This isn’t about spending more money – it’s about spending smartly and planning ahead. Let’s break down the process of identifying the right resources for schools, step by step.

This involves prioritising essential expenditures – such as teacher salaries and core instructional materials – before allocating funds for supplementary resources.

The UNESCO Guidelines for Education Sector Plan Preparation recommend that credible education plans be developed using quantitative scenarios that project resource requirements based on policy assumptions and targets. These projections should account for human resources, equipment, and infrastructure needs. In practice, this means schools should estimate not just the upfront cost of a resource but also ongoing expenses like maintenance, software licences, replacement parts, and teacher training.

Forecasting future needs

Education doesn’t stand still. Curricula evolve, technology advances, and student demographics shift. A good resource management plan includes a forecasting component that anticipates future needs based on observable trends.

For example, if the national education board is planning to integrate coding into the primary curriculum within two years, the school should start budgeting for computer hardware and teacher training now rather than scrambling when the change takes effect.
