India’s higher education system is one of the largest in the world, enrolling over 4.33 crore students as of 2021-22. Yet the examination system that sits at the heart of this massive structure has long been a source of stress, inequality, and debate. From students cramming for one high-stakes annual exam to universities struggling with malpractice and delayed results, the cracks are hard to ignore. The good news is that a wave of reform proposals – many anchored in the National Education Policy (NEP) 2020 – is pushing Indian higher education toward a fundamentally different model of assessment. This post breaks down how the current system works, what is going wrong, and what a reformed system could look like.

Current examination patterns: annual vs. semester systems

Broadly speaking, Indian higher education institutions follow one of two examination patterns: the annual system or the semester system.

The annual system

In the annual system, examinations are conducted only once at the end of the academic year, meaning a student’s entire year of learning is judged by a single terminal examination. This pattern was historically dominant across Indian universities. While it offers students more time to cover the syllabus and engage in extracurricular activities, it has a well-documented downside: many students remain disengaged through most of the year and only begin serious preparation in the final weeks before the exam. Research has also noted that results under the annual system are frequently delayed, disrupting academic calendars and student progression.

The semester system

The semester system divides the academic year into two terms of approximately five to six months each, with examinations at the end of every semester. Almost all UGC-recognized universities and colleges in India now follow this pattern, including major institutions such as Delhi University, JNU, Anna University, and Bangalore University. Major universities schedule odd semester exams around November-December and even semester exams around May-June. The semester system encourages more regular study habits, more frequent teacher-student interaction, and more manageable workloads. However, it brings its own pressures: students often feel the schedule is too dense, leaving little time for deep learning or co-curricular involvement.

The University Grants Commission (UGC) recognizes diversity in institutional practice and permits universities to follow annual, semester, or even trimester patterns, depending on their curricular design. However, the broader policy direction has clearly shifted toward semesterization as a foundation for continuous assessment.

Challenges in the examination system

Whatever the pattern – annual or semester – India’s examination system faces deep structural challenges that no scheduling reform alone can fix.

Rote learning and surface-level assessment

Perhaps the most persistent criticism of India’s examination system is its reliance on memorization over understanding. India’s education system continues to focus excessively on rote memorization, which undermines critical thinking and problem-solving skills. Question papers in many universities still reward students who can reproduce textbook content verbatim, rather than those who can analyze, apply, or evaluate it. As a result, the current system focuses heavily on theoretical knowledge and can produce graduates who are well-versed in theory but lack practical skills. Employers have consistently flagged this gap – India’s employability rate stood at only 54.81% in 2024, a stark indicator that degrees are not translating into workplace readiness.

Examination malpractices

Malpractice in examinations is a chronic and escalating problem. In 2024, the government was forced to cancel the June edition of the UGC-NET exam amid serious allegations of paper leaks and integrity violations. The NEET-UG examination faced similar scrutiny. These are not isolated incidents – paper leaks, impersonation, and unfair grading have been documented repeatedly across competitive and university-level examinations. In direct response, Parliament enacted the Public Examinations (Prevention of Unfair Means) Act, 2024, signaling that the government recognizes the scale of the problem. Still, legislation alone cannot address the systemic pressures – including intense competition and high-stakes outcomes – that incentivize malpractice in the first place.

Subjectivity and inconsistency in evaluation

The traditional written examination also suffers from inherent subjectivity. Examiner biases can influence question phrasing, and different graders may award varying marks for the same response – creating an inconsistent and arguably unfair evaluation process. When a student’s academic future is determined by how one examiner reads one answer paper on one day, the system is not measuring learning so much as measuring performance under a specific set of accidental circumstances.

Delays in results and academic disruptions

Delayed results remain a persistent operational failure, particularly in state universities. Delays push back admissions, confuse academic calendars, and keep students in limbo – sometimes for months – unable to plan their next academic or professional steps. This is not merely an administrative inconvenience; it directly affects students from economically disadvantaged backgrounds who may depend on completing their degrees within predictable timelines.

Stifling creativity and critical thinking

When examinations are designed to measure memory, they subtly communicate to students what learning is supposed to look like. The pressure to perform well in standardized tests often discourages students from asking questions, exploring diverse perspectives, or developing critical thinking skills. A curriculum built around exam-readiness leaves little space for curiosity, innovation, or the kind of independent thinking that research and industry both demand.

Proposed reforms: what a better system looks like

The NEP 2020 is the most comprehensive policy blueprint India has produced for reimagining how students are assessed. Its recommendations span three major areas: continuous internal assessment, credit-based evaluation, and digital assessment methods.

Continuous internal assessment

The NEP 2020 makes a clear case for replacing or substantially supplementing high-stakes terminal exams with continuous, formative assessment. NEP 2020 encourages the use of frequent formative assessment tests that monitor a student’s development throughout the year, lightening the load of difficult summative tests. This means regular assignments, presentations, group projects, peer reviews, and practical demonstrations – multiple windows into a student’s learning rather than a single high-pressure snapshot.

The policy also establishes PARAKH (Performance Assessment, Review, and Analysis of Knowledge for Holistic Development) as a national standard-setting body to establish benchmarks and assist school and university boards in shifting their assessment practices toward competency-based evaluation. The vision is a 360-degree, multidimensional report card that includes teacher assessment, self-assessment, peer assessment, and project-based evaluation – moving well beyond the binary of pass or fail in a written exam. The Ministry of Education has further outlined that board examinations should be redesigned to test higher-order skills such as analysis, critical thinking, and conceptual clarity rather than content reproduction.

Credit-based evaluation and the Academic Bank of Credits

One of the most structurally significant reforms under NEP 2020 is the move to a full credit-based system in higher education. Students earn credits for every course they complete, which are stored digitally via their Academic Bank of Credits (ABC) ID – allowing them to transfer credits when switching institutions or resuming studies after a break.

The UGC’s Choice Based Credit System (CBCS) has been a precursor to this model, and it has already been adopted by many central universities. Under CBCS and the ABC framework, students have the flexibility to choose courses across disciplines, accumulate credits at their own pace, and pursue degrees in a non-linear fashion. A student can exit after one year with a certificate, after two years with a diploma, or after three or four years with a degree – making education more responsive to individual circumstances without penalizing those who need to pause. This flexibility fundamentally changes the examination’s role: rather than gatekeeping, it becomes a tool for acknowledging learning at every stage.

Digital and technology-enabled assessment

Digital assessment is no longer a futuristic aspiration – it is an active area of reform. NEP 2020 recognizes how technology can revolutionize education and encourages innovative assessment methods such as online examination systems enabled by technology. AI-proctored online examinations, e-portfolios, and learning analytics platforms are already being piloted in several institutions.

Advancements in artificial intelligence, learning analytics, and digital platforms like e-portfolios are transforming assessment practices, enabling personalized, efficient, and comprehensive evaluation of student competencies. Platforms like SWAYAM and the National Digital Library have expanded access to learning resources, while institutions are increasingly experimenting with online examination portals that reduce administrative delays and offer faster, more consistent results. The Ministry of Education has also proposed AI-based software to help track individual student progress across their academic years – giving educators actionable data rather than a single end-of-year number.

However, the digital reform agenda comes with a significant caveat. A significant digital divide continues to impede effective educational reform, with rural areas lacking reliable internet connectivity. Any push toward online assessment must simultaneously address infrastructure gaps – otherwise, digital examinations risk deepening existing inequalities rather than resolving them.

The road ahead

Reforming the examination system is not simply a technical exercise in swapping one format for another. It requires a cultural shift – in how teachers design instruction, how institutions invest in infrastructure, and how students understand the purpose of learning. NEP 2020 advocates for a shift from high-stakes examinations to a more comprehensive and continuous assessment system, and the policy framework is largely in place. What remains is the harder work of implementation: faculty training, technological investment, and a sustained commitment from regulatory bodies like the UGC to hold institutions accountable for real change – not just paper compliance.

The goal is an examination system that tells us what students can do with knowledge, not just how much of it they can recall under pressure.
