Every year, millions of university students spend weeks cramming notes, memorizing definitions, and rehearsing answers – only to forget most of it within days of the final exam. If this sounds familiar, it raises a serious question: are examinations actually measuring learning, or are they simply measuring a student’s ability to memorize and reproduce information under pressure? Research published in Higher Education has found that relatively few of the perceived academic benefits of high-stakes examinations have a strong evidence base, and that support for their continued dominance is largely rooted in habit and pragmatism rather than pedagogical merit. It’s time to examine how the examination system has become a stumbling block for qualitative assessment in higher education.

The problem with rote learning

At the heart of the examination problem is what it rewards: memorization. Traditional exams are designed to test recall – dates, definitions, formulas, and fixed answers. This has created a culture of rote learning, where students learn for the exam rather than through the learning process. A study published in Humanities and Social Sciences Communications found that examination stress, time pressure, and anxiety push students toward surface and strategic approaches to learning, narrowing the scope of what and how they study.

The real cost of this approach is deeper than a poor grade. Examinations have a very limited capacity to foster and assess listening and communication skills – two of the most valued qualities employers seek in university graduates. When students spend the majority of their academic energy on exam preparation, skills like articulating ideas clearly, working collaboratively, and thinking on their feet receive little to no development.

Consider how a biology student might memorize the stages of mitosis for an exam, recite them accurately, score well – and still be unable to explain why cell division matters in the context of cancer research. Recall without application is not understanding. Assessment in higher education has traditionally focused on retention of knowledge and its application in limited contexts, as measured by paper-and-pencil tests, a model that was designed for a different era and a different world of work.

The misalignment with educational goals

Higher education is meant to do more than sort students by grade. Its broader mandate – to prepare critical thinkers, creative problem-solvers, and lifelong learners – is fundamentally at odds with an assessment system driven by end-of-term examinations.

What exams fail to measure

Qualitative measures such as leadership abilities, ethical reasoning, and critical thinking may be difficult to measure, but these skills are central to preparing students for lifelong learning and effective citizenship. Yet these are precisely the outcomes that disappear from view when a three-hour written exam becomes the sole instrument of evaluation. A student who produces a nuanced, well-argued essay over weeks of research can demonstrate far more intellectual development than one who correctly answers a set of multiple-choice questions in an exam hall.

Assessment tasks like presentations, debates, peer learning activities, and inquiry-based group projects offer valuable opportunities for authentic learning that are reduced when there is a heavy emphasis on high-stakes examinations. The irony is that most educators agree on the importance of these skills – yet the system they operate within continues to sideline them.

Authentic assessments should be aligned with higher-order learning outcomes, helping students understand assessment criteria and quality standards. When this alignment is missing, students are essentially being evaluated on a different set of skills than those they were promised the degree would develop.

The narrowing of curriculum

Over-reliance on examinations is problematic because it constrains diversity in assessment methods – diversity that is necessary to assess a broad range of learning outcomes and maintain student engagement. When examinations dominate, teachers also tend to teach to the test. Content that is unlikely to appear in exams gets deprioritized or dropped altogether, regardless of its educational value. This creates a narrowing of the curriculum that directly undermines the quality of higher education.

Issues in university examination systems

Even setting aside the debate about what exams measure, the mechanics of how they are designed and graded raise serious concerns about fairness and reliability.

Subjective grading and inconsistency

Grading in universities is far less objective than it appears. Research shows that unfair or inconsistent grading erodes student trust and undermines engagement, particularly in marginalized groups, directly influencing high-stakes outcomes such as scholarships, university admissions, and job prospects. Even within the same institution, two instructors grading the same essay response may arrive at significantly different scores. Grading standards differ not just from one institution to another, but from department to department within the same institution, creating an uneven playing field that has little to do with student ability.

This inconsistency is compounded when instructors assess intangible qualities. Traditional grading practices include participation or effort categories that reflect the teacher’s subjective evaluation of a student’s behaviors, which cannot help but be judged through a biased lens. These biases can be unconscious, but their effects on student outcomes are very real. Grades awarded under such conditions may not accurately reflect students’ knowledge and skills, particularly for those with special needs, English language learners, students from low socioeconomic backgrounds, and students of color.

Language barriers and inequitable access

In multilingual and multicultural university environments, language itself becomes a barrier to fair assessment. Many students – particularly international students and first-generation learners – are assessed in a language that is not their strongest medium of expression. Assessments can contain references that may not be understood by students from different cultures or for whom English is not their first language, yet these same students are expected to perform on the same instrument under the same conditions as native speakers.

For first-generation and international students, academic language can feel like an unfamiliar code, making everyday tasks like reading a syllabus or understanding a lecture overwhelming – and these barriers impact more than comprehension; they affect students’ confidence, engagement, and overall academic success. An exam that penalizes a student’s grasp of academic English rather than their knowledge of the subject is not measuring what it claims to measure.

Disability and structural exclusion

Assessment is a primary barrier to the inclusion of students with disabilities in higher education, with research showing that inaccessible examination halls and digital assessment systems contribute to experiences of exclusion rather than belonging. Students from diverse backgrounds – including those with disabilities and international students – report assessment as a significant challenge within higher education, partly due to assessment strategies that do not account for the increasingly diverse student population. The standard exam format, designed decades ago for a fairly homogeneous student body, has not kept pace with who actually fills university classrooms today.

Towards competency-based assessment

The alternative to exam-centric evaluation is not to eliminate assessment – it is to make assessment more meaningful. Competency-based assessment (CBA) is a framework that shifts the focus from how much information a student can recall to what a student can actually do with their knowledge.

What competency-based assessment looks like

Competency-based education organizes academic content according to competencies – what a student knows and can do – rather than following a more traditional time-based course structure. In practice, this means students are evaluated through a combination of performance tasks, projects, presentations, portfolios, and direct observations rather than a single high-stakes exam. Instead of measuring time spent, this approach measures skills; instead of offering one data point – pass or fail – it generates insights throughout the learning process.

Competency-based medical education, for example, relies on formative assessments that aim to support learners in achieving the next level of mastery, rather than serving as a final evaluation. This ongoing feedback loop is far more aligned with how learning actually works – as an iterative, cumulative process, not a single moment of performance.

Why it works better for diverse learners

Competency-based assessments help create a personalized learning experience designed to help students develop in their unique areas of improvement. A student who struggles with written exams due to test anxiety or language differences may nonetheless demonstrate excellent problem-solving during a clinical simulation, a design project, or a structured debate. CBA opens space for that evidence to count.

Competency-based learning is an evidence-based approach that emphasizes cycles of feedback and iteration, with the ultimate goal that learners demonstrate proficiency on defined learning outcomes – not accumulate points through any available means. This shift in focus changes the student’s relationship with learning itself. Rather than asking “what will be on the exam?”, students begin asking “have I actually mastered this?”

Institutional momentum is growing

Nearly 1,000 competency-based programs are now offered at 600 higher education institutions, spanning fields as varied as welding, theology, and medicine. Leading institutions like Western Governors University and Southern New Hampshire University demonstrate this through robust frameworks that combine performance tasks, project-based assessments, and proctored exams – all designed to measure skills in real-world contexts. Meanwhile, employers increasingly prefer evaluating a candidate’s work portfolio instead of merely a resume or transcript, because it can better demonstrate whether the student has the skills and knowledge to succeed in a job.

The shift will not happen overnight. It requires rethinking institutional policies, retraining faculty, redesigning curricula, and changing the culture around what a grade is supposed to mean. These shifts require examining deeply held beliefs about the purpose of grades, assessment, and learning – beliefs that have been entrenched in higher education for well over a century. But the case for change is no longer theoretical. The evidence that traditional examinations fall short as tools for qualitative assessment is both substantial and growing.

A system designed to sort students by rank was never designed to develop them as thinkers. Higher education deserves an assessment model that actually matches its stated purpose.
