When a child who is blind or has low vision enters a classroom, the standard academic curriculum – reading, math, science, social studies – is just one part of what they need to learn. There is an entire set of essential life skills that sighted students pick up naturally, simply by watching the world around them. A child with full vision observes how people greet each other, how meals are prepared, how a bus route works, how someone crosses a street. For a student with a visual impairment, none of these things happen automatically. This is exactly the problem the Expanded Core Curriculum (ECC) was designed to solve.

What is the Expanded Core Curriculum?
According to the Texas School for the Blind and Visually Impaired, the ECC refers to the concepts and skills that often require specialized instruction for students who are blind or visually impaired, specifically to compensate for decreased opportunities to learn incidentally by observing others. In other words, it is a structured framework that fills the learning gap created by vision loss – not by lowering expectations, but by teaching differently.
Paths to Literacy describes it clearly: while students with visual impairments are expected to follow the same core academic curriculum as their sighted peers, there are certain areas where they need specific instruction because of their vision loss. The ECC covers those areas – systematically, deliberately, and from an early age.
Legally, the ECC is grounded in the Individuals with Disabilities Education Act (IDEA), which requires educational programs to address both the functional skills of students with visual impairments and their broader academic needs. Perkins School for the Blind notes that the ECC is an essential curriculum to teach skills that support academic success, independent living, and work – making it far more than a supplementary add-on. It is a foundational requirement.
The 9 essential components of the ECC
The ECC is organized into nine skill areas, each targeting a distinct domain of development. Together, they address the full scope of what a student with a visual impairment needs to thrive – in school, at home, and in the community.
1. Compensatory or functional academic skills
These are the foundational skills students need to access the academic curriculum itself. South Dakota School for the Blind and Visually Impaired describes this area as covering concept development, spatial awareness, organizational skills, and listening skills – as well as the communication modes used for reading and writing, such as Braille, large print, tactile symbols, and recorded materials. Without these compensatory tools, a student cannot meaningfully engage with classroom instruction.
2. Orientation and mobility (O&M)
APH ConnectCenter explains that O&M focuses on two interrelated components: orientation – knowing one’s position in relation to surroundings – and mobility, the physical act of moving from one place to another. O&M instruction spans everything from basic body awareness and spatial relationships to cane usage, community travel, and use of public transportation. Critically, this training must be delivered only by certified Orientation and Mobility specialists, and it is highly individualized to each student’s needs and abilities.
3. Social interaction skills
Almost all social skills are learned through visual observation – watching facial expressions, reading body language, noticing how people maintain personal space. Kansas State School for the Blind points out that since students with visual impairments cannot observe body language and non-verbal cues, social skills must be taught carefully, consciously, and in sequence. This includes interpersonal communication with peers and adults, conversational turn-taking, understanding personal space, and building the confidence to navigate a wide range of social environments.
4. Independent living skills
Often called “daily living skills,” this area focuses on everything a person does to care for themselves independently – personal hygiene, food preparation, clothing selection and care, money management, time management, and household tasks. People with full vision typically acquire these routines through incidental observation and play, but students with visual impairments require intentional, step-by-step instruction and regular practice to master them.
5. Recreation and leisure skills
A well-rounded life includes time for enjoyment, physical activity, and personal interests. However, without the ability to visually observe leisure options, students with visual impairments may be unaware of many recreational opportunities available to them. Instruction in this area ensures they have the chance to explore, experience, and choose physical and leisure-time activities they genuinely enjoy – from adapted sports to reading, social outings, and more.
6. Career education
The employment gap for people with visual impairments is significant. U.S. Census Bureau data cited by the Texas School for the Blind and Visually Impaired shows that over half of working-age people who are blind or visually impaired are not in the labor market – compared to fewer than a quarter of people without disabilities. Career education within the ECC directly addresses this through hands-on exposure to a wide variety of jobs, job shadowing, work experience placements, resume writing, interview preparation, and learning to self-advocate with employers – beginning at the earliest school years.
7. Assistive technology
Assistive technology is described as “an equalizer” because it gives students with visual impairments access to the same educational materials as their peers. This ranges from high-tech tools like screen readers, braille notetakers, and magnification software, to low-tech aids like an abacus, optical devices, and tactile graphics. Selecting the right tool for the right task – and teaching students to use it fluently – is a core responsibility of the educational team.
8. Sensory efficiency skills
This area focuses on helping students make maximum use of all their available senses – touch, hearing, smell, taste, and functional vision – to access information and navigate their environment. Sensory efficiency is considered foundational and should be embedded across all other ECC areas, not treated as a separate, isolated domain. Some students with low vision can also be trained to use optical devices and residual vision more effectively with the right instruction.
9. Self-determination skills
APH ConnectCenter describes self-determination as the ability of individuals to control their own lives, reach goals they have set, and participate in the world around them to the fullest extent possible. For students with visual impairments, this means developing self-advocacy, understanding their own disability, making informed choices, and building confidence to seek help when needed – without being overly dependent on others. Research by Wilton and MacCuspie (2017) confirms that direct instruction in these skills promotes independence and reduces the risk of over-dependence, which is a documented concern for this population.
Why the ECC matters
The nine areas of the ECC are not “extras.” Research cited by the Texas School for the Blind and Visually Impaired found significant relationships between ECC instruction and meaningful outcomes including employment, postsecondary training, and engagement in social activities. The ECC is, as researchers Holbrook and Rosenblum (2017) describe it, an “integral and indispensable component of the curriculum” – not a supplementary enrichment programme.
The importance of the ECC is particularly clear when we consider what happens without it. A student who has never been taught to navigate a public space independently, manage personal finances, read social cues, or advocate for their own needs faces serious barriers in adult life – regardless of their academic performance. The ECC ensures that academic learning and life readiness develop together, in parallel.
Legally, the ECC is recognized as an essential part of the Free Appropriate Public Education (FAPE) to which all students with visual impairments are entitled under IDEA. Two U.S. states – Texas and California – have gone a step further, explicitly codifying ECC assessment and instruction into state law.
Implementing the ECC: a collaborative approach
The ECC cannot be effectively delivered by one person working in isolation. BC Campus Open Education describes ECC learning as “a shared project involving the student, their educational team, and related service agencies and organizations.” Successful implementation depends on sustained, structured collaboration.
Assessment and IEP development
The first step is a thorough assessment across all nine ECC areas. The National Federation of the Blind emphasizes that ECC proficiency assessments should be part of every student’s Individualized Education Program (IEP) process, informing present levels of performance and guiding goal-setting. The Teacher of the Visually Impaired (TVI) and the Certified Orientation and Mobility Specialist (COMS) are the primary professionals responsible for ECC assessment and direct instruction, though implementation involves the entire team.
Direct instruction and real-life practice
ECC skills are not learned through passive exposure – they require direct, systematic instruction followed by practice in real-world settings. As the South Dakota School for the Blind and Visually Impaired notes, ECC skills should be taught in a developmentally appropriate, cumulative sequence, building on prior learning grade by grade. They are not one-time lessons but an ongoing part of the educational process throughout a student’s school years.
Family and community involvement
Perkins School for the Blind stresses that the ECC does not stop at the school door. Skills like self-care, navigating the neighbourhood, or making choices about leisure time are best reinforced through daily moments at home and in the community. Families play an indispensable role, and educators should actively support parents in understanding how to embed ECC learning into everyday routines.
Technology and resources
Selecting and integrating the right assistive technology is a central part of implementation. Having technical support and teaching students when and how to use each tool is as important as the technology itself. The goal is not just device access – it is fluency, so that technology becomes a natural extension of the student’s learning and daily life.
The ECC across the lifespan
One of the defining features of the ECC is that it is not grade-specific – it is lifelong. Instruction in ECC areas begins at birth and continues through transition to adulthood. When ECC is consistently prioritized, educators and specialists report improved student confidence, stronger daily living skills, better self-advocacy, and measurable gains in overall engagement. These outcomes do not happen overnight, but they are the direct result of consistent, well-planned ECC instruction delivered by a committed team.
For students with visual impairments, mastering the standard academic curriculum is necessary – but it is not sufficient. The Expanded Core Curriculum ensures they also develop the practical, social, and personal skills to live independently, participate fully in their communities, and pursue the careers and lives they choose. That is the true measure of an inclusive education.
