What actually makes a school effective? Is it a charismatic principal, a well-designed curriculum, motivated students, or favourable government policies? The honest answer is: all of these, and more – working together. Bert P.M. Creemers, Professor in Educational Sciences at the University of Groningen in the Netherlands, proposed exactly this idea in his landmark 1994 work. His Comprehensive Model of Educational Effectiveness offered a structured way to understand how factors at multiple levels – student, classroom, school, and broader context – combine to shape educational outcomes. It remains one of the most influential theoretical frameworks in educational effectiveness research, and its core ideas continue to guide how researchers, policymakers, and educators think about school improvement today.

The foundation: why a multi-level model matters
Before Creemers’ model, much of the research on educational effectiveness focused on single variables – teacher quality, class size, or funding levels – in isolation. The problem with that approach is that education doesn’t operate in isolation. Research in Educational Effectiveness Research (EER) has consistently shown that the influences on student achievement are multilevel, meaning that what happens at each level of the educational system cannot be fully understood without looking at the other levels too.
Creemers addressed this gap by building a model that treats educational effectiveness as a product of interacting factors at four distinct levels. Drawing on the principles of mastery learning and direct instruction, he constructed a framework that ultimately explains why educational systems perform differently – not just why individual students do. The model identifies three core dimensions that cut across all levels: time for learning, opportunity to learn, and quality of instruction. These three dimensions serve as the theoretical backbone connecting every level of the model.
The four levels of the comprehensive model
The model is organised as a nested hierarchy. The classroom sits at the heart of the model – it is where learning actually happens. Above it are the school level and the broader educational context, both of which create the conditions that support or hinder what goes on inside classrooms. Below the classroom is the student level, which accounts for the individual characteristics learners bring to the educational experience.
The student level
At the base of the model is the individual learner. Students don’t arrive at school as blank slates. Their background characteristics – including aptitude, motivation, prior attainment, and socioeconomic status – directly shape how they engage with and benefit from instruction. Two students in the same classroom, with the same teacher, can have very different learning outcomes based on these individual factors.
Crucially, the model pays attention to how students actually use the time and learning opportunities made available to them. It is not enough for a teacher to offer good instruction; the student must engage with it. This distinction between opportunity offered and opportunity used is one of the model’s key theoretical contributions. Student motivation, home background, and prior knowledge all influence how effectively a learner takes advantage of what the classroom offers.
The classroom level
The classroom level is the most directly influential in the model. Research consistently shows that teacher factors have a greater effect on student learning than factors located at higher levels such as school and system. At this level, Creemers identified three key components of instructional quality: curricular materials, grouping procedures, and teacher behaviour.
Teacher behaviour includes a range of specific practices. These include management of the classroom, expectations of student performance, structuring of lessons, questioning skills, immediate exercise after presentation, and evaluation with feedback and corrective instruction. These aren’t abstract qualities – they are observable, measurable teaching actions that research has linked to gains in student achievement.
The concept of opportunity to learn is especially important here. It refers to the degree to which students are given the chance to engage with relevant learning activities. Related to this is time on task – the actual time a student is actively engaged with learning. Both have been consistently found to be strong predictors of student outcomes. When classroom management is poor or lessons are poorly structured, both opportunity and time on task decline, and so do results.
An empirical test of the model in Cyprus, involving 30 schools, 56 classes, and over 1,000 pupils, found that classroom-level factors had a net effect on student achievement that was higher than that of school-level factors. This underlines the central role of the classroom in the model and in educational effectiveness more broadly.
The school level
While individual classrooms drive learning, they don’t operate in a vacuum. The school level is responsible for creating the conditions that allow effective teaching to happen consistently across all classrooms. Schools that are able to identify their weaknesses and develop policies related to teaching and the learning environment are better positioned to improve classroom-level effectiveness and overall student outcomes.
Key school-level factors include curriculum coordination, a shared vision for teaching and learning, school leadership, the evaluation of teaching practices, and the professional development of staff. Importantly, the model is not focused on who leads – the principal’s personality or style, for instance – but on the outcomes of leadership actions. Instead of measuring leadership style, the model looks at the impact of what leadership produces – such as the development of school policy on teaching or the systematic evaluation of that policy.
School-level factors are seen as conditions for classroom-level effectiveness. A school that invests in strong teacher professional development, aligns its curriculum coherently, and creates a positive learning environment enables its teachers to be more effective. Conversely, a school with poor coordination, low expectations, or a fractured culture will likely undermine even talented teachers.
The context level
The outermost level of the model is the broader educational context – the national or regional system within which schools operate. This includes educational policy, resource allocation, legislative frameworks, national curriculum guidelines, and societal values around education. The context level influences the educational system in a formal way, particularly through developing and evaluating educational policy at the national or regional level.
This level sets the boundaries and opportunities available to schools and classrooms. A government that prioritises equity in resource distribution, for example, will affect the learning environment in schools differently from one that does not. National standards, teacher licensing requirements, and inspection frameworks all shape what happens in classrooms – often in ways that school leaders and teachers have little direct control over.
Context also extends beyond formal policy. Socioeconomic conditions, cultural attitudes toward education, and community involvement all form part of the wider context. A school in a well-resourced community with high parental engagement will face different challenges from one in an underserved area, even if their formal policies are identical.
Formal characteristics: consistency, cohesion, constancy, and control
Beyond identifying factors at each level, Creemers introduced what he called formal characteristics of effective educational systems. These four characteristics – consistency, cohesion, constancy, and control – describe the quality of relationships between factors within and across levels.
Consistency refers to alignment between the different instructional elements at the same level – for instance, whether the curriculum materials, grouping strategies, and teaching behaviour in a classroom all point in the same direction. Cohesion describes the degree to which all parts of a school or system pursue the same educational goals. Constancy concerns the stability of these factors over time – students benefit most when they are exposed to effective instructional conditions consistently throughout their schooling, not just for a single year. Control refers to the mechanisms in place to monitor and enforce the application of these factors at each level.
These formal characteristics give the model its dynamic quality. It is not enough to have good factors in place – they must be aligned, sustained over time, and actively monitored. A school may have excellent teachers individually, but if there is no shared framework, no professional accountability, and no consistency in approach from year to year, the overall system will underperform.
The interconnected nature of the levels
One of the model’s most important insights is that the four levels are not separate – they are nested and interdependent. Changes at one level ripple through others. When national policy shifts funding allocation, it affects what resources schools can access. When school leadership strengthens professional development, it raises the quality of classroom instruction. When classroom teaching improves, students engage more deeply and achieve more.
This interconnectedness means that interventions at a single level are rarely sufficient on their own. A school that hires excellent teachers but provides no institutional support for their development may see initial improvements plateau. A government that introduces an ambitious national curriculum without accounting for teacher readiness at the classroom level may achieve very little. Real, sustained improvement requires coherent action across all four levels simultaneously.
Studies testing the model in the Netherlands and Cyprus found that influences on student achievement are indeed multilevel, and that the relationship between factors at different levels is more complex than earlier models assumed – particularly when it comes to interaction effects between classroom and student-level factors.
Legacy and influence: from the comprehensive model to the dynamic model
Creemers’ Comprehensive Model became a foundational reference point in Educational Effectiveness Research (EER) and is widely considered one of the most influential theoretical frameworks in the field. It shifted the conversation from single-factor explanations of school effectiveness to a genuinely systemic understanding of how education works.
It also laid the groundwork for subsequent developments. The Dynamic Model of Educational Effectiveness, developed by Creemers and Kyriakides in 2008, built directly on the principles of the Comprehensive Model, providing clearer definitions of factors at different levels and a more detailed framework for measuring them. The Dynamic Model extended the original by emphasising that effectiveness factors are not static – their impact varies depending on frequency, focus, stage, quality, and how well they are differentiated across student needs.
Beyond theory, the Comprehensive Model has had concrete implications for school improvement practice. It frames improvement not as a set of quick fixes applied to individual teachers or classrooms, but as a systemic process that requires coherent alignment across student, classroom, school, and policy levels. For educators and policymakers alike, it serves as a reminder that sustainable improvement demands attention to the whole system – not just its most visible parts.
