Every teacher has experienced that uncomfortable moment – the final exam results come in, and it’s clear that a significant portion of the class never truly grasped a key concept. But by then, the term is over. There’s no time to go back. This is precisely the problem that a well-structured evaluation system tries to solve. In any comprehensive approach to student assessment, two types of evaluation are absolutely central: formative evaluation and summative evaluation. Understanding what each does, when to use it, and why both are indispensable is foundational knowledge for any educator.

What is formative evaluation?

Formative assessment is employed while learning is ongoing – its core purpose is to monitor student progress, identify gaps, and give teachers the information they need to adjust their instruction before it’s too late. Rather than arriving at the end of a journey to measure how far students have traveled, formative evaluation walks alongside the learner throughout the process.

The term “formative” itself is telling. As researchers have noted, formative assessment refers to the evaluation of learners in the process of forming their skills and competencies – it is concerned with shaping learning as it happens. Formative assessments aim to gain immediate feedback on student learning, through which strengths and weaknesses can be diagnosed.

Critically, formative evaluation is low-stakes. Formative assessments generally carry low or no point value, which reduces anxiety and encourages honest self-expression. Students are more willing to attempt difficult problems, ask questions, and acknowledge confusion when they know the exercise won’t define their grade. Common formative tools include classroom quizzes, oral questioning, group discussions, peer assessments, exit tickets, concept maps, short writing responses, and project work.

The feedback loop: what makes formative evaluation work

The real power of formative evaluation lies in the feedback it generates – for both the student and the teacher. Formative assessment is an ongoing process that provides immediate feedback to both students and teachers, helping identify learning gaps and allowing for timely interventions.

For students, timely and specific feedback allows them to recognize exactly where their understanding breaks down and take corrective action. By measuring student understanding throughout a course, formative assessments enable students to reflect on how they can improve their own learning. This builds metacognitive skills – the ability to think about one’s own thinking – which is one of the most durable academic advantages a student can develop.

For teachers, formative data serves as a diagnostic compass. If teachers wait until the end of a session or unit to find out how well their learners have mastered the material, they will have considerably less influence over how well their learners learn than if they find out earlier and during teaching. In practical terms, this means a teacher who notices through a mid-unit quiz that students are confusing two related concepts can address that confusion in the very next lesson – not weeks later in a post-exam review session.

A meta-analytical review of formative assessment studies confirms a robust positive effect on student learning outcomes, with improvements particularly notable in mathematics and language arts. Practices involving timely and specific feedback, peer assessment, and self-assessment were found especially effective.

What is summative evaluation?

If formative evaluation asks “How is learning going?”, summative evaluation asks “How much has been learned?” Summative assessment takes place at the end of an instructional period to evaluate how well students have achieved the learning objectives. It measures the cumulative outcome of an entire unit, term, or course.

Summative evaluations are high-stakes in nature – they carry significant point values and are almost always formally graded. Summative assessments are used by instructors to evaluate student learning, knowledge, proficiency, or success at the conclusion of an instructional period. Typical forms include term-end examinations, final projects, research papers, standardized tests, and comprehensive presentations.

Summative assessment aims at measuring or summarizing what students have learned – looking back and taking stock of how well students have fulfilled learning goals. The emphasis is on the product of learning, not the process. A final written exam, for instance, does not tell a teacher how a student arrived at an answer or what thinking shaped their response – it tells them whether or not the student can demonstrate mastery of the material.

Beyond the individual classroom, summative data serves a broader institutional purpose. At the system level, summative data supports program evaluation, curriculum review, and reporting – helping school leaders identify performance trends across grade levels and make decisions about curriculum effectiveness, resource allocation, and academic policy.

Key characteristics of summative evaluation

A useful academic framework for summative evaluation, as proposed by Cizek (2010) and cited in research published in PubMed Central, defines it through two core criteria: it is conducted at the conclusion of a unit, and its primary goal is to characterize student performance. The judgments produced are used for grading, certification, evaluating curriculum effectiveness, and contributing to educational research. Providing diagnostic, in-process feedback is explicitly not its function – that belongs to formative evaluation.

Formative vs. summative: the key differences

The most important distinction between the two is not their format or their stakes – it’s how their results are used. If results are used to assess the effectiveness of the curriculum in achieving educational goals after the completion of the education process, the evaluation is summative. If results are used to create an updated picture of the curriculum, learners, and educators’ performance, the evaluation is formative.

A widely cited analogy captures this neatly: when the chef tastes the soup during cooking, that’s formative evaluation. When the guests taste the soup at the table, that’s summative. One informs adjustments in real time; the other renders a final verdict.

The table below summarizes the core differences:

Timing: Formative evaluation occurs continuously during instruction; summative evaluation occurs at the end of a unit or term.
Purpose: Formative evaluation is meant to improve ongoing learning; summative evaluation is meant to measure final achievement.
Stakes: Formative assessments are typically low-stakes or ungraded; summative assessments are formally graded and carry high weightage.
Feedback: Formative evaluation produces immediate, actionable feedback; summative evaluation produces a grade or certification.
Audience: Formative data primarily guides teachers and students; summative data is used by institutions, boards, and parents as well.

Formative and summative evaluation within CCE

In India, both evaluation types are structurally embedded within the Continuous and Comprehensive Evaluation (CCE) framework, which was mandated under the Right to Education Act, 2009. CCE was designed to move away from a system where a single high-stakes annual exam defined a student’s entire academic record – a model that generated significant exam anxiety and rewarded rote memorization over genuine understanding.

Under the CBSE’s CCE framework, formative assessments carried 40% of the total annual grade, and summative assessments carried 60%. The academic year was divided into two terms, each containing two formative assessment cycles and one summative assessment. This structure ensured that no single examination had the power to define a student’s academic identity.

Formative tests were conducted four times in an academic session and assessed student work through class activities, home assignments, oral tests, quizzes, and project submissions. The summative assessment, on the other hand, was a formal, three-hour written test conducted twice per year, covering the full term’s syllabus.

Importantly, the CCE framework also recognized that assessment that is predominantly summative in nature will not, by itself, yield a valid measure of a child’s growth and development – it can only certify the level of achievement at a given point in time. This is why the integration of ongoing formative evaluation was considered essential for meaningful, holistic assessment.

Why both types are necessary

Formative and summative evaluations are not rivals – they serve entirely different purposes and are most powerful when used together. Instructors can use both assessment types in conjunction to promote student motivation, metacognition, and understanding of course content.

Formative evaluation prevents surprises. When teachers regularly check for understanding throughout the instructional process, students who struggle are identified and supported before they fall too far behind. Small misunderstandings get addressed right away, before they turn into larger learning gaps that are harder to fix later.

Summative evaluation, when well-designed, does more than assign grades. Assessments that test students’ ability to apply skills and course material – as opposed to rote memorization – allow for a more holistic evaluation of understanding and performance. Projects, performance tasks, and portfolios used as summative tools can reveal dimensions of learning that a written exam simply cannot.

There is also a practical link between the two: consistent formative assessment helps students perform better on summative assessments. Formative assessments can bolster students’ motivation to learn, their metacognition, as well as their performance on summative assessments such as exams. In other words, doing formative well is one of the most direct paths to summative success.

Balancing both in practice

For teachers, the practical challenge is not understanding the difference between formative and summative evaluation – it’s implementing both without creating excessive administrative burden. A single-question form at the end of a lesson produces instant formative data – teachers can see, before the next day’s class, which concepts need revisiting. This is the diagnostic loop that effective evaluation is designed to enable.

Summative assessments, meanwhile, should be designed with intention. Rather than defaulting to the traditional written test, educators are increasingly using performance-based tasks, student portfolios, and presentations to capture a fuller picture of what students know and can do. Effective assessment strategies integrate both formative and summative assessments to provide a comprehensive understanding of student learning.

The goal, ultimately, is a balanced assessment framework – one where formative tools guide the journey and summative tools document the destination. Neither alone tells the complete story of a student’s learning.
