When a child with an intellectual disability learns to read and write their first few words, something important has already happened – they have quietly mastered the individual letters within those words. This is not a small thing. Those letters are the raw material for an entire expanding vocabulary. The challenge for educators is knowing how to leverage what a child already knows to systematically build new language skills – from recognising individual words, to understanding their meaning, to eventually forming simple sentences that serve real communicative purposes. This post walks through that process step by step.

Using known letters to build new words

The most efficient starting point for vocabulary expansion is the child’s existing knowledge. Once a child can read and write a handful of words, they have effectively internalised the letters within those words. Those letters can immediately be recombined to create new ones. For example, if a child knows the words “banana” and “doll”, they already have access to the letters b, a, n, d, o, and l – enough to form entirely new words like “bad,” “lad,” “no,” and “nod.”

This building-block approach works particularly well for children with intellectual disabilities because it reduces cognitive load. Rather than treating every new word as a completely unfamiliar task, the child recognises familiar letter shapes and builds confidence through small, achievable wins. Research in literacy instruction for students with intellectual and developmental disabilities confirms that building on existing knowledge – rather than introducing entirely new material at each step – is a cornerstone of effective reading instruction for this population.

In practice, the teacher can begin by creating a simple letter inventory – a list of every letter the child can already recognise and write. New target words are then selected specifically because they can be assembled from letters already in that inventory, with only one or two new letters introduced at a time. This keeps the learning gradient manageable while still moving vocabulary forward at a steady pace.

Ensuring the child understands what new words mean

Generating new words from familiar letters is only half the work. A child may be able to decode the letters in a word without having any idea what that word refers to. This is a particularly important concern for children with intellectual disabilities, whose vocabulary acquisition tends to be slower and more dependent on concrete, visual anchors than that of typically developing peers. How to make picture-word cards effective

Not all picture-word cards work equally well. Evidence-based teaching approaches for children with intellectual disabilities emphasise that visual supports must be paired with direct instruction and repetition to genuinely boost comprehension. A few practical principles make the cards more effective:

  • Simple, uncluttered images: The picture should show one thing clearly, without background details that compete for attention.
  • One word per card: Keeping cards focused prevents confusion between the word and surrounding visual information.
  • Consistent formatting: Using the same font size, card size, and layout across all cards reduces variability that might distract the child from the core task.
  • Regular review: Cards introduced in earlier sessions should be revisited regularly to reinforce retention, not introduced once and filed away.

It is also worth noting that research on picture-word pairing in word recognition suggests a careful sequence: initially, the picture is used to ground meaning, but over time the goal is for the child to recognise the word independently of the picture. A gradual fading of the visual prompt – showing the word alongside the picture at first, then reducing pictorial support – helps move the child from picture-dependent recognition toward true word knowledge.

Systematically introducing new words with new letters

Once the child has a working base of words and understands what they mean, new vocabulary is introduced in a deliberately controlled way. The guiding principle is that each new word should contain mostly familiar letters with only a few new ones. This maintains a ratio of known to unknown that keeps the child from being overwhelmed while still making genuine progress.

Take the word “potato” as a concrete example. If the child already knows letters like “o” and “a” from previous words, “potato” introduces three new letters – “p,” “t,” and “e” – while reinforcing what is already known. The child is not starting from zero; they are extending an existing framework. Studies on reading instruction for students with intellectual disabilities have found that students with lower IQs respond well to the same structured, cumulative instructional techniques used with other learners, provided those techniques are applied consistently and over an extended period of time.

When selecting which new words to introduce, teachers should consider a few guiding factors:

  • Functional value: Does this word appear in the child’s daily life? Words related to food, objects at home, or school routines are more useful than abstract or rare terms.
  • Letter overlap with known words: The more letters a new word shares with already-known words, the lower the learning burden.
  • Frequency of use: Words the child will encounter and need to use regularly are higher priority than those they may never see again.

Research on evidence-based practices for students with moderate and severe intellectual disabilities strongly supports the use of systematic instruction – introducing words in a deliberate sequence with planned prompting, immediate feedback, and consistent reinforcement – rather than casual or incidental exposure to new vocabulary.

Moving from words to phrases and sentences

Reading and writing individual words is a meaningful achievement, but the ultimate goal of functional literacy is communication – and communication happens in phrases and sentences. Once a child has built a working vocabulary, the next step is learning to combine those words into structured expressions that carry meaning.

This progression follows a clear sequence: single word โ†’ short phrase โ†’ simple sentence. For instance, a child who knows the word “pot” might first be introduced to the phrase “a pot,” then progress to “This is a pot,” and eventually produce or read sentences like “That is a red pen.” Each step adds a small amount of new structure while relying heavily on vocabulary the child already commands.

Why this sequence matters

For children with intellectual disabilities, language development is typically slower and more reliant on concrete, functional vocabulary than in typically developing children. This makes the word-to-phrase-to-sentence progression particularly important – rushing a child into full sentences before they have secure word knowledge is likely to produce confusion rather than communication.

Carrier phrases – short, repeatable sentence frames with a slot for the child to fill in – are a well-established tool at this stage. Frames like “This is a ___” or “That is a ___” provide the grammatical scaffold, and the child’s job is simply to insert a known word. This keeps the task within reach while still practising real sentence structure. Over time, the frames can be varied and the required vocabulary extended, gradually building the child’s ability to generate original sentences.

Progress at this stage depends significantly on the child’s level of intellectual disability. Children with mild intellectual disability may develop the ability to form and write multi-word sentences with relative independence, while those with moderate intellectual disability may rely on simpler sentence structures throughout their lives. This is not a reason to withhold sentence-level instruction – it is a reason to calibrate expectations and celebrate each step of progress as meaningful in its own right.

Linking reading and writing at the sentence level

Reading sentences and writing them are complementary skills that should be developed together. A child who can read “This is a pot” should also be given the opportunity to copy, trace, and eventually write that sentence independently. Explicit instruction in simple sentence writing, paired with picture-word prompts and immediate corrective feedback, has been shown to improve both sentence construction accuracy and writing fluency for students with learning and intellectual disabilities. The written component reinforces the reading component, and together they build a more durable language skill than either alone.

Keeping the process meaningful and manageable

Across all four stages – building new words from known letters, anchoring meaning through picture-word cards, introducing new letters systematically, and progressing to phrases and sentences – the underlying logic is the same: always build on what the child already knows, and introduce new elements one at a time. This is not a slow approach; it is a sustainable one. Children with intellectual disabilities who receive explicit, consistent, and cumulative literacy instruction show measurable gains in vocabulary and reading skills over time, even when progress is not linear.

Tracking that progress matters. Regular short assessments – not formal tests, but simple checks of whether a child can read or write a target word from the week’s instruction – tell the teacher when it is safe to introduce new material and when consolidation is needed. Descriptive research on reading instruction in special education classrooms shows that vocabulary instruction and sight-word activities appear in the majority of effective literacy lessons for children with intellectual disabilities, confirming that these are not peripheral activities but core components of the curriculum.

The goal throughout is not perfection – it is functional communication. A child who can read a short sentence about an everyday object, or write a simple phrase about something in front of them, has gained something of lasting value: the ability to use language as a tool in daily life.
