Think about the last time you truly learned something that stuck with you. Was it inside a classroom, following a structured lesson? Or was it during a conversation with a mentor, while exploring a skill on your own, or through a community workshop? Chances are, it was a blend of all three. Yet, education policy and practice have long treated formal schooling, non-formal programmes, and informal learning as entirely separate domains – each operating in its own silo. This compartmentalization is not just outdated; it actively limits the potential of learners. Understanding why these three systems are fundamentally interconnected – and why a holistic approach matters – is one of the most important conversations in education today.

The three systems: what each one means

Before examining how they interact, it helps to be clear on what each system represents. The most widely cited framework comes from educational economist Philip Coombs, whose foundational work in the 1970s defined the three modes in terms that are still used globally.

Formal education is the hierarchically structured, chronologically graded system running from primary school through to university. It follows a set curriculum, is delivered in designated institutions, and results in recognized qualifications or certifications. Learning here is intentional on the part of both educators and learners, and outcomes are measured through exams and formal assessment.

Non-formal education refers to any organized learning activity outside the established formal system – community training programmes, vocational skills workshops, adult literacy classes, and extracurricular clubs are all examples. It is structured and purposeful, but typically more flexible, and does not always result in formal credentials.

Informal education, as the Council of Europe notes, is involuntary and inescapable – it happens as a byproduct of daily life. When a child picks up social norms from their family, when an adult learns a new language by interacting with neighbours, or when a professional develops problem-solving instincts on the job, that is informal learning at work. It is entirely incidental, self-directed, and carries no formal structure or agenda.

These definitions are useful starting points. The trouble begins when they are treated as hard boundaries rather than descriptive categories.

Why the boundaries were drawn in the first place

The tripartite classification of education emerged in the late 1960s and early 1970s, largely driven by a crisis in formal schooling systems. As educational historian Paul Fordham observed, formal education systems had adapted too slowly to the socio-economic changes around them – held back not only by institutional conservatism but by the inertia of society itself. Around this same period, UNESCO was championing the idea of lifelong learning as a guiding principle, most notably in its landmark 1972 report Learning to Be (the Faure Report), which proposed lifelong learning as the “master concept” shaping all educational systems.

The distinction was, at its core, administrative – a planning tool designed to help policymakers identify what was happening outside formal schools so they could better allocate resources and design programmes. It was never intended to imply that the three modes were sealed off from one another. Yet over time, that is precisely what happened in practice: institutions, funding streams, and policy frameworks developed around each type in isolation, creating the very compartmentalization the original framers had not envisioned.

The problem with strict compartmentalization

When formal, non-formal, and informal education are treated as entirely separate domains, several interconnected problems emerge.

It devalues non-formal and informal learning

One of the most significant consequences of rigid separation is the social and institutional bias it creates. As the Cambridge Assessment research report on learning types notes, informal learning gains often remain under-recognized and undervalued – both by the learners themselves and by others – which at a societal level can translate into underpaid employment and restricted social mobility. A person who has developed advanced technical skills through community-based apprenticeships or self-directed digital learning may be denied the same professional recognition as someone holding a formal degree, even when the competencies are equivalent.

This is not merely a matter of fairness. It is a structural inefficiency. Skills acquired outside classrooms are real, often highly practical, and deeply embedded through lived experience. When systems refuse to acknowledge them, both individuals and economies lose out.

It creates fragmented learning experiences

Research has long pointed to what happens when learners are exposed only to siloed educational environments. A 2025 study published in Frontiers in Education found that students in compartmentalized educational settings often develop what researchers describe as “divided consciousness” – maintaining separate intellectual frameworks for different types of knowledge without meaningful integration. Rather than synthesizing understanding across contexts, they mentally partition what they learn in school from what they learn elsewhere. The result is knowledge that remains inert rather than transferable.

This is precisely the opposite of what learning is for. Knowledge and skills matter when they can be applied across different contexts – and that transfer is far more likely when learners experience their education as a coherent whole.

It excludes diverse learners

Strict compartmentalization also creates structural barriers for learners who, for reasons of geography, economics, disability, or life circumstances, cannot access or complete formal schooling. When a system grants legitimacy only to formal credentials, it effectively excludes large segments of the population from recognition – a particular problem for marginalized and low-income groups. As noted in UNESCO’s work on recognition, validation, and accreditation (RVA), for disadvantaged groups especially, the failure to recognize non-formal and informal learning can entrench inequality rather than reduce it.

How the three systems actually work together

In practice, no learner ever experiences just one type of education. The three modes constantly feed into one another, often without the learner being consciously aware of it.

Consider a child learning to read. The structured phonics lessons they receive in school constitute formal education. The explanations a parent offers when reading a bedtime story represent non-formal support. The incidental exposure to printed language – signs, packaging labels, television captions – is informal learning. As the Council of Europe’s language learning framework observes, literacy in young children directly benefits from out-of-school reading undertaken for pleasure or personal interest – informal reinforcement that makes the formal instruction more effective.

The same dynamic plays out at every stage of life. A university student attending formal lectures may simultaneously participate in a weekend coding bootcamp (non-formal) and learn practical problem-solving by contributing to discussions on developer forums (informal). An adult migrant attending a language course in a host country consolidates their formal learning by interacting daily with native speakers in shops and workplaces – informal practice that accelerates proficiency far more than classroom hours alone could achieve.

Scholars have recognized this for decades. In his influential 1982 paper published in the International Review of Education, Thomas La Belle argued that educational resources must be understood as interacting modes of emphasis rather than as discrete entities – that all individuals are continuously engaged in learning experiences, spanning the planned and compulsory to the unplanned and incidental. This framing was ahead of its time but has only grown more relevant as digital technologies further blur the lines between where and how learning occurs.

The case for a holistic approach

Rejecting compartmentalization does not mean erasing the distinctions between formal, non-formal, and informal education. Each mode has genuine strengths. Formal education provides structure, progression, and credentialed recognition; non-formal education offers flexibility and direct responsiveness to community needs; informal education grounds learning in lived experience and intrinsic motivation. The goal is not to collapse these into one undifferentiated category, but to ensure they work together rather than against each other.

A holistic approach means, concretely, several things.

Recognizing and validating informal and non-formal learning

The most direct policy response to compartmentalization is developing systems that formally recognize competencies gained outside classrooms. UNESCO’s Institute for Lifelong Learning has made this a central pillar of its work, arguing that Recognition, Validation, and Accreditation (RVA) of non-formal and informal learning is essential to any serious lifelong learning strategy. RVA gives individuals an incentive to continue learning, empowers them professionally, and helps create a more level playing field – particularly for those who have been disadvantaged by limited access to formal schooling.

Building flexible, connected learning pathways

The UNESCO Lifelong Learning Toolkit describes lifelong learning as rooted in the integration of learning and living – covering activities across all ages, all contexts (family, school, community, workplace), and all modalities. Promoting this vision means building bridges between formal and non-formal structures, not walls. SDG 4 of the UN’s 2030 Agenda for Sustainable Development explicitly calls for multiple and flexible learning pathways that strengthen links between formal and non-formal structures while validating knowledge gained across all three domains. This is a global policy commitment, not just an educational ideal.

Designing education around the learner, not the institution

Perhaps the deepest shift a holistic approach requires is in orientation – from designing education around institutional categories to designing it around learner needs. As contemporary research on evolving learning environments increasingly argues, the boundaries between education modes are becoming more porous, not less – digital platforms, hybrid learning, and community-embedded programmes are accelerating this convergence. Rather than resisting it, educators and policymakers should harness it. A learner who thrives through community-based exploration deserves the same quality of recognition and support as one who thrives in a lecture hall.

What this means for educators

For teachers and education practitioners, the implications are practical. Acknowledging the interconnectedness of learning modes means creating space in formal settings for knowledge students bring from outside the classroom. It means designing assessments that recognize diverse forms of competency. It means connecting classroom content to community contexts rather than treating school as a sealed environment. And it means advocating within institutions for curriculum approaches that do not artificially separate what learners experience as a continuous, integrated process.

As science educator Ainissa Ramirez aptly put it on Edutopia, the problems of the real world do not live in silos – so neither should our teaching. Research consistently shows that integrated learning approaches improve retention, deepen understanding, and strengthen motivation. The evidence is clear. The question is whether educational systems have the institutional will to act on it.
