How do you know whether an educational programme is truly working? Not just whether students passed a test, but whether the programme was built on the right goals, supported by adequate resources, implemented as planned, and actually produced meaningful outcomes? This is precisely the problem that Daniel Stufflebeam set out to solve in the late 1960s when he developed the CIPP evaluation model. Rather than treating evaluation as a final verdict on a finished programme, Stufflebeam designed CIPP as an ongoing, decision-oriented process that supports educators and administrators at every stage of a programme’s lifecycle.

What is the CIPP model?

The CIPP model is a programme evaluation framework developed by Stufflebeam and colleagues in the 1960s, with the acronym standing for Context, Input, Process, and Product. It is a decision-focused approach that emphasises the systematic provision of information for programme management and operation. The framework was built as a direct link between evaluation and programme decision-making, providing an analytic and rational basis for decisions across a cycle of planning, structuring, implementing, reviewing, and revising. Each stage of this cycle is examined through one of the four evaluation components.

Unlike older models – such as Tyler’s objectives-based approach, which primarily looks at whether goals were met at the end of a programme – the CIPP model is designed to guide evaluators and stakeholders in posing relevant questions and conducting assessments at the beginning of a project, while it is in progress, and at its end. Its core purpose, as Stufflebeam himself stated, is not to prove a programme’s worth but to improve it.

A key distinction of the CIPP model is its dual function: it supports both formative and summative evaluation. CIPP evaluations are formative when keying the collection and reporting of information for improvements, while they are considered summative when they assess the completed project or programme activities or performance of services. This flexibility makes the model especially valuable for educational institutions that need both continuous feedback and a final accountability report.

The four components of CIPP each address a distinct evaluative question that decision-makers need answered:

  • Context: What needs to be done?
  • Input: How should it be done?
  • Process: Is it being done?
  • Product: Did it succeed?

Together, these questions form a comprehensive map of any educational programme – from its rationale to its results.

The four components explained

Context evaluation: understanding the “why”

Context evaluation is often referred to as needs assessment. Its purpose is to define the environment in which the programme will operate, identify the target population and its needs, diagnose underlying problems, and determine whether the programme’s goals are adequately responsive to those needs. In essence, it answers the foundational question: why does this programme need to exist?

According to the Indian Journal of Continuing Nursing Education, context evaluations assess needs, problems, assets, and opportunities. The information gathered at this stage directly informs planning decisions. For instance, a context evaluation of a literacy programme might involve an analysis of existing objectives, literacy achievement scores, staff concerns, literacy policies, and community attitudes and needs.

Context evaluation also examines the broader institutional and policy environment – the goals of the organisation, the vision and mission it serves, and whether those align with the identified needs of students and the community. On a smaller scale, it can focus directly on the objectives of a specific learning programme within a classroom or department. Without a solid context evaluation, a programme risks being built on assumptions rather than actual need – a leading reason why well-funded educational initiatives sometimes fail to reach the learners they intend to serve.

Input evaluation: planning with the right resources

Input evaluation shifts attention from why to how. Once the context has been established and the need for a programme confirmed, the next step is identifying the strategies, resources, and structures needed to achieve the programme’s goals. Input evaluation assesses competing strategies and the work plans and budgets of the selected approach.

This stage examines human resources (teachers, trainers, administrators), financial resources (funding sources and budget allocations), physical infrastructure (facilities, equipment, technology), curriculum design, and staffing plans. For input evaluation, available human and material resources, resolution strategy, design procedures, feasibility analysis, pilot programme surveys, and advocacy group inputs are all considered.

Input evaluation is critical because even a programme with clearly defined goals and genuine community need can fail if it lacks the resources to execute effectively. Decision-makers use the findings from input evaluation to choose between competing strategies – selecting the approach that is most feasible, cost-effective, and likely to achieve the desired outcomes. This stage essentially lays the operational groundwork for the programme before it begins.

Process evaluation: monitoring implementation

Process evaluation tracks how a programme is being carried out once it is underway. It provides decision-makers with real-time feedback on whether the programme is being implemented according to plan, what obstacles are arising, and what adjustments may be needed. The central question at this stage is: is it being done as intended?

By continuously monitoring the programme, decision-makers learn such things as how well it is following the plans and guidelines, conflicts arising, staff support and morale, strengths and weaknesses of materials, and delivery and budgeting problems. Process evaluation is fundamentally a formative activity – it exists to catch problems early and enable mid-course corrections before they compound into larger failures.

The methods used during process evaluation include direct observation of activities, ongoing interaction with programme staff, documentation of procedural changes, and feedback from participants. For process evaluation, procedural disorder identification, detailed information acquisition for scheduled decision-making, description of the actual process, and continuous interaction with programme operation staff are all important methods. A well-executed process evaluation ensures that programme leaders stay closely connected to the lived reality of the programme, rather than relying solely on end-of-term data.

Product evaluation: measuring outcomes

Product evaluation is the final component and the one most people are familiar with – it measures whether the programme achieved its intended outcomes. However, the CIPP approach to product evaluation goes considerably further than simply measuring test scores or pass rates. The focus of product evaluation is not on students’ achievement of grades, but on the skills, attitudes, knowledge, learning, and abilities they attain which they will use in life.

Product evaluation assesses both intended and unintended outcomes, both short-term and long-term impacts, and considers the programme’s effects on subgroups and individuals – not just aggregate results. By measuring the actual outcomes and comparing them to the anticipated outcomes, decision-makers are better able to decide if the programme should be continued, modified, or dropped altogether.

In Stufflebeam’s later refinements of the model, the product component was further broken down into four sub-evaluations: impact (were the right beneficiaries reached?), effectiveness (were outcomes achieved?), sustainability (can the programme continue?), and transportability (can it be replicated elsewhere?). This expanded view of product evaluation transforms it from a simple accountability exercise into a strategic tool for continuous programme development.

CIPP as a decision-making tool across a programme’s lifecycle

One of the defining features of the CIPP model is its explicit alignment with decision-making at each stage of a programme. The CIPP model is based on a cycle of planning, structuring, implementing, reviewing, and revising decisions as needed, with each part of the cycle examined through a different aspect of evaluation.

This translates into four types of decisions that the model supports. Planning decisions are informed by context evaluation, helping administrators choose goals and objectives that are grounded in real need. Structuring decisions are guided by input evaluation, ensuring that the programme’s design and resource plan are sound before launch. Implementing decisions are supported by process evaluation, allowing for real-time adjustments. Recycling decisions – whether to continue, modify, or discontinue a programme – are based on product evaluation findings.

This structure means that evaluation is no longer a one-time event reserved for the end of a project. Instead, it becomes an embedded management function that continuously feeds decision-makers with the information they need. Studies have shown that the CIPP evaluation model covers all stages of reviewing an educational programme, providing the information needed to bring about constructive improvement and enabling informed decisions.

Formative and summative uses of the CIPP model

The CIPP model’s ability to serve both formative and summative purposes is one of its most important practical strengths. In formative mode, the four components guide an evaluator to ask: what needs to be done, how should it be done, is it being done, and is it succeeding? These questions are posed during the life of the programme so that improvements can be made in real time.

In summative mode, the same four components become retrospective: were the right needs addressed, was a defensible design employed, was the design well executed, and did it succeed overall? This dual capacity makes the CIPP model equally useful for a school administrator running a pilot teacher-training programme and a national education authority evaluating a large-scale curriculum reform.

The CIPP model was originally developed to help improve and achieve accountability for school programmes, especially those aimed at improving teaching and learning in urban, inner-city school districts, but its application has since extended to teacher education, medical education, service-learning, distance learning, and community development programmes worldwide.

Strengths and limitations of the CIPP model

The CIPP model is comprehensive and flexible. It can be used for both formative evaluation during programme development and summative evaluation after completion, and its decision-focused approach makes it directly relevant to programme improvement. Its holistic framework ensures that no critical dimension of a programme – from its rationale to its resources to its results – is overlooked. Crucially, it positions evaluation as a tool for improvement rather than judgment, which tends to make it more acceptable and actionable for programme staff.

That said, the model has limitations. Its comprehensive nature means it can be time-consuming and resource-intensive to implement fully. Smaller institutions or programmes with limited evaluation capacity may find it difficult to execute all four components rigorously. There is also a criticism that the model can be overly management-oriented, focusing on what administrators need to know rather than incorporating the full range of stakeholder perspectives, including those of students and frontline teachers. Qualitative dimensions of educational experience – creativity, inclusion, student wellbeing – can sometimes be under-weighted in favour of measurable outcomes.

These limitations do not diminish the model’s value; they simply mean that evaluators should apply it thoughtfully, adapting its components to the scale and context of the programme being assessed. As a systematic review published in PMC noted, policymakers in education are recommended to use the CIPP model as a systemic approach that can evaluate all stages of an educational programme from development to implementation – while ensuring that qualitative and stakeholder-inclusive methods are built into each component.

Why the CIPP model remains relevant today

Decades after its creation, the CIPP model continues to be one of the most widely applied frameworks in educational evaluation. A study by the American Society for Training and Development found that the CIPP model was the most preferred evaluation model over others, reflecting its enduring practical utility. It has been applied across contexts as diverse as primary school curriculum review, university teacher education programmes, online learning redesign, and health sciences education.

Its relevance persists because the core problem it addresses – how to make sound, evidence-based decisions about educational programmes at every stage – is a permanent challenge in education. As schools and institutions face increasing pressure to demonstrate accountability while simultaneously improving quality, a model that provides both formative feedback and summative evidence is not just useful; it is essential.

The CIPP model reminds educators and administrators that evaluation is not something done to a programme after it ends. It is a continuous, structured conversation between the programme and the people responsible for making it work – a conversation that begins before the first class is taught and continues long after the final results are in.
