introduced General Systems Theory in the 1940s. He argued that it was not enough to understand individual parts – one must also understand the relationships among those parts.
Applied to educational institutions, this means moving away from managing each department or function in isolation. According to systems theory scholars, the basic idea is that “the whole is greater than the sum of all its parts.” A problem arising in one part of a university – say, declining student retention – cannot be solved by looking only at the student services office. It requires examining how academic scheduling, financial aid, faculty engagement, and support systems all interact.
For institutional managers and academic leaders, this shift in perspective is significant. Rather than addressing symptoms, a systems approach pushes decision-makers to look at underlying structures, patterns, and interdependencies. It is an interdisciplinary framework that encourages holistic analysis and more informed, far-reaching decisions.
Key components of institutional systems
When we view a higher education institution as a system, several core components become visible. Understanding these components is essential for effective management.
Inputs
Inputs are the resources that enter the institution from the external environment. In a university, inputs include student applicants, faculty expertise, government funding, research grants, technology, and policy directives. Systems theory identifies the school as an open system with inputs filtering through its boundaries from the surrounding community. The quality and diversity of inputs directly shape what an institution can accomplish.
Processes
Processes are the ongoing activities that transform inputs into meaningful outputs. These include academic processes like curriculum design, teaching, and assessment; administrative processes like admissions, scheduling, and financial management; and support processes like student counselling and career services. A systems-thinking framework in higher education addresses the interconnected dimensions of people, processes, and technology – all three must align for the institution to function effectively. The key to good institutional management is ensuring that these processes are transparent, efficient, and regularly evaluated.
Outputs
Outputs are the results produced by the institution – graduates, research publications, community services, policy recommendations, and cultural contributions. But outputs are not just end-products; they feed back into the system. Graduate employability rates, for example, influence a university’s reputation, which in turn affects student applications, funding, and institutional prestige. This feedback loop is one of the most important mechanisms in a functioning institutional system.
Hierarchies and functions
Within any institution, subsystems form and interact. As research on higher education open systems notes, universities have departments, programs, fields of study, and administrative groups that function as clusters positioned in a hierarchical fashion within the institution. Each cluster has its own responsibilities, yet remains accountable to the larger institutional mission. In an educational setting, core functions – teaching, research, student support, and community engagement – are not isolated activities. They are interdependent. Teaching cannot be effective without research to inform it; student support cannot succeed without a strong academic foundation beneath it.
Open vs. closed systems in colleges and universities
One of the most important distinctions in systems theory is between open and closed systems – and this distinction carries significant implications for how educational institutions are managed.
Closed systems
A closed-system perspective views an organisation as relatively independent of its external environment. It focuses inward on management structures, personnel, equipment, and internal processes – while largely ignoring competitors, regulatory bodies, societal changes, and community demands. Traditional theories regarded organisations as closed systems that were autonomous and isolated from the outside world, and this approach dominated management thinking through the 1960s. In a closed system, control is easier because the number of variables is limited and predictable – but this stability comes at a cost. Institutions operating as closed systems tend toward rigidity, becoming less capable of responding to new challenges over time.
Open systems
Open-systems theory spread from the natural sciences to fields as diverse as computer science, ecology, engineering, and management. In contrast to a closed system, an open system freely exchanges information, resources, and energy with its environment. No higher education institution could exist for long as a completely closed system – colleges and universities depend on outside human, financial, and physical resources for survival.
Open systems are also distinguished by the concept of negative entropy – the ability of an organisation to import more energy and resources from the environment than it uses, thereby avoiding stagnation and decline. An open system can continue to thrive by importing more energy from the environment than it expends, effectively renewing itself. For universities, this means continuously engaging with industry needs, policy changes, community expectations, and global knowledge – not just managing internal operations.
Pioneers Daniel Katz and Robert Kahn were among the first to apply this thinking to organisations systematically, viewing them as open social systems with specialised and interdependent subsystems linked through communication, feedback, and management. They argued that the closed-system approach fails because organisations are reciprocally dependent on their external environments.
What this means for universities
When a university operates with an open-systems mindset, its leaders pay attention to labour market shifts, demographic changes in student populations, technological advancements, and policy reforms – and they adjust internal processes accordingly. Leadership in an open system focuses on influence and patterns rather than rigid control. Academic leaders learn how relationships and interconnections impact the whole institution, rather than optimising individual units in isolation.
In contrast, institutions that slide toward closed-system behaviour – resisting external feedback, protecting internal silos, and dismissing environmental signals – become increasingly fragile. Living systems that are not changing are dying, as systems theorists put it. An institution that stops evolving is not standing still – it is falling behind.
Impact of systemic thinking on institutional growth
Adopting a systems approach does more than improve management clarity – it directly shapes an institution’s ability to grow, adapt, and remain relevant over time.
Adaptability as a survival mechanism
Research on higher education resilience concludes that the survival of higher education depends on the resilience, adaptability, and sustainability skills of institutions. The COVID-19 pandemic made this visible at a global scale – institutions with more interconnected, responsive systems were far better positioned to shift to remote learning, redesign student support, and maintain continuity than those operating in rigid, compartmentalised structures.
Systemic thinking enables institutions to identify what scholars call cascading effects – where a change in one part of the system produces ripple effects across others. Higher education institutions are seen as dynamic and adaptive entities where changes in one part can have cascading effects on other factors. Recognising this early helps administrators plan interventions that address root causes rather than isolated symptoms.
Feedback as a growth tool
In a well-functioning open system, feedback is not just an evaluation tool – it is a growth mechanism. Feedback is the process by which an organisation learns, drawing outputs back into the system as information inputs. For a university, this includes graduate employment data, student satisfaction surveys, peer institution benchmarks, research impact assessments, and accreditation reviews. Each piece of feedback informs the next cycle of decision-making. Without this loop, institutions operate blindly, making changes without knowing whether they are working.
Alignment of mission and processes
A systems approach also demands that institutional functions be aligned with the institution’s overall mission. A systemic evaluation instrument for higher education, as outlined in research published in the journal Research Evaluation, helps decision-makers identify strengths and weaknesses in institutional functioning from a systemic perspective – allowing them to make evidence-based policy adjustments rather than reactive ones. When all subsystems – from curriculum design to student welfare to finance – are consciously aligned toward shared goals, the institution becomes more than the sum of its parts.
Sustainability through systemic integration
Institutions that embed systemic thinking across all levels – governance, teaching, operations, community engagement – are better positioned for long-term sustainability. A whole-institution approach to sustainability emphasises that systemic thinking should permeate all operational levels, not be confined to strategic documents. Sustainable practices must be implemented systemically and holistically across campuses, involving all stakeholders necessary for organisational change. This is not simply about environmental sustainability – it is about building institutions that can endure, evolve, and serve their communities across generations.
A university that thinks systemically does not wait for crises to reveal its structural weaknesses. It continuously monitors inputs, evaluates processes, measures outputs, and responds to feedback – keeping the entire system healthy, adaptive, and purposeful.
