India’s journey toward building a robust professional education system is one of its most defining post-independence achievements. From a time when knowledge was passed through oral traditions, family apprenticeships, and informal mentorship, the country has built a vast and structured ecosystem of specialized education – spanning teacher training, medicine, agriculture, and engineering. Understanding how each of these pillars developed, and where they stand today, reveals the scale and ambition of India’s educational transformation.

What is professional education?

Professional education refers to formal training that equips individuals with the specialized knowledge, skills, and competencies required for a specific career or field. Unlike general education, it is goal-directed – preparing doctors, engineers, teachers, and agricultural scientists for defined roles in society. In India, professional education has been shaped by centuries of intellectual tradition, colonial restructuring, and post-independence nation-building.

Teacher education: from the gurukul to the classroom

The story of teacher education in India begins long before any formal institution existed. In the ancient period, the Guru-Shishya Parampara governed the relationship between a teacher and student – built on respect, devotion, and personalized learning. Teaching was largely hereditary, confined to certain families and communities, with no systematic training for educators as such.

The shift during the Buddhist and medieval periods

During the Buddhist period (500 BC to 1200 AD), the profession of teaching expanded beyond Brahmin families. Any sufficiently enlightened individual, regardless of caste, could attain the status of a teacher after rigorous preparation. Teacher trainees were kept under close supervision and were assessed on elements of morality, proper conduct, and knowledge of Dharma. This represents the earliest evidence of structured teacher preparation in India.

Colonial era and formal training institutions

Formal teacher training institutes were founded in India during the British period and then expanded after independence. The pupil-teacher system – where senior students were used to instruct juniors – gave way gradually to dedicated training schools and colleges. The University Education Commission (1948-49), the first major educational commission after independence, proposed making teaching courses more practical and versatile. The Indian Education Commission (1964-66) further recommended removing the isolation of teacher training from real school environments and professionalized the entire framework.

The role of NCTE

The National Council for Teacher Education (NCTE), in its earlier form since 1973, served as an advisory body to both central and state governments on all matters relating to teacher education. However, it lacked formal regulatory powers, which limited its effectiveness. The National Policy on Education (1986) recognized this gap and called for a statutory body with the authority to enforce standards. As a result, NCTE was reconstituted as a statutory body under the NCTE Act, 1993, coming into effect on 1 July 1995. Its mandate now covers the full range of teacher education programs – from pre-primary to senior secondary levels – including distance and adult education courses.

NCTE is responsible for recognizing and accrediting teacher training institutions, setting curriculum norms, determining minimum qualifications for teachers, and – critically – preventing the commercialization of teacher education. A landmark decision under its 2014 regulations extended both the B.Ed. and M.Ed. programs from one year to two years, effective from the academic session 2015-16, to allow deeper pedagogical grounding. Today, NCTE oversees more than 15,000 approved institutions enrolling around 7 lakh teacher trainees annually. Under NEP 2020, NCTE is also leading the rollout of the Integrated Teacher Education Programme (ITEP) and the National Professional Standards for Teachers (NPST).

Medical education: from indigenous healing to AIIMS

India’s medical knowledge is among the oldest in the world. Systems like Ayurveda, Siddha, and Unani were practiced for thousands of years, transmitted orally and through personal apprenticeships. However, the formal, institutionalized version of medical education as we know it today has a far more recent origin.

Colonial foundations

With the arrival of British rule, Western medicine took root in India. The Calcutta Medical College, founded in 1835, became the first modern medical institution in the country, followed by similar colleges in Bombay and Madras. These institutions trained a new class of medical professionals on the Western model. By 1947, the country had a functioning but unevenly distributed network of medical colleges, with most concentrated in major urban centres.

Establishment of AIIMS and post-independence growth

The vision for a premier national medical institution was recommended as early as 1946 by the Health Survey and Development Committee chaired by Sir Joseph Bhore, which called for a national medical centre to develop highly qualified healthcare professionals. The first AIIMS was established in New Delhi in 1956 under the All India Institute of Medical Sciences Act, 1956, with the foundation stone laid in 1952. It was declared an Institute of National Importance. AIIMS New Delhi quickly became India’s foremost medical institution – integrating teaching, research, and patient care under one roof – and attracted students from across Asia.

Post-independence expansion of medical education accelerated further with the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), launched in 2006 to correct regional imbalances in tertiary healthcare. Under this scheme, new AIIMS campuses were sanctioned in underserved states. As of now, there are 20 fully operational AIIMS institutions across the country, with four more under establishment. India has also dramatically expanded the number of MBBS seats – rising from around 51,000 to over 1 lakh – making medical education more accessible than ever before. Institutions like the Christian Medical College (CMC) Vellore and the Postgraduate Institute of Medical Education and Research (PGIMER) Chandigarh continue to complement AIIMS in producing world-class medical professionals and researchers.

Agricultural education: from family farms to specialized universities

For most of India’s history, agricultural knowledge was passed down through generations within farming families. There were no formal institutions for it, no structured curriculum, and no research-backed innovation. This changed dramatically in the twentieth century as India recognized that feeding a growing nation required science, not just tradition.

Early institutional roots

The colonial government made a tentative beginning with the Imperial Agricultural Research Institute, founded in 1905 at Pusa in Bihar, which focused on advancing scientific farming and training agricultural experts. This institute was later relocated to New Delhi in 1936 following an earthquake. The more decisive step came with the establishment of the Imperial Council of Agricultural Research on 16 July 1929, on the recommendation of the Royal Commission on Agriculture. After independence, it was renamed the Indian Council of Agricultural Research (ICAR) and became the country’s apex body for directing agricultural research and education.

Birth of state agricultural universities

The University Education Commission (1948), chaired by Dr. Sarvepalli Radhakrishnan, recommended setting up rural universities on the American land-grant model. The state of Uttar Pradesh took the first concrete step in 1954 by inviting an Indo-American team to identify a site for such a university. After extensive collaboration with American land-grant universities, the first State Agricultural University was inaugurated by Prime Minister Jawaharlal Nehru on 17 November 1960 at Pantnagar, Uttar Pradesh – now in Uttarakhand. Pantnagar University is widely regarded as the harbinger of India’s Green Revolution, and its establishment paved the way for dozens of similar institutions across the country.

Today, India has 75 agricultural universities under the ICAR-AU system, comprising 64 State Agricultural Universities (SAUs), 4 ICAR Deemed Universities, 3 Central Agricultural Universities, and 4 Central Universities with faculties of agriculture. ICAR itself now operates over 100 research institutes and coordinates a vast national network of research stations, Krishi Vigyan Kendras (KVKs), and the National Agricultural Research System. In 2017, the government, in partnership with the World Bank, launched the National Agricultural Higher Education Project (NAHEP) to modernize curricula, introduce digital learning, and align agricultural programs with global standards. Between 2017 and 2022, enrollment in agricultural universities more than doubled, and female participation rose meaningfully.

Technical education: from hereditary craftsmanship to the IITs

India’s technical traditions are ancient. Skills in carpentry, metallurgy, textiles, and construction were passed down through family guilds and apprenticeships for centuries. However, industrialization – and then the ambition of an independent nation – demanded something far more structured.

Colonial beginnings

The British, recognizing the need for trained engineers to support large infrastructure projects like canals and railways, established what is now considered India’s oldest engineering institution. IIT Roorkee has its roots in the Roorkee College established in 1847, soon renamed the Thomason College of Civil Engineering. After independence, it was elevated to the University of Roorkee in 1949 – India’s first engineering university – before being converted into IIT Roorkee in 2001.

The IIT revolution

The true transformation of technical education came with the creation of the Indian Institutes of Technology. The Sarkar Committee (1945) recommended the establishment of at least four Higher Technical Institutions on the lines of MIT, distributed across different regions of India. The first IIT was founded in May 1950 at the site of the Hijli Detention Camp in Kharagpur, West Bengal, and formally inaugurated on 18 August 1951 by Maulana Abul Kalam Azad. Prime Minister Jawaharlal Nehru, in his address at the first convocation of IIT Kharagpur in 1956, described it as representing “India’s urges, India’s future in the making.” Within a decade, four more IITs were set up – at Bombay (1958), Madras (1959), Kanpur (1959), and Delhi (1961).

The IIM story followed a similar trajectory. Management education in India began with the Indian Institutes of Management, the first of which were established in Calcutta and Ahmedabad in 1961. Until 2007, only six IIMs had been established; today there are 21 IIMs, each declared an Institute of National Importance under the IIM Act, 2017. The country now has 23 IITs functioning across the country, with six new ones added after 2014 in states including Andhra Pradesh, Kerala, Chhattisgarh, Goa, Jammu, and Karnataka.

The regulatory framework: AICTE and beyond

Alongside the IITs and IIMs, a broad network of polytechnics, engineering colleges, and management institutions has grown across India, regulated by the All India Council for Technical Education (AICTE). AICTE coordinates and maintains standards for technical education at the national level, covering programs in engineering, technology, management, architecture, and applied sciences. Under NEP 2020, technical education institutions are being encouraged to adopt multidisciplinary curricula, integrate emerging technologies like artificial intelligence and robotics, and establish stronger industry-academia linkages.

Convergence and the road ahead

Looking across all four domains – teacher education, medical education, agricultural education, and technical education – a clear pattern emerges. Each began with informal, traditional, or hereditary modes of knowledge transmission. Each went through a period of colonial restructuring and the grafting of Western institutional models. And each was fundamentally reshaped in the decades following independence, driven by a combination of policy commissions, dedicated legislation, and landmark institutions. Today, India’s professional education system is one of the largest in the world, governed by a constellation of regulatory bodies – NCTE, the National Medical Commission (NMC), ICAR, and AICTE – each with a distinct mandate to ensure quality, access, and relevance. The challenge now is not just scale, but quality, equity, and alignment with a rapidly changing global economy.
