Choosing the right ICT tool for a student with a disability is never a one-size-fits-all decision. A screen reader that transforms learning for one student may be completely unsuitable for another. According to the World Bank’s Inclusive Education Initiative, nearly 1 in 4 parents of children with disabilities lacked access to digital devices during the COVID-19 pandemic – and almost half of parents and teachers were concerned about whether children with disabilities would even know how to use technology appropriately. That gap between availability and usability is precisely where educators and families must step in. Getting ICT selection right requires a structured, collaborative approach – one grounded in individual need, sustained training, ongoing review, and long-term planning.

Individual needs assessment and tool selection
Before selecting any ICT tool, the most important step is understanding the individual learner. The UNESCO Global Education Monitoring Report on Educational Technology explicitly calls for all technology decisions in education to be driven by learner needs – not by what is trending, affordable, or readily available. This means teachers and parents must begin with a thorough assessment of each child’s physical, cognitive, communication, and sensory profile.
For example, a student with a visual impairment may benefit from screen-reading software or text magnification tools, while a student with a hearing impairment may need sound amplification devices, captioning software, or visual alert systems. A child with motor difficulties might require adaptive keyboards, eye-gaze technology, or voice-activated control. Speech-to-text applications are particularly valuable for students who struggle with writing, enabling them to dictate responses and participate in written assignments without the barrier of manual input.
This assessment must also account for the learning environment itself. A tool that works well at home may face connectivity or compatibility issues in the classroom. When selecting technology for learners with disabilities, key considerations include access, age-appropriateness, the student’s existing digital skills, and the physical and cognitive demands of the tool. Classroom compatibility – whether the chosen tool integrates with existing school systems, requires special hardware, or demands a specific level of internet connectivity – must be verified before any commitment is made.
Using the SETT framework for structured selection
One of the most widely used frameworks for guiding ICT selection is the SETT framework – which stands for Student, Environment, Tasks, and Tools. Developed by Zabala (1995), the SETT model was designed to assist IEP teams in systematically gathering information before selecting and implementing assistive technology in classrooms. By examining the student’s needs, the environments in which the tool will be used, the specific tasks the student must accomplish, and only then considering appropriate tools, SETT prevents the common mistake of choosing technology before fully understanding the need it should address.
Parents play a critical role during this phase. They often hold the richest understanding of how their child functions across different environments – at home, in social settings, and during unstructured time. The IEP team, which typically includes the child’s teacher, parents, a special education representative, and relevant specialists, is responsible for assessing the child’s AT needs, considering both strengths and challenges, and documenting appropriate devices and services in the child’s Individualized Education Program (IEP). This collaborative team approach ensures that no single perspective dominates the selection process.
Training and support systems
Even the most carefully chosen tool will fail if teachers and parents are not equipped to use it confidently. Research consistently shows that teachers report a significant lack of skills and knowledge when it comes to supporting assistive technology use in the classroom – largely due to inadequate pre-service preparation. This training gap is one of the primary reasons that well-intentioned ICT integration falls short in practice.
Effective preparation goes beyond reading a product manual. It requires hands-on, context-specific learning. Studies indicate that 90% of special education teachers are strongly interested in receiving further AT training, with one-on-one instruction and workshop-based learning identified as the most preferred formats. Workshops where educators can trial tools with simulated student scenarios, peer learning opportunities where colleagues share what has and has not worked, and structured tutorials that build from basic operation to advanced customisation – all of these are essential components of an effective training programme.
Building troubleshooting capacity
Training must also include basic troubleshooting skills. When a device malfunctions mid-lesson, a teacher who can quickly resolve the issue maintains the student’s learning momentum. One who cannot may inadvertently communicate that the tool is unreliable – which can discourage the student from using it. Resources such as the Assistive Technology Internet Modules (ATIM), a free collection of over 50 self-paced modules, are designed to help educators identify needs, plan implementation, and support individuals with disabilities across school, home, and community settings.
Families also need training support, especially when ICT tools are used at home. Schools should offer regular check-ins and accessible help for families, as parents – particularly those supporting children in home or hybrid settings – need training on both the basic operation of AT devices and how to troubleshoot common problems. When parents are confident with the tools, continuity of use between school and home becomes far more achievable.
Ongoing evaluation and adaptation
Selecting and implementing an ICT tool is not the end of the process – it is the beginning. Student needs evolve, technologies change, and what works effectively in one term may become insufficient in the next. This is why ongoing evaluation is not optional; it is a professional responsibility.
According to the Quality Indicators for Assistive Technology (QIAT) – a widely recognised framework for AT service quality – the evaluation of technology effectiveness must be a dynamic, responsive, and ongoing process reviewed periodically throughout the student’s educational programme. This evaluation involves both quantitative and qualitative data: observable changes in task completion, independence, participation, productivity, and student satisfaction all form part of the picture.
What to observe and measure
Effective evaluation involves multiple sources of information. Teachers should monitor how actively a student engages with the ICT tool during class – whether they use it consistently, whether it reduces frustration, and whether it improves task completion. Direct feedback from the student, when possible, is especially valuable. Does the child find the tool helpful or confusing? Does it feel natural or disruptive to use?
Parent communication is equally important. The Center for Parent Information and Resources notes that as a student’s environments, tasks, and abilities change over time, their AT needs will likely change as well – making ongoing consideration a required part of every annual IEP review, and ideally a continuous process throughout the year. Regular structured conversations between teachers and parents – not just at formal review meetings – keep the evaluation process alive and grounded in real experience.
When evaluation data indicate that a tool is not meeting the student’s needs, the IEP team is responsible for deciding what changes or modifications are required – whether to the assistive technology itself, the tasks expected of the student, or factors within the learning environment. The goal is never to persist with a tool for the sake of consistency, but to adapt in the service of learning outcomes.
Creating sustainable implementation strategies
ICT integration for students with disabilities is sustainable only when it is supported by systems – not just by individual teacher effort or parental goodwill. Schools and families must work together to build structures that outlast staff changes, device upgrades, and evolving student profiles.
Building support networks
Support networks are the foundation of sustainability. These include internal networks – colleagues who share knowledge and troubleshoot together – and external networks such as organisations like CAST, which developed the Universal Design for Learning (UDL) framework, and the AT3 Centre, which provides training and technical assistance to educators, families, and individuals with disabilities on assistive technology at no cost. Connecting with these resources prevents isolation and ensures that educators and parents remain informed as the technology landscape shifts.
A recent review of ICT tools for inclusive education identified three key dimensions of successful technology integration: technology mediation (using digital tools as assistive supports or cognitive scaffolds), teacher-student interaction (enabling communication, automated feedback, and real-time adaptation), and self-regulation and autonomy (supporting personalised, independent learning paths). A sustainable implementation strategy must address all three of these dimensions – not just the technology itself, but the pedagogical relationships and learning culture around it.
Maintaining device functionality and flexibility
Device maintenance is a practical but often overlooked element of sustainability. ICT tools that are broken, outdated, or incompatible with school systems cannot support learning. Schools should maintain an inventory of functional devices, establish clear protocols for repair or replacement, and budget for these costs proactively. The World Bank’s TEDDIE (Tech-Enabled Disability Inclusive Education) Costing Tool was specifically developed to help education decision-makers plan, cost, and budget for inclusive digital solutions – accounting not only for initial purchase but also for maintenance, repair, and teacher training.
Flexibility is equally essential. The ICT landscape changes rapidly, and tools that are cutting-edge today may be obsolete within a few years. Implementation strategies should therefore avoid rigid dependence on a single platform or device. Professional development in special education should equip teachers to customise technology to fit each student’s needs, ensuring that all students – regardless of their disability – have equal access to learning opportunities as available tools evolve. A flexible approach keeps the student’s learning needs, rather than any particular technology, as the constant reference point.
Keeping students at the centre
Perhaps the most important principle underlying all sustainable ICT implementation is that the student’s experience must remain central. Assistive technologies promote independence by enabling students with disabilities to perform tasks on their own – fostering confidence, autonomy, and a sense of accomplishment. When tools are selected thoughtfully, educators and families are trained effectively, evaluations are conducted regularly, and support systems are built with care, ICT becomes far more than a classroom aid. It becomes an instrument of genuine inclusion.
The most effective implementations are those where the student gradually internalises the tool as a natural part of how they learn – not a workaround, but a genuine enabler of their full participation in education. That outcome, however, only emerges when the adults around them take the selection, training, evaluation, and sustainability work seriously.
