When the National Policy on Education (NPE) 1986 was introduced under Prime Minister Rajiv Gandhi, secondary education in India was at a critical crossroads. Enrollment was limited, the curriculum leaned heavily on rote learning, and millions of talented students – particularly in rural areas – had little access to quality schooling. The NPE 1986 set out to change all of that. It approached secondary education not just as a stage of learning, but as a foundation for economic productivity, social equity, and national development. This post breaks down what the policy proposed for secondary education, why it mattered then, and why its echoes are still felt today.

The state of secondary education before NPE 1986

Before NPE 1986 came into force, secondary education in India was marked by a significant access gap – schools were concentrated in urban and semi-urban areas, leaving large rural populations underserved. The quality of education varied widely between states and institutions. There was a heavy dependence on examinations as the sole measure of student performance, and the curriculum had little connection to the practical needs of the economy. The world in the mid-1980s was undergoing rapid technological and scientific change, and India’s secondary schools were largely unprepared to equip students for it. The NPE 1986 was a direct response to this gap.

Widening access to secondary education

One of the clearest mandates in NPE 1986 was that access to secondary education would be widened to cover areas previously unserved. This meant expanding the physical reach of secondary schooling into districts and regions that had been left behind. The policy committed to building more secondary schools, improving existing infrastructure, and ensuring that geography was no longer a barrier to education.

The policy also placed a strong emphasis on inclusivity. Secondary education was to be extended specifically to Scheduled Caste (SC) and Scheduled Tribe (ST) students, weaker sections of society, and girls, groups that had historically been excluded or discouraged from continuing their education beyond the primary stage. Incentive programs, scholarships, and support services were proposed to reduce dropout rates among these communities and increase retention.

Quality enhancement: moving beyond rote learning

NPE 1986 was explicit about the need to shift away from an exam-centric, rote-learning model. The policy called for continuous and comprehensive evaluation – a system that assessed students across scholastic and non-scholastic domains throughout the academic year, rather than relying entirely on a single terminal examination. This was a significant philosophical shift: the aim was to measure understanding and growth, not just memorization.

To support this, the policy proposed improvements in school infrastructure – better laboratories, libraries, and learning materials – so that students could engage with science and mathematics in a hands-on way. The NPE 1986 emphasized strengthening science and mathematics education and providing better laboratory facilities to promote practical learning. It also advocated for incorporating value education into the curriculum to develop socially responsible and ethically grounded citizens.

Teacher quality was central to this vision. The policy pushed for structured in-service training programs and the establishment of District Institutes of Education and Training (DIET) to continuously upgrade teacher skills. The reasoning was straightforward: curriculum reform without teacher reform would produce limited results.

Vocational education: linking school to work

Perhaps the most economically significant component of NPE 1986’s secondary education agenda was its emphasis on vocationalization. Before the 1986 policy, vocational education in India was often perceived as a secondary option to general education. The NPE 1986 sought to change this by bringing vocational education into the mainstream, treating it as a legitimate and valuable pathway rather than a fallback for academically weaker students.

Vocational courses were to begin at the +2 stage, though they could also be offered after Class VIII. The range of courses proposed was deliberately broad – agriculture, marketing, social services, health-related programs, and industry-based training – so that vocational offerings could be matched to local economic needs. A student in an agricultural belt could train in agronomy or irrigation management; one near an industrial zone could gain skills in manufacturing or trade.

The NPE 1986 also introduced the concept of flexible learning paths, allowing students to move between general education and vocational education without facing significant barriers. This included “bridge courses” that helped students transition from one stage to another. The goal was to ensure that choosing a vocational path did not permanently close academic doors – a student could complete vocational training at the secondary level and still pursue higher education in the same or a related field.

The policy set a concrete target: by 2000, 25% of all secondary students should be enrolled in vocational education programs. This ambition signaled how seriously the policy viewed skill development as a national priority – not just for individual employment, but for reducing educated unemployment and supplying a skilled workforce to India’s growing economy.

Technology and computers in secondary education

NPE 1986 was introduced at a time when the global computer revolution was just beginning to reshape work and society. The policy recognized this shift. As a result, computers were introduced in Indian schools in 1986, with the NPE stating that professional education should be imparted through exposure to computers and computer literacy training. This led to the launch of the Computer Literacy and Studies in Schools (CLASS) project in 1984-85, which was subsequently reinforced by the NPE’s directives.

Computer literacy programs were proposed to be organized on a wider scale from the school level itself. The NPE also encouraged the use of audio-visual aids, television, radio, and satellite communications as tools for education – a forward-looking vision that recognized technology as a means to extend the reach of quality teaching, particularly to schools in remote areas. Computer education was to be employed in the expansion of literacy and in correspondence courses, with television, radio, and satellite-based video materials accepted as legitimate tools for educational development.

This technological vision was not just about computer science as a subject. It was about using technology to improve the quality, reach, and efficiency of secondary education itself – a theme that would continue to expand through subsequent policies and initiatives like the National Mission on Education through ICT (NMEICT) and the Digital India campaign.

One of the most iconic outcomes of NPE 1986 was the establishment of Jawahar Navodaya Vidyalayas (JNVs). The policy had identified a persistent and troubling gap: talented children in rural India, despite their potential, were being left behind simply because they lacked access to quality schooling. The NPE 1986 proposed a solution – fully residential, co-educational schools in each district that would specifically target this group.

The National Policy on Education 1986 envisaged setting up residential schools called Jawahar Navodaya Vidyalayas to bring out the best of rural talent. The policy held that children with special talent or aptitude should be provided opportunities to progress at a faster pace, with good quality education available to them irrespective of their capacity to pay for it.

The first two JNVs were established during 1985-86, at Jhajjar in Haryana and Amravati in Maharashtra. The intention was to set up one JNV in every district across the country. Today, the network spans over 650 schools as of 2023, providing free residential education to approximately 1.5 lakh students, making it one of the largest residential school systems in the world.

Equity at the core of JNVs

The NPE 1986 reserved 75% of JNV seats for rural students, with additional quotas of at least 15% for Scheduled Castes and 7.5% for Scheduled Tribes proportional to district populations. A minimum of 33% of seats were reserved for girls. Admission was through the Jawahar Navodaya Vidyalaya Selection Test (JNVST) – an entrance exam that was deliberately designed to be non-verbal and class-neutral, so that talented children from remote villages could compete on equal footing with students from better-resourced backgrounds.

The JNVs are affiliated to the Central Board of Secondary Education (CBSE) and cover Classes VI to XII. Education, including boarding, lodging, uniforms, and textbooks, is free for all students, with only a nominal fee applicable from Class IX for general and OBC category boys. This financial accessibility was central to the JNV model – the goal was to ensure that poverty alone would never be the reason a gifted rural child was denied quality education.

The JNV model and its broader impact

JNVs were conceived as pace-setting institutions – schools meant not just to serve their enrolled students, but to function as resource centers and models of quality education within each district. Rural JNV students demonstrate competitive performance in national board examinations and higher education entrances, outperforming peers from typical government schools and approaching urban counterparts – a strong indicator that the model has worked as intended. Many JNV alumni have gone on to excel in medicine, engineering, public service, and research.

The system also incorporated a student migration program, where students from Hindi-speaking and non-Hindi-speaking states would exchange places for a year – a deliberate mechanism to promote national integration and cultural exchange through education. This was entirely in keeping with the NPE 1986’s broader vision of education as a tool for building national identity alongside individual potential.

Legacy and continuing relevance

The secondary education reforms envisioned by NPE 1986 were ambitious for their time, and their implementation was uneven. Resource constraints meant that the 6% GDP target for education spending was never reached. Vocational education targets were only partially met. And the quality gains envisioned through curriculum reform took years to take shape. However, the policy planted seeds that have continued to grow. The Rashtriya Madhyamik Shiksha Abhiyan (RMSA), launched in 2009, directly built on NPE 1986’s agenda by focusing on improving secondary education infrastructure, teacher training, and curriculum development, specifically for Classes 9 and 10.

The National Policy on Education 2020, which has since replaced NPE 1986, acknowledges and builds on its foundation – retaining the emphasis on vocational education, technology integration, and access for marginalized students, while updating these principles for the demands of the 21st century. The JNV system continues to expand: in December 2024, the Union Cabinet approved the establishment of 28 new Jawahar Navodaya Vidyalayas in districts currently without coverage, with an estimated outlay of โ‚น2,359.82 crore for the period 2024-29.

What NPE 1986 got right – and what still matters today – is its recognition that secondary education must do more than transfer information. It must prepare students for employment, cultivate practical skills, nurture exceptional talent regardless of a student’s background, and use every available tool, including technology, to close the gap between the education system and the demands of the real world.
