Every educator wants to design learning experiences that are meaningful, inclusive, and effective. But the reality on the ground tells a different story. Schools across the world – and particularly in developing countries – face a range of constraints that make it difficult to organize quality learning experiences. From tight budgets and under-trained teachers to disengaged students and a lack of technology, these challenges are real, persistent, and interconnected. The good news? Each of these constraints can be addressed with the right strategies. Let’s break them down one by one.

Financial limitations: when budgets fall short

Money – or the lack of it – is one of the most immediate challenges schools face when organizing learning experiences. A school’s budget determines what resources are available: textbooks, teaching aids, laboratory equipment, classroom materials, field trips, and even basic infrastructure. When budgets are tight, learning experiences are often the first casualty.

According to research from the Learning Policy Institute, there is a strong positive relationship between school funding and student outcomes. Budget reductions don’t just mean fewer supplies – they affect everything from class sizes to the availability of updated textbooks. In some cases, history texts may not include recent events, and science books may be missing newly discovered elements. These outdated materials directly reduce the quality of learning experiences teachers can offer.

The problem is especially severe in economically disadvantaged areas. Schools in low-income communities tend to rely more heavily on public funding, and when that funding is cut or stagnant, the effects are compounded. Research published by the Economic Policy Institute shows significant disparities in access to counsellors, librarians, up-to-date technology, and even basic school facilities between well-funded and underfunded districts.

Strategies to overcome financial constraints

Limited budgets don’t have to mean limited learning. Here are some practical approaches schools and educators can adopt:

Use open educational resources (OER): Freely available digital materials – from lesson plans to full textbooks – can replace expensive resources. Platforms like Khan Academy, DIKSHA (in India), and MIT OpenCourseWare offer high-quality content at no cost.

Seek external funding: Government grants, CSR initiatives from corporations, and partnerships with NGOs can supplement a school’s budget. Many organisations specifically fund educational innovation in under-resourced settings.

Leverage community support: Parents, alumni, and local businesses can contribute resources, volunteer time, or sponsor specific activities. This also builds a stronger connection between the school and its community.

Prioritise spending strategically: Schools should conduct regular needs assessments to identify where money will have the most impact – for instance, investing in teacher training may deliver better returns than purchasing expensive equipment that sits unused.

Teacher preparedness: the expertise gap

Even with the best resources, a learning experience is only as effective as the teacher delivering it. One of the most significant constraints schools face is a gap in teacher preparedness – particularly when it comes to innovative and student-centred teaching methods.

Many teachers, especially those trained in traditional pedagogy, are comfortable with lecture-based instruction but less confident with approaches like project-based learning, inquiry-based methods, or flipped classrooms. A report by the International Society for Technology in Education (ISTE) found that over 40% of teachers worldwide feel insufficiently trained in digital pedagogy, and only about 30% report using digital tools regularly for instruction.

This preparedness gap is not about a lack of willingness. Teachers often face heavy workloads that leave little room for professional learning. Lesson planning, grading, administrative duties, and classroom management consume most of their time. When professional development sessions are scheduled on top of these responsibilities – sometimes outside working hours – participation and engagement naturally suffer.

What makes professional development effective?

Not all training is created equal. Research from the Learning Policy Institute identifies seven key features of professional development that actually lead to changes in teaching practice and improved student outcomes. Effective programmes are content-focused, incorporate active learning, support collaboration among teachers, use modelling of best practices, include coaching and expert support, offer opportunities for feedback and reflection, and are sustained over time rather than delivered as one-off workshops.

The key takeaway here is that short, disconnected workshops rarely produce lasting change. Teachers need ongoing, embedded support – the kind that allows them to try new strategies, reflect on what worked, and refine their approach with guidance from peers and mentors.

Practical steps for improving teacher readiness

Invest in sustained professional development: Instead of one-day seminars, schools should create year-round learning opportunities – including peer observation, lesson study, and collaborative planning sessions.

Create professional learning communities (PLCs): When teachers regularly come together to share challenges, discuss student work, and brainstorm solutions, the entire school culture shifts toward continuous improvement. As the ASCD notes, schools that function as learning organisations are far better at adapting to new demands.

Encourage peer coaching: Pairing experienced teachers with newer educators provides personalised support that formal training alone cannot achieve. The World Bank highlights how structured peer coaching programmes in multiple countries have successfully helped teachers adopt new pedagogical techniques.

Leverage technology for training: Online courses, webinars, and mobile-based learning platforms allow teachers to upskill at their own pace. This is especially useful in remote areas where access to in-person training may be limited.

Student engagement: overcoming resistance to new methods

Organising a well-designed learning experience is only half the battle. If students are disengaged or resistant, the impact is severely diminished. Low student engagement is a widespread challenge, and it manifests in many forms – passive participation, absenteeism, lack of curiosity, and even outright reluctance to try new learning methods.

There are several reasons students resist active or experiential learning. Some are simply accustomed to passive instruction and find participatory methods unfamiliar or uncomfortable. Others may lack motivation because they don’t see the relevance of what they’re learning. And in some cases, varying levels of prior knowledge create an uneven playing field, where some students dominate discussions while others withdraw.

The University of Minnesota’s Center for Educational Innovation identifies several common challenges with active learning, including student resistance and the perception that activities take too much time. Their research suggests that students become more accepting of participatory methods when teachers introduce them early, use them consistently, and clearly explain why they are beneficial.

How to boost student engagement

Start small and build up: Rather than overhauling an entire course at once, teachers can begin with low-stakes activities like think-pair-share, short group discussions, or quick reflective writing exercises. This eases students into active participation without overwhelming them.

Connect learning to real life: Students are far more engaged when they see how classroom content relates to their lives. Service learning projects, case studies based on local issues, and collaborations with community organisations can make learning feel purposeful and relevant.

Offer meaningful choices: Giving students some control over what they learn, how they learn it, or how they demonstrate their understanding increases ownership and motivation. This principle of student agency is well-supported by research in educational psychology.

Create a safe learning environment: Students are more likely to participate when they feel psychologically safe – when they know it’s acceptable to make mistakes, ask questions, and express ideas without judgement. Building this culture takes deliberate effort but pays significant dividends in engagement.

Use varied assessment methods: Moving beyond traditional exams to include portfolios, presentations, peer assessments, and project-based evaluations gives students multiple ways to demonstrate learning. This helps engage students who may not thrive under conventional testing conditions.

Technological barriers: the digital divide in education

Technology has enormous potential to transform learning experiences – from virtual labs and interactive simulations to collaborative platforms and personalised learning tools. But access to these tools is far from equal. The digital divide remains one of the most significant barriers to organising modern, technology-enhanced learning experiences.

This divide operates on multiple levels. The most obvious is the access divide – many schools, especially in rural and low-income areas, lack basic infrastructure like reliable internet connectivity, computers, and up-to-date software. According to the OECD, despite progress in narrowing this gap, education systems continue to face barriers related to geographic distance, insufficient school equipment, and socioeconomic disparities.

But access alone isn’t enough. The 2024 National Educational Technology Plan released by the U.S. Department of Education identifies two additional divides: a digital use divide, where students have devices but use them primarily for passive tasks like filling out worksheets rather than active, creative work like coding or media production; and a digital design divide, where teachers lack the training to design technology-enhanced learning experiences that go beyond basic tool use.

The scale of the problem

The numbers paint a concerning picture. A SETDA report found that while 92% of U.S. school districts used federal pandemic relief funds for educational technology, only 27% of states had plans to sustain that technology funding once the federal programmes ended. Meanwhile, research from ACT shows that students from lower-income families consistently lag behind their wealthier peers in both device access and confidence in using technology for learning.

In developing countries, the challenge is even more acute. Many schools operate with outdated or no computer labs, unreliable electricity, and internet speeds too slow for basic online learning. Teachers in these contexts often lack the digital skills needed to effectively integrate technology, creating a compounding effect where neither teachers nor students can benefit from available digital resources.

Bridging the technology gap

Start with infrastructure: Reliable internet connectivity is the foundation. Governments and school systems should prioritise broadband access in underserved areas, leveraging programmes like India’s BharatNet initiative or the U.S. E-Rate programme that provide subsidised connectivity to schools.

Adopt low-cost and open-source solutions: Schools don’t need the latest devices or expensive software. Free platforms like Google Classroom, Moodle, and DIKSHA offer robust learning management at no cost. Refurbished devices, shared computer labs, and mobile phone-based learning can extend access even in resource-constrained settings.

Invest in teacher digital literacy: Technology is only effective if teachers know how to use it purposefully. Training should focus not just on how to operate tools but on how to design learning experiences that use technology to deepen understanding, foster collaboration, and engage students actively.

Explore public-private partnerships: Collaborations between schools and technology companies can provide donated equipment, free access to educational platforms, and technical support. Many corporations include education support in their corporate social responsibility programmes.

Use blended and hybrid models: In settings where full digital integration isn’t feasible, a blended approach – combining traditional instruction with periodic use of digital tools – can offer many of the benefits of technology without requiring constant access.

How these constraints are interconnected

It’s important to recognise that these four challenges don’t exist in isolation. They reinforce each other. Limited budgets mean fewer resources for teacher training. Untrained teachers struggle to implement engaging methods. Disengaged students perform poorly, which in turn makes it harder to justify investments in innovative approaches. And without technology, both teachers and students miss out on tools that could address many of these problems more efficiently.

This is why addressing constraints in organising learning experiences requires a systemic approach. Isolated interventions – a one-time tech purchase here, a single workshop there – rarely produce lasting change. Schools and education systems need coherent strategies that align funding, professional development, student engagement initiatives, and technology adoption into a unified vision for better learning.

Moving forward: a mindset shift

Constraints are real, but they don’t have to be permanent roadblocks. Across the world, schools with limited resources are finding creative ways to deliver powerful learning experiences. The key lies in strategic thinking, community involvement, sustained investment in teachers, and a willingness to try new approaches – even if they start small.

Educators who view constraints as problems to solve rather than excuses to accept are the ones who ultimately create the most impactful learning environments. And that mindset, perhaps more than any single resource or tool, is what makes the biggest difference in a student’s educational journey.
