When India released the National Curriculum Framework for Foundational Stage (NCF-FS) 2022, it marked a fundamental shift in how early childhood education is structured and delivered in the country. Developed by NCERT and rooted in the vision of the National Education Policy (NEP) 2020, this framework covers children between the ages of 3 and 8 – a period now recognised as the most critical window for lifelong learning. But what exactly does the NCF-FS say about what children should learn and how that learning should be measured? The answer lies in understanding its carefully defined curriculum elements, its 13 broad curricular goals, and its progressive view of the learning continuum.

Understanding the curriculum elements

The NCF-FS doesn’t just list topics children should know – it builds a coherent architecture of learning, with each element serving a distinct purpose. According to CBSE’s implementation guide for the Holistic Progress Card (HPC), the framework organises curriculum through four interconnected elements: Aims of Education, Curricular Goals, Competencies, and Learning Outcomes. Understanding the difference between these terms is essential for any educator working with young children.

Aims of education

Aims are the broadest, most visionary statements in the educational hierarchy. They describe the kind of person education hopes to develop – not just a student who scores well, but, as NEP 2020 articulates, someone capable of rational thought, compassion, resilience, and creative imagination. These aims are typically articulated at the level of national policy and serve as the philosophical foundation for everything that follows in the curriculum.

Curricular goals

Curricular Goals are more specific than aims but are still broad enough to span an entire educational stage. They are derived from the Aims of Education and give direction to curriculum development and classroom practice. For example, one curricular goal in the NCF-FS reads: “Children develop effective communication skills for day-to-day interactions in two languages.” This single goal encompasses a wide range of activities, teaching strategies, and assessments – it guides the teacher without being overly prescriptive. The NCF-FS sets out 13 such goals for the foundational stage, numbered CG-1 through CG-13.

Competencies

Competencies are observable abilities derived from Curricular Goals. They represent what a child can actually do – the skills, knowledge, and attitudes that can be seen in action during everyday classroom interactions. For instance, from the communication goal above, a competency might be: “Converses fluently and can hold a meaningful conversation” or “Understands oral instructions for a complex task.” Competencies provide teachers with concrete, observable benchmarks to look for during play, storytelling, or guided conversations. Importantly, competencies are attained over a period of time – they are not snapshot assessments but ongoing markers of growth.

Learning outcomes

Learning Outcomes are the most granular level of this framework. As defined in the HPC implementation guide, they are statements summarising the knowledge, skills, attitudes, and values a child should possess upon completing a learning experience. They break competencies down into assessable, age-linked milestones. A complete set of grade-level learning outcomes is provided in Annexure 1 of the NCF-FS, while the main document offers a selection of illustrative examples. Think of learning outcomes as the measurable evidence that a competency is being developed.

Together, these four elements form a logical flow: broad educational vision (Aims) → stage-specific direction (Curricular Goals) → observable abilities (Competencies) → assessable milestones (Learning Outcomes). This structure ensures that what happens in the classroom is always connected to a larger, meaningful educational purpose.

Curricular goals across five developmental domains

The NCF-FS organises its 13 Curricular Goals across five domains of development: Physical Development, Socio-emotional and Ethical Development, Cognitive Development, Language and Literacy Development, and Aesthetic and Cultural Development. These domains are not treated in isolation – the framework explicitly recognises that a child develops as a whole being, and that growth in one area influences all others.

Physical development

The curricular goals under this domain address gross motor skills (running, jumping, climbing), fine motor skills (holding a pencil, using scissors), and health and wellness habits. The NCF-FS recognises physical activity not merely as exercise but as fundamental to brain development and learning readiness. A child who can balance, coordinate, and move confidently is also a child better prepared to sit, focus, and engage with learning tasks.

Socio-emotional and ethical development

This domain covers how children learn to manage their emotions, build relationships, resolve conflicts, and develop a sense of right and wrong. Curricular goals here guide children toward developing empathy, self-regulation, and care for others. When a child learns to take turns, listen to a peer, or show concern for a classmate who is upset, they are working toward these goals – skills that are just as essential as literacy or numeracy for long-term success in school and life.

Cognitive development

Cognitive curricular goals focus on thinking skills, problem-solving, early numeracy, understanding patterns, and logical relationships. Rather than promoting rote memorisation, the NCF-FS emphasises experiential and discovery-based learning – children explore concepts by doing, touching, building, and questioning. This reflects a view of young children as natural enquirers who construct knowledge through direct interaction with their environment.

Language and literacy development

Language goals go well beyond learning letters and sounds. They encompass listening skills, speaking confidence, early reading comprehension, and beginning writing. The framework values the rich linguistic experiences children already bring from home and recommends that the home language or mother tongue be the primary medium of instruction in the early years, with other languages introduced gradually. This multilingual approach honours India’s linguistic diversity while ensuring children are not forced to learn content in an unfamiliar language during a critical developmental period.

Aesthetic and cultural development

The final domain recognises that creativity, artistic expression, music, movement, and cultural identity are not add-ons to the curriculum – they are core to a child’s development. Curricular goals in this domain encourage children to engage with local stories, art forms, songs, and traditions. This grounds learning in familiar cultural contexts and fosters a sense of identity, belonging, and creative expression from the earliest years.

Rounding out all five domains is a thirteenth curricular goal that cuts across all of them: CG-13, which focuses on Positive Learning Habits – children developing the disposition to engage actively, curiously, and persistently in formal learning environments. This goal acknowledges that what a child brings to learning is just as important as what is taught.

The learning continuum: ages 3 to 8

One of the most significant – and most progressive – aspects of the NCF-FS is its treatment of learning as a continuum from ages 3 to 8. Rather than treating nursery, kindergarten, and Grades 1 and 2 as separate educational phases with abrupt transitions, the framework views this entire five-year period as a single, fluid developmental stage. According to an analysis published by Azim Premji University, the Curricular Goals and Competencies in the NCF-FS are the complete set for this entire stage, while learning outcomes serve as illustrative milestones spread across different grade levels.

Why a continuum approach matters

Traditional education systems often create pressure by expecting all children of the same age to reach identical milestones at identical times. The continuum model pushes back against this. It acknowledges a well-established fact in developmental psychology: children develop at different rates and in different ways. A five-year-old may be highly verbal but still developing fine motor control. Another may demonstrate strong mathematical reasoning but need more time to build social confidence. The NCF-FS learning continuum ensures both children receive appropriate support without being labelled as “behind.”

Learning outcomes as flexible guidelines

Critically, the NCF-FS frames Learning Outcomes not as rigid, pass-or-fail checkboxes, but as flexible guidelines for teachers. As CBSE’s HPC implementation guide notes, assessment in the foundational stage must shift from summative testing of rote memorisation to more regular, formative, and competency-based observations – focused on conceptual clarity and higher-order thinking. Teachers are expected to observe children systematically through play, conversation, and activity, and to use those observations to plan and adjust their teaching – not to rank or sort children.

A supportive, not judgmental, teaching environment

This orientation has profound implications for how teachers approach their work. The NCF-FS calls for teaching environments that are nurturing and caring, where a child’s pace of development is respected rather than penalised. The pedagogical approach recommended in the NCF-FS is play-based, incorporating conversations, songs, rhymes, stories, art, outdoor games, and field experiences – all of which create conditions for authentic learning without the anxiety of high-stakes assessment. Assessment becomes a tool that helps teachers support learning, not a mechanism to judge whether a child has “passed” or “failed” a developmental milestone.

This is especially significant for children with diverse learning needs or developmental differences. By rejecting rigid milestone-based evaluation in favour of a continuum, the NCF-FS creates space for more inclusive practice – where every child’s progress is valued and every teacher is equipped to respond to the actual child in front of them, rather than a hypothetical average learner.

What this means for teachers

The NCF-FS places the teacher at the centre of its entire vision. The framework is explicitly designed with the teacher as the primary audience – written to be understandable, relatable, and usable by practitioners, not just policy-makers. Teachers are expected to understand the distinction between Aims, Curricular Goals, Competencies, and Learning Outcomes, and to use this framework not as a checklist but as a professional guide for designing meaningful, responsive, and inclusive learning experiences.

Understanding the 13 curricular goals across the five domains allows teachers to plan holistically – ensuring that a single activity, like a group storytelling session, can simultaneously address language development, socio-emotional growth, and aesthetic expression. The learning continuum, meanwhile, frees teachers from the pressure of a rigid syllabus and invites them to meet each child where they are. This is not a lowering of standards – it is a more sophisticated, evidence-based approach to what high-quality early childhood education actually looks like.
