How early childhood is defined
Early childhood care and education (ECCE), as recognized by UNESCO and the United Nations Committee on the Rights of the Child, spans from birth to eight years. This is not an arbitrary boundary. The definition reflects the pace and nature of development that occurs during this specific window – physical, cognitive, social, and emotional growth that is faster, more intense, and more consequential than at any other point in the human lifespan. The UN Committee on the Rights of the Child recognizes early childhood as spanning from birth through infancy, the preschool years, and the transition to school – effectively placing it within the zero-to-eight framework.
The inclusion of children up to age eight – rather than stopping at five or six – reflects an important recognition: developmental continuity does not end when a child walks through the school gate. The needs, learning styles, and neurological realities of a six-to-eight-year-old are far closer to those of a preschooler than they are to an older child in middle school. This understanding has gradually shaped global educational policy and practice.
The three sub-stages within early childhood
While the birth-to-eight period is treated as a unified developmental phase, it is not uniform. Researchers and educators typically divide it into three distinct sub-stages, each with its own developmental priorities and characteristics.
Birth to three years: infancy and toddlerhood
This is the most explosive period of human development. A newborn arrives with sensory systems already partially functional – all five senses begin to operate before birth – but the brain is far from complete. In the first two years of life, rapid brain growth occurs alongside the formation of major neural circuits and networks. Children go from being entirely dependent newborns to walking, talking, curious toddlers who begin to understand emotions and form attachments. Language acquisition begins, object permanence develops, and the foundations of social behavior are laid through daily interactions with caregivers.
According to Jean Piaget’s widely referenced cognitive development framework, this phase corresponds to the sensorimotor stage (birth to two years), in which children learn entirely through their senses and physical actions – touching, mouthing, looking, and experimenting. Every interaction during these months is, in a real sense, brain-building.
Three to six years: the preschool years
As children move out of toddlerhood, their world expands dramatically. The preschool years are marked by growing language use, an emerging sense of self, greater independence, and the beginning of social awareness. Children start learning to cooperate, share, and navigate friendships beyond their immediate family. Imagination and symbolic play take center stage, and early literacy and numeracy skills begin to form.
This period aligns with Piaget’s preoperational stage, during which children develop symbolic thinking – the ability to use words and images to represent objects and experiences. Play is not simply recreation during this phase; it is the primary vehicle through which cognitive, emotional, and social development happens. Quality early childhood programs recognize this and use play-based, activity-centered approaches that match the developmental realities of this age group.
Six to eight years: early primary grades
This sub-stage is the most recently incorporated into the formal definition of early childhood – and for good reason. Children aged six to eight are in the early grades of primary school, but their developmental needs remain closely aligned with what came before. The interplay of biology and environment that begins at birth continues through the preschool years and into the early primary grades (kindergarten through grade 3), with significant implications particularly for children who face adversity. Brain plasticity remains high, play-based learning continues to be effective, and structured but exploratory methods remain more appropriate than formal rote instruction.
Developmental continuity – designing education that builds on children’s prior knowledge and follows a natural progression from preschool into the early grades – is a central concept here. Abruptly shifting to highly formal, test-driven pedagogy at age six or seven ignores the evidence on how children this age actually learn best.
The remarkable story of the developing brain
Understanding early childhood is impossible without understanding what the brain is doing during this period. The numbers alone are striking.
At birth, a baby’s brain is about a quarter the size of an adult’s brain. It doubles in size in the first year alone, reaches approximately 80% of adult size by age three, and grows to about 90% by age five. This growth is not just about size – it is about connectivity. A newborn’s neurons are forming new connections at a rate of more than one million per second, creating the pathways that will underpin everything from movement and language to memory and emotional regulation.
The brain develops from back to front – starting with the occipital lobe, responsible for vision, and gradually progressing toward the frontal lobe, which governs decision-making, planning, and impulse control. This means that basic sensory skills develop first, followed by language and motor development, and finally the higher-order functions that children need for school readiness and social competence. The frontal lobe continues developing well into early adulthood, which is why self-regulation remains a challenge even for older children.
Neural connections and the role of experience
The foundations of sensory and perceptual systems critical to language, social behavior, and emotion are formed in the early years and are strongly influenced by experiences during this time. This is the key insight: the brain during early childhood is not simply growing on autopilot. It is being shaped – for better or worse – by everything a child experiences. Positive, responsive interactions with caregivers strengthen neural pathways. Neglect, chronic stress, or exposure to violence can disrupt the brain’s architecture in ways that affect learning and behavior long into the future.
Nurturing and responsive care for the child’s body and mind is the key to supporting healthy brain development, according to the CDC. Positive experiences accumulate to shape a child’s development and can have lifelong effects. This is not just a parenting concern – it is a public health and education policy priority.
Synaptic pruning: use it or lose it
By age three, a child has approximately 1,000 trillion brain connections – synapses – the most they will ever have in their lifetime. As development continues, the brain prioritizes the connections used most often and prunes those that are not, a process that continues into adolescence when synapses stabilize at around 500 trillion. This pruning process is not random – it reflects the child’s environment and experiences. Connections that are reinforced through repetition, interaction, and stimulation become permanent; those that are not used fade away. The implication is clear: the richness of a child’s early environment directly influences which capacities get hardwired into the brain.
Why extending early childhood to age eight matters
The decision to extend the definition of early childhood to include six-to-eight-year-olds represents a meaningful shift in how we think about child development and early education. Historically, many education systems have treated the start of formal schooling as a clean break – a point at which play-based learning ends and structured academic instruction begins. The evidence, however, tells a more nuanced story.
Although the brain continues to develop and change into adulthood, the first eight years can build a foundation for future learning, health, and life success. Children in the early primary grades are still in a phase where activity-based learning, movement, social interaction, and play remain critical to development. Pushing purely didactic, text-heavy instruction too early – without adequate transition support – can work against the very brain architecture educators are trying to build.
Neural connections that are the basis for all thought, communication, and learning are established most rapidly in early childhood, with the processes of forming and pruning connections being most consequential in the first three years but remaining significant well into the primary grades. The National Association for the Education of Young Children (NAEYC) emphasizes that educators working with children from birth to age eight must understand and apply developmentally appropriate practices – approaches that recognize and build on how children at each stage actually learn.
Globally, UNESCO regards ECCE as a fundamental and integral part of the education system – not merely a precursor to “real” schooling, but a foundation for emotional wellbeing, lifelong learning, and one of the best investments any country can make. Yet chronic underfunding remains a challenge: globally, only an average of 6.6% of national education budgets are allocated to pre-primary education, and low-income countries invest as little as 2% – far below what is needed.
What the early years mean for children with disabilities
The birth-to-eight framework has particular significance when considering children with developmental disabilities or those at risk of developmental delay. The brain’s capacity for change decreases with age – early plasticity is why it is easier to influence a developing brain’s architecture compared to an adult’s. This makes early identification and early intervention not just beneficial, but critical. When delays in movement, language, social interaction, or cognitive skills are identified during the early childhood years, timely support can substantially alter developmental outcomes. The window is not infinite – and this is precisely why defining and protecting these eight years matters so much in education and disability policy alike.
