When we think about educating children with intellectual disabilities, the conversation often gravitates toward what is different – special tools, special environments, special approaches. But here is something worth pausing on: the foundational principles of good teaching are universal. What changes is not the principle itself, but how deliberately and systematically it is applied. Understanding what a teaching strategy actually is – and how it functions in the context of intellectual disability – is the essential starting point for any educator, parent, or caregiver working in this space.

What is a teaching strategy?
A teaching strategy is more than a lesson activity or a classroom trick. Teaching strategies are intentional methods educators use to deliver instruction, engage learners, and support understanding – they shape how learning happens, not just what is taught. In other words, a strategy is the planned framework that guides every instructional decision: the sequence of content, the pace of delivery, the type of practice built in, and the feedback given to the learner.
It helps to distinguish a strategy from related terms. A teaching approach is the broad philosophical orientation – the “why” behind the teaching. A strategy is more tactical: a planned series of actions designed to achieve specific learning goals within that approach. Methods are the structured procedures derived from the strategy, and techniques are the specific moment-to-moment actions a teacher uses in the classroom. Keeping these distinctions clear helps educators make deliberate, coherent choices rather than grabbing whatever activity seems interesting in the moment.
A teaching strategy, as defined by Stone and Morris, is a generalized plan for a lesson that includes structure, instructional objectives, and an outline of planned tactics necessary to implement it. This planned, goal-directed nature is what separates effective instruction from improvised classroom activity.
Are strategies for children with intellectual disabilities fundamentally different?
This is a question worth addressing directly – and the honest answer is: not inherently. Structured learning strategies, clear routines, and individualized instruction are essential for building confidence and promoting independence in learners with intellectual disabilities – but these are the same principles that underpin effective teaching for all learners. The difference lies not in the nature of the strategy, but in how explicitly and carefully each step is articulated and delivered.
Children with intellectual disabilities often need more time, more repetition, and more deliberate scaffolding. Steps that a typically developing learner might infer or pick up implicitly need to be made explicit and broken down further. Breaking down larger tasks into their specific component parts can be an effective technique for teaching any number of skills to students with intellectual disabilities. More complex concepts or activities can then be taught over time, and as the student masters one component of the task, another is added to the routine.
This does not mean the strategy is categorically unique to disability – it means the structured approach is simply made more visible, with fewer gaps left to chance. Success for students with learning disabilities requires a focus on individual achievement, individual progress, and individual learning – with specific, directed, individualized, intensive remedial instruction for students who are struggling. These are principles any good educator would recognize.
The role of structure in effective teaching
Structure is not a constraint on learning – for children with intellectual disabilities, it is the very condition that makes learning possible. When a learner knows what to expect, the cognitive energy that would otherwise go into figuring out the environment can be directed toward the actual content. Routines help a student understand how to behave, and students often feel more secure when they know what to expect.
Structure also manifests in how instructions are given. Clear and specific instructions about the task or expected behavior – along with how much time the student has – help orient the learner before they begin. Visual instructions, demonstrations, and brief prompts immediately before each activity are all part of this structured approach.
Importantly, structure does not mean rigidity. A well-planned strategy is designed to be responsive. If a student is not making progress with one approach, the structure itself provides a framework for identifying where the breakdown is occurring and adjusting accordingly.
Direct teaching vs. discovery learning: what the evidence says
One of the most significant – and sometimes contentious – questions in education is whether children learn better through direct teaching or through discovery. For children with intellectual disabilities, this question has a fairly clear answer in the research literature, though nuance still matters.
Understanding direct teaching
Direct teaching, sometimes called direct instruction or explicit instruction, involves the instructor actively directing the learning process. The teacher models the skill, explains the steps clearly, guides practice, checks for understanding, and provides immediate feedback. The learner is not left to figure things out independently – the path is laid out and the teacher walks alongside. One reason explicit, teacher-directed instruction is effective with students with learning disabilities is that it reduces cognitive load. Focusing on critical content, chunking complex skills or information into smaller units of instruction, modeling, and guided practice are helpful when students may not have yet mastered prerequisite skills.
Direct Instruction programs were deemed one of just seven interventions proven effective and successful with special needs students in a “Mega-Analysis of Meta-Analyses” published in the journal Teaching Exceptional Children. The research also found that these benefits extended across preschool to high school, and across conditions including developmental delays, language delays, and mild cognitive disabilities.
At the academic level, the evidence is equally compelling. A meta-analysis found that systematic phonics instruction using a direct instruction approach is an evidence-based practice to teach students with intellectual disability to decode text. Studies show that even students with moderate and severe intellectual disabilities can make meaningful progress in phonological awareness and letter-sound knowledge when they receive intensive, systematic instruction using research-based techniques.
Understanding discovery learning
Discovery learning, by contrast, involves arranging an environment where students explore and arrive at concepts on their own – or with minimal guidance. The teacher steps back, the learner investigates. The underlying idea is that knowledge constructed through personal exploration is retained more deeply. This approach has genuine merit in certain contexts, particularly for learners who already have foundational knowledge and strong working memory.
However, for children with intellectual disabilities, unassisted discovery creates significant challenges. A meta-analysis of 164 studies found that outcomes strongly favored explicit instruction over unassisted discovery learning under most conditions. The findings suggest that unassisted discovery does not benefit learners, whereas feedback, worked examples, scaffolding, and elicited explanations do.
The key word here is unassisted. Discovery learning that is guided – where the teacher provides scaffolding, feedback, and structured prompts – fares better. Discovery-based instructional approaches should be guided and explicitly rendered to reach their full impact. Direct teaching and employing worked examples are likely more effective than unassisted discovery.
Why direct teaching works better for intellectual disabilities
The reason direct teaching is particularly effective for children with intellectual disabilities comes down to how intellectual disability affects learning. Intellectual disabilities are defined by significantly below-average intellectual functioning, typically measured by IQ scores below 70, along with limitations in adaptive behavior that appear before the age of 18. These challenges can influence how a person processes information, interacts socially, and performs academic or functional tasks.
Because intellectual disabilities often affect working memory, processing speed, and the ability to generalize learning from one context to another, unassisted discovery places an especially heavy cognitive burden on these learners. When a child cannot readily infer patterns, they need those patterns shown to them clearly and repeatedly. Scaffolding makes a real difference: starting with heavily mediated explicit instruction and then slowly allowing the student to acquire the skill, moving toward the goal of student-mediated instruction.
This does not mean discovery has no place whatsoever. Even within a direct instruction framework, there are moments where a teacher might invite a child to predict what comes next, or try a step independently before receiving feedback. A combination of direct instruction and inquiry may often be the best approach to support student learning – with inquiry-based instruction being most effective when supplemented with guidance based on students’ prior knowledge and other characteristics. The difference is that for children with intellectual disabilities, direct instruction forms the foundation, and any exploratory elements are carefully scaffolded within it.
Moving from strategy to practice: what this looks like in the classroom
Understanding the theory is one thing; seeing how it translates into the daily routine of a classroom is another. When teaching strategies are applied well for children with intellectual disabilities, they share several consistent features.
First, tasks are broken into small, sequential steps. A skill like washing hands or writing one’s name is not taught as a single task – it is analyzed, decomposed, and taught step by step. This is the essence of task analysis, and it reflects the structured approach that good teaching strategy demands.
Second, prompting is used systematically. Physical and verbal prompting guides correct responses, with specific verbal praise used to reinforce them. As the student masters the skill, prompts are gradually reduced. This fading of prompts is itself a planned instructional decision, not something left to chance.
Third, instruction is individualized. No two learners with intellectual disabilities are alike. Effective individualized instruction tailors content, pacing, delivery methods, and support systems to meet the specific learning profile of each student. In many contexts, this is formalized through an Individualized Education Program (IEP), which serves as the documented blueprint for the teaching strategy applied to that particular child.
Finally, the goal is always independence. Independence and self-reliance should always be primary goals of all instructional strategies employed with students with intellectual disabilities. A well-designed teaching strategy is not about creating dependency on the teacher – it is about building the learner’s capacity to function with decreasing support over time.
