What makes a teacher truly effective in higher education? Is it how much they know about their subject? How well they explain it? Or something deeper – a combination of knowledge, practical skill, and the right values? The answer, supported by decades of research, is all three – and more. Teacher competence is a multi-dimensional concept that sits at the heart of quality higher education. Understanding it is not just an academic exercise; it directly determines how well students learn, grow, and succeed.

Defining teacher competence in higher education

At its core, teacher competence refers to the full set of abilities a teacher must possess to deliver effective instruction and foster meaningful learning. Teaching competency pertains to the knowledge, skills, values, attitudes, and behaviors a teacher brings to their role – not just what they do in the classroom, but the underlying qualifications and capacities they carry into it. It’s worth noting the distinction here: while teacher performance is what we observe happening in class, teacher competence is what enables that performance in the first place.

In higher education specifically, competence goes far beyond subject expertise. Teaching competencies involve capabilities to meet complex demands by drawing on and mobilizing psychological resources in a particular context. A professor of economics must not only understand macroeconomic theory – they must translate it clearly for students at varying levels of understanding, adapt their methods to different classroom settings, and maintain the ethical commitment to every student’s growth. That integrated capacity is what we mean by teacher competence.

Competency is defined as a combination of knowledge, skills, attitudes, motivation, and personal characteristics that allows educators to work effectively. This understanding, developed from decades of research in educational psychology, has moved well beyond the outdated notion that a good teacher is simply someone who knows their subject very well. In today’s higher education landscape, competence is recognized as a rich, layered construct.

Components of competence: knowledge, skills, and values

Teacher competence rests on three interconnected pillars. Each plays a distinct role, but they are most powerful when they work together.

Knowledge

Subject matter knowledge is the foundation. In higher education, this means going well beyond introductory familiarity – teachers must possess deep, up-to-date expertise in their discipline, including awareness of current debates, emerging research, and multiple theoretical perspectives. But subject knowledge alone is insufficient. Teachers also need pedagogical content knowledge – understanding how to present their subject in ways that different learners can grasp. Teacher competence, including pedagogical content knowledge and self-efficacy, is positively related to students’ interest and achievement. Beyond the discipline, the body of knowledge teachers need to draw upon keeps expanding, and teachers are expected to continuously update their knowledge base to meet evolving learner needs and societal demands.

Skills

Skills are where knowledge becomes action. These include communication, classroom management, instructional design, assessment, and the ability to give effective feedback. Better learning happens in a dynamic setting in which teachers offer explicit active instruction rather than simply presenting information passively. Among the most critical skills is feedback: feedback has been identified as one of the most powerful educational tools available for improving student performance, with research consistently showing large effect sizes on learning outcomes. Other key skills include planning lessons with clarity, adapting instruction to different student abilities, facilitating discussion, and integrating technology meaningfully into the learning process. 21st-century teachers need to know how to provide technologically supported learning opportunities and understand how technology can support student learning.

Values

Values form the ethical backbone of teacher competence. These include a genuine commitment to student growth, respect for diversity, academic integrity, and professional responsibility. Teachers demonstrate high ethical standards and establish a respectful environment for a diverse population of students – this is not optional, but a core dimension of what it means to be competent. Values also shape how teachers respond to students who are struggling, how they handle academic freedom, and how they model intellectual curiosity. A teacher with strong values creates a classroom culture where students feel safe to question, fail, and learn.

The situational nature of competence

One of the most important – and often underappreciated – aspects of teacher competence is that it is not fixed or universal. It is inherently situational. Teacher competence is organized in a domain- and situation-specific manner and may best be understood as a multidimensional construct at different levels. What counts as competent teaching in one context may look very different in another.

Consider the contrast between a large undergraduate lecture hall and a small postgraduate seminar. In the lecture setting, a teacher must manage attention, deliver content with clarity across a large group, and use structured assessment strategies. In the seminar, the same teacher might need to facilitate open-ended discussion, respond to unexpected intellectual challenges, and guide independent thinking. Teaching effectiveness depends on characteristics such as type of subject, class size, student ability, and assessment practices, among other contextual factors – meaning no single teaching style can work across all situations.

Research also confirms that teachers’ sense of efficacy – their belief in their own capacity to teach effectively – is itself context-specific. Teachers’ self-efficacy beliefs are not stable across different teaching situations but vary across different classrooms. A teacher may feel very confident managing a seminar but less so when suddenly asked to teach a large interdisciplinary cohort. This is why expert teachers are more adaptable and flexible in their teaching, more sensitive to task demands and social situations, and continuously update their approach based on what each new situation requires.

Learner diversity adds another layer. A competent teacher in higher education recognizes that students arrive with different academic backgrounds, learning preferences, cultural contexts, and levels of prior knowledge. Adapting to this diversity – rather than teaching to an imaginary average student – is a hallmark of genuine competence. Competent educators utilize in-depth understanding of content and learning progressions to engage learners and lead individual learners toward mastery, intervening where needed with individualized approaches.

Effectiveness of a competent teacher: impact on student learning outcomes

The case for investing in teacher competence ultimately rests on its demonstrable impact on students. Research consistently shows that teacher quality is among the most powerful school-related determinants of how well students learn. Teacher quality has been identified as the most important school-related factor influencing student achievement – more influential than class size, per-pupil spending, or school infrastructure alone.

At the quantitative level, a statistically significant correlation between teacher competence and student learning outcomes has been confirmed, with improvements in teachers’ pedagogical practices, professional responsibility, and classroom interaction positively associated with higher student achievement scores. Students who have access to highly qualified teachers achieve a higher rate of success, and these effects are visible even when comparing students in the same school and grade – the difference is largely attributable to the teacher.

But the impact of teacher competence goes well beyond exam scores. Teachers vary considerably in their ability to impact students’ social and emotional development and a variety of observed school behaviors. A competent teacher builds students’ confidence, nurtures intellectual curiosity, and develops higher-order thinking skills – the kind that serve students in careers and in life, not just in assessments. When teachers challenge students to analyze, evaluate, and synthesize information rather than simply recall it, they are building the cognitive capacities that higher education is meant to develop.

Teacher competence not only affects student engagement, but also has a significant correlation with students’ learning achievement. This relationship holds across different educational levels and formats – including online teaching, where teacher competence may indirectly affect students’ learning outcomes through teaching quality. The implication is clear: a teacher who is competent in both their subject and their pedagogy creates the conditions for students to thrive, not just pass.

It is also worth noting the role of the classroom environment. Three dimensions of teaching quality – cognitive activation, supportive climate, and classroom management – mediate the relationship between teacher competence and student outcomes. In other words, competence is not just about what a teacher knows; it is about how that knowledge shapes the learning environment that students experience every day. When students sense that their teacher is genuinely knowledgeable, caring, and skilled, they are more likely to engage deeply, persist through difficulties, and develop a lasting relationship with the subject.

Finally, the ILO/UNESCO Recommendation concerning the Status of Higher-Education Teaching Personnel has emphasized that teaching is a profession requiring teachers to acquire and maintain professional knowledge and skills through rigorous and continuous learning. Teacher competence, in this sense, is not a fixed achievement – it is an ongoing commitment that grows with experience, reflection, and professional development.
