India’s examination system has never been static. From the moment the country gained independence in 1947, educators, policymakers, and commission members recognized a troubling reality: the inherited colonial model of assessment was doing more harm than good. It rewarded rote memorization over genuine understanding, placed enormous weight on a single terminal examination, and gave students no credit for their day-to-day classroom engagement. What followed was a decades-long reform movement – a relay race of commissions, seminars, and national policies – each one passing the baton further toward a fairer, more meaningful system of evaluation. That journey, which began with the Radhakrishnan Commission in 1948, continues today under the transformative vision of the National Education Policy 2020.

The Radhakrishnan Commission (1948-49): the first call for change

The University Education Commission of 1948-49, formally known as the Radhakrishnan Commission after its chairman Dr. Sarvepalli Radhakrishnan – philosopher, educationist, and future President of India – was the first major education commission of independent India. Appointed in November 1948, barely a year after independence, its mandate was comprehensive: to review the existing state of university education and recommend measures for its improvement to meet the needs of a nation in rapid transition.

One of the Commission’s sharpest observations was about the examination system. It stated plainly that “if we are asked to give one single reform in university education, we shall say it should be that of examinations.” The Commission criticized the existing system for its complete reliance on terminal examinations – end-of-year tests that determined a student’s entire academic fate – while giving no credit whatsoever to the work done throughout the year in classrooms and tutorials.

What the Commission proposed

The Radhakrishnan Commission put forward several concrete examination-related recommendations. It called for the supplementing of essay-type questions with objective-type questions and oral tests, recognizing that a single format could not capture the full range of a student’s abilities. It also recommended the establishment of examination boards with external examiners to maintain standards and ensure fairness across institutions. Crucially, it argued that class-work – the academic engagement happening every day inside colleges – deserved formal recognition in the final assessment of a student. This was the earliest institutional call for what we today recognize as internal assessment in Indian higher education.

The Commission also recommended that a university degree should not be a prerequisite for entry into government administrative services, proposing instead special examinations for recruitment. This was a direct critique of how the degree-examination nexus had come to dominate and distort the purpose of higher education. Beyond examinations, the Commission’s most transformative institutional recommendation was the creation of a national body to coordinate and regulate higher education – which eventually led to the establishment of the University Grants Commission (UGC) as a statutory body in 1956.

The Secondary Education Commission (1952-53): giving internal assessment a structure

Just a few years after the Radhakrishnan Commission submitted its report, the Government of India recognized that secondary education – described by the Radhakrishnan Commission itself as “the weakest link” in the educational chain – urgently needed its own overhaul. The Secondary Education Commission, appointed on 23 September 1952 under the chairmanship of Dr. A. Lakshmanaswami Mudaliar, Vice-Chancellor of Madras University, addressed this gap head-on. Its report, submitted in 1953, is often called the “Bible for teachers” for the sweep and depth of its recommendations.

The Commission found the pre-existing examination system deeply flawed. In the Commission’s own assessment, the “dead weight of the examination” had stereotyped the curriculum, promoted mechanical and lifeless teaching, and placed stress on the wrong things in education. Students were memorizing answers, not learning subjects.

Reducing external exams, boosting internal assessment

The Mudaliar Commission made several specific and consequential recommendations on examination reform. It recommended that the number of external examinations be reduced, and that the subjectivity inherent in essay-type questions be minimized by introducing objective-type tests and changing the types of questions used. It advocated for only one public examination at the completion of the secondary school course, replacing the multiple high-stakes tests that had been burdening students.

More significantly, the Commission insisted that the final assessment of a student must give due credit to internal tests and school records maintained throughout the year. Every student’s progress – across academic performance and participation in activities – was to be tracked systematically. The Commission also introduced a five-point grading scale – ranging from Distinction (A) to Fail (D and E) – replacing the traditional numerical marking system with a symbolic one that gave a more holistic picture of a student’s standing. These recommendations were genuinely path-breaking for their time, laying the conceptual groundwork for continuous and comprehensive evaluation that later national policies would formalize.

The Bhopal Seminar (1956) and beyond: from recommendation to practice

The shift from policy recommendation to actual implementation required more than commission reports. It needed professional consensus-building among educators across the country. This is precisely what a series of seminars and expert meetings in the mid-1950s and 1960s were designed to achieve. Among these, the Bhopal Seminar of 1956 stands out as a particularly important milestone in India’s examination reform movement.

The Bhopal Seminar brought together education experts to deliberate on practical methods of assessment reform. Among its key recommendations was that 20% of marks be devoted to internal assessment – a specific, actionable figure that gave universities and states a concrete target to implement. This recommendation was adopted relatively quickly by several states, marking one of the first instances of internal assessment being formally weighted in student evaluation at scale.

Key themes from the reform seminars

The reform conversations of this era consistently returned to several specific themes. First, there was the question of sessional work – giving academic credit for assignments, laboratory work, practicals, and classroom participation carried out over the course of a term. Second, educators pushed for the introduction of short-answer questions in examination papers, as an alternative to the traditional long essay format that rewarded only one style of learning. Third, and perhaps most forward-looking, there were calls to establish examination research bureaus – dedicated units within universities that would study examination practices scientifically, develop question banks, train paper-setters, and evaluate the effectiveness of different assessment formats.

This last recommendation gained particular momentum through the work of the National Council of Educational Research and Training (NCERT), which established a Central Examination Reform Unit. The Kothari Commission (1964-66) praised this unit’s multi-pronged efforts, noting that it had worked with thousands of secondary school teachers in seminars and workshops, trained paper-setters attached to Boards of Secondary Education, and carried out extensive research on practical examination problems. The Commission went further, recommending that the UGC set up a similar Examination Reform Unit specifically for higher education.

The UGC steps in

Responding to these recommendations, the UGC initiated its own examination reform programmes. National attempts to reform the examination system in India during this period covered a broad range of interventions: syllabus revision, increasing the frequency of assessments, developing question banks, transitioning to grading systems, introducing semester patterns, and creating autonomous colleges with greater flexibility in examination design. However, implementation remained uneven across universities, and many reforms – though well-designed – struggled without sustained academic leadership or policy backing at the institutional level.

The National Policy on Education (1986) and the CCE framework

The National Policy on Education of 1986 brought examination reform firmly into the domain of national policy. The 1986 NPE recommended a shift in the focus of evaluation from certification to improvement in learning. It also called for eliminating excessive chance and subjectivity from examinations, and for de-emphasizing memorization as the primary skill being tested. The policy introduced two significant structural tools: the Continuous and Comprehensive Evaluation (CCE) framework, which spread assessment across the academic year rather than concentrating it in a terminal examination, and a move toward grades in place of marks, reducing the pressure of numerical precision on students.

The CCE concept was an institutional echo of what the Radhakrishnan and Mudaliar Commissions had called for decades earlier – recognition that a student’s learning cannot be fairly captured in a single sitting. The introduction of a semester system at the secondary stage, also recommended in the 1986 policy, further broke up the academic calendar into manageable, regularly assessed units.

Modern reforms and NEP 2020: assessment fit for the 21st century

The National Education Policy 2020, approved by the Union Cabinet of India on 29 July 2020 and the first education policy of the 21st century, represents the most comprehensive reimagining of India’s assessment framework since independence. It explicitly identifies the problems with the existing system – high-stakes board examinations that force students to absorb a narrow band of content, coaching cultures that substitute for genuine learning, and summative exams that test content retention rather than competency.

From certification to competency

NEP 2020 proposes that higher education institutions move away from high-stakes examinations towards more continuous and comprehensive evaluation, and that institutions adopt criterion-based grading systems that assess student achievement against defined learning outcomes. The emphasis is on formative assessment – ongoing, regular evaluation that promotes learning and development – rather than a single summative exam at the end of the year.

For school education, NEP 2020 has introduced the provision of conducting board examinations twice a year, allowing students an opportunity to improve their performance and reducing the all-or-nothing pressure of a single annual attempt. The policy restructures the school system into a 5+3+3+4 format aligned with the developmental stages of children, and at the higher education level, students in four-year undergraduate programmes can pursue an integrated, multidisciplinary curriculum with multiple entry and exit options.

The Academic Bank of Credits and PARAKH

Two institutional innovations of NEP 2020 are particularly relevant to the history of assessment reform. The Academic Bank of Credits (ABC) allows students to digitally accumulate credits earned from various recognized institutions, enabling flexible degree completion – a structural reform that makes continuous, modular assessment both meaningful and portable. Meanwhile, PARAKH (Performance Assessment, Review and Analysis of Knowledge for Holistic Development), established as a standard-setting body under the Ministry of Education, is tasked with setting norms and guidelines for assessment and evaluation, conducting National Achievement Surveys, and bringing greater consistency across State Boards of Education.

NEP 2020 also envisions a 360-degree multidimensional report card for students, integrating self-assessment, teacher assessment, peer assessment, and parent feedback – a far cry from the single-examiner, essay-only model that the Radhakrishnan Commission criticized back in 1949. Assessment under NEP 2020 is designed to be regular, formative, and competency-based, testing higher-order skills such as analysis, critical thinking, and conceptual clarity rather than the ability to reproduce memorized content.

A reform movement still in progress

Looking across seven decades of examination reform in India, what stands out is both the consistency of the diagnosis and the difficulty of the cure. From the Radhakrishnan Commission’s call to supplement essay questions with objective tests in 1948-49, to the Mudaliar Commission’s push for internal assessment in 1952-53, to the Bhopal Seminar’s concrete 20% internal assessment recommendation in 1956, to the CCE framework of 1986, and finally to NEP 2020’s competency-based, formative, and technology-aided evaluation model – the direction of travel has always been clear. The challenge has been in walking the distance.

The problems that early commissions identified – an over-reliance on terminal examinations, rote-learning incentivized by narrow question formats, no credit for day-to-day academic engagement, and the absence of scientific examination research – are problems that NEP 2020 is still working to resolve. That continuity is not a sign of failure; it is a sign of how deeply entrenched examination culture can be, and how much sustained institutional effort genuine reform requires.
