For decades, the examination system in Indian higher education has functioned as the final judge of a student’s worth – a single high-stakes test that decides careers and futures. Yet this system has long been criticized for doing the opposite of what education should: it rewards memorization over understanding, and creates anxiety rather than curiosity. Reforming this system is not a new idea – it has been debated since independence – but the urgency has never been greater. Here’s a clear look at why examination reforms matter, what commissions and regulators have recommended, and which specific changes are reshaping higher education assessment.

The need for examination reforms

The problem with India’s examination system in higher education is structural. As UGC’s evaluation report notes, the dominant pattern tests memory learning, with most marks determined solely by a term-end written examination. The entire teaching-learning process gets oriented toward preparing students to score better marks, not to gain deeper knowledge or develop skills. Students enroll in higher education but graduate without the knowledge and expertise that employers – public or private – actually need. This disconnect is so severe that many degree holders then face additional written examinations just to qualify for jobs.

The roots of this critique go far back. The Indian University Commission in 1902 observed that the greatest problem plaguing Indian university education was that teaching was subordinated to examination rather than the other way around. A century later, the observation still holds. Exams drive the curriculum; curiosity, analytical thinking, and real understanding remain secondary.

The issues can be grouped into several categories. First, there is an overemphasis on memorization – students are rewarded for reproducing content, not for analyzing or applying it. Second, subjectivity in evaluation – essay-type answers are graded inconsistently, with different examiners arriving at very different scores for the same answer. Third, poor content coverage – a question paper drawn from a vast syllabus often covers only a narrow portion, introducing chance as a factor in performance. Fourth, absence of continuous assessment – the entire semester or year’s learning is judged by one exam, with no opportunity to demonstrate growth over time.

Recommendations by education commissions

The call for reform is not recent. Multiple education commissions over the post-independence period have identified examination reform as an urgent priority.

The University Education Commission (1948)

The first major signal came from the University Education Commission of 1948, which stated plainly that if it were to make just one recommendation to reform education, it would identify examinations as the area of urgent, top-priority reform. Among its key suggestions: one-third of marks in each subject should be reserved for work done during the course of instruction, uniform standards should be maintained across universities, and a permanent, full-time Board of Examiners should be constituted at each university with expertise in testing and statistics. These were foundational ideas – the seeds of internal assessment and standardization that later reformers would build upon.

The Kothari Commission (1964-66)

Two decades later, the Kothari Commission gave more concrete shape to these ideas. It recommended that a new approach to evaluation be developed – one that improves the reliability of written examinations while also measuring aspects of student growth that written tests cannot capture. It called for raising the technical competence of paper setters, orienting question papers toward objectives beyond simple knowledge recall, and showing internal assessment marks separately from external examination marks. Crucially, it proposed that the UGC set up a Central Examination Reform Unit to collaborate with universities on systematic implementation.

The UGC’s Plan of Action (1973)

The UGC’s landmark document, Examination Reform: A Plan of Action, endorsed in August 1972 and formally launched in 1973, was perhaps the most concrete step. It directly acknowledged the shortcomings of written examinations – emphasis on memorisation, subjectivity, poor content coverage, and invalid questions – and proposed a series of concrete measures. Twelve or so universities were initially chosen to implement these reforms with UGC financial support. The Plan of Action covered internal evaluation, objective-type questions, grading systems, and question banks.

The UGC, established by Parliament in 1956 to coordinate and maintain standards of teaching, examination, and research in university education, has continued to drive these reforms across decades, including through its Action Plan for Academic and Administrative Reforms which covered curriculum development, semester systems, choice-based credit systems, and examination reform as interlinked goals.

Major aspects of examination reform

The various commissions and the UGC converge on several specific reform measures. Together, they represent a comprehensive restructuring of how students in higher education are assessed.

Internal evaluation and continuous assessment

The shift from a single terminal examination to a system of internal and continuous evaluation is perhaps the most fundamental reform. A UGC committee on evaluation reform proposed that assessments must include both formative and summative components, with timely feedback, and that memorization should be discouraged. The committee’s recommendation – that 75% of assessment should be internal, with only 25% external – represents a dramatic departure from the current system where most marks are determined by one final university-conducted examination.

Internal assessment can take many forms: periodical tests during the year, seminars, project work, group discussions, practical demonstrations, and portfolio-based evaluation. Dr. Benjamin Bloom, invited by the Ministry of Education in 1957, had already recommended that periodical tests given during the year by the teacher should count as part of the final assessment – a principle that took decades to gain traction. The key challenge with internal assessment is ensuring fairness: safeguards against favoritism and arbitrariness must be built into the system through moderation and transparent criteria.

The grading system

Replacing marks and percentages with a grading system is another significant reform. The current marks-based system creates unhealthy competition, reduces a student’s academic journey to a single number, and fails to communicate meaningful information about actual competence. A grade-based system, when implemented well, groups students into performance bands, reduces the obsession with marginal differences in marks, and allows institutions to communicate learning outcomes more meaningfully.

The Choice Based Credit System (CBCS), made mandatory by UGC in 2016, integrates the grading system with a credit-based framework. Credits are allocated to all educational components – courses, placements, dissertation work – based on student workload and learning outcomes. This also facilitates academic mobility, making it easier for students to transfer between institutions and for their qualifications to be compared nationally and internationally, including with systems like the European Credit Transfer and Accumulation System (ECTS).

Question banks

The development of question banks is a reform that directly addresses two persistent problems: subjectivity in question setting and poor coverage of the syllabus. The National Seminar on Examinations in Higher Education (1971) was among the first to strongly recommend that a “pool of questions” – now called a question bank – be developed in every major discipline. When questions are drawn from a validated bank, the process becomes more standardized and transparent.

A well-maintained question bank goes beyond multiple-choice questions. As PARAKH, the national assessment body under NCERT, emphasizes, question banks must be designed for competency-based tests that evaluate higher-order skills – not just recall, but analysis, application, and synthesis. This requires training faculty specifically in item writing and evaluation design, a step that has often been neglected in reform implementation.

Semester system and semesterisation

Increasing the frequency of examinations through a semester system has been part of the reform agenda since the 1970s. Breaking the academic year into two semesters – rather than one annual cycle – creates more frequent assessment points, reduces the reliance on a single high-stakes examination, and allows students and teachers to receive feedback and correct course mid-year. The semester system, combined with continuous assessment, fundamentally changes the rhythm of learning, making it more iterative and less driven by year-end pressure.

National examinations and standardization

At the national level, the Ministry of Education and UGC have moved toward standardized national examinations for specific purposes. While common entrance examinations like CUET for undergraduate admissions have been introduced, debates continue about their design and scope. The UGC’s discussion papers have expressed caution about over-relying on common ability tests, noting that excessive centralization can reduce flexibility and may generate a coaching culture that detracts from genuine learning – as already visible with JEE and NEET preparation.

For postgraduate admissions, national-level examinations after “clustering” institutions by type offer a more nuanced alternative – maintaining some standardization while preserving institutional diversity.

Future directions: implementing reforms effectively

The trajectory of examination reform in India offers both inspiration and caution. Studies on reform implementation in traditional universities show that despite decades of recommendations across eight key areas – internal assessment, grading, question banks, syllabus revision, semesterisation, and more – progress has been uneven. Reforms succeeded in IITs, IIMs, and unitary university departments, but struggled to take root in the affiliating university system that serves the majority of India’s students.

The barriers are structural and cultural. As observers of UGC reform efforts note, bureaucratic inertia, insufficient motivated faculty, underfunded institutions, and state-level variation in compliance all slow the pace of change. Education is on the concurrent list – meaning state governments are critical implementation actors – and historical backtracking is a real risk.

As researchers at the Observer Research Foundation point out, many reforms are being reduced to cosmetic changes in question paper patterns rather than genuine shifts in how learning is assessed and supported in classrooms. The change must be deeper: teachers need training in formative assessment design, institutions need resources to support diverse evaluation methods, and policymakers need to build shared understanding among teachers, students, and administrators about what reform actually means in practice.

PARAKH (Performance Assessment, Review, and Analysis of Knowledge for Holistic Development), established under NEP 2020 as a national assessment body, represents the most recent institutional attempt to anchor these reforms. Its mandate – to set benchmarks, track national progress in educational outcomes, and help boards align their practices with competency-based assessment – reflects lessons from decades of reform attempts. Alongside the National Education Policy 2020‘s emphasis on formative assessment, reduced high-stakes testing, and 360-degree progress cards, it signals a more holistic direction.

The path forward requires more than policy documents. It demands consistent investment in faculty development, institutional capacity building, and a genuine cultural shift – from viewing examinations as gatekeepers to viewing assessment as a tool for learning and growth. The frameworks are in place. What remains is the will to implement them at scale.
