A curriculum that was cutting-edge a decade ago may quietly become outdated – not because teachers stopped caring, but because the world kept moving. New research emerges, industries transform, and the skills graduates need shift. Yet many higher education institutions continue to operate on curricula that haven’t been substantially revisited in years. This disconnect between what is taught and what society actually needs makes curriculum renewal not just desirable but essential. The real challenge, however, isn’t recognising the need for renewal – it’s building institutional systems that make it happen consistently, rigorously, and without disruption to ongoing learning.

Why curriculum needs regular updates

Knowledge doesn’t stand still. Fields like data science, environmental policy, artificial intelligence, and healthcare are evolving faster than most curriculum revision cycles. According to the OECD, countries across the world are engaging in curriculum reform to equip students with the knowledge, skills, and competencies needed for a fast-changing world – and many are confronting what researchers call “the implementation gap,” the space between the intention to reform and the actual realisation of that change.

Beyond disciplinary knowledge, broader societal forces also drive the need for renewal. Socio-political developments – including shifts in government priorities, labour market demands, equity concerns, and the push for 21st-century competencies – are among the most common triggers for curriculum revision. Skills such as digital literacy, computational thinking, global competency, and sustainability awareness have become standard expectations for graduates in nearly every field. The OECD’s curriculum overload report points out that societies increasingly expect schools and universities to add new content in response to these demands, creating the risk of overcrowded curricula if renewal isn’t carefully managed. The goal, therefore, isn’t just to add new content – it’s to thoughtfully replace, reorganise, and refocus what is taught so that students learn deeper, not just more.

A structured, periodic review process helps institutions stay responsive without being reactive. Higher education quality assurance experts recommend not just collecting feedback but acting on it – using stakeholder recommendations to drive meaningful change, and regularly assessing the impact of those changes to ensure ongoing positive progress.

A cyclical process of curriculum development

Effective curriculum renewal is not a one-time event. It is a structured, repeating cycle – one that moves through phases of review, redesign, implementation, and evaluation before beginning again. This cyclical model ensures that no curriculum version becomes permanently fixed, and that improvements compound over time.

The cycle typically begins with a needs assessment – an analysis of current curriculum gaps measured against evolving student needs, societal demands, and disciplinary advances. Research on multi-stakeholder needs assessments highlights that curriculum developers should examine needs from multiple sources simultaneously: the general needs of students, societal needs, the specific needs of the student population, community needs, and needs emerging from the subject matter itself.

Curriculum renewal, at its best, is not a disruption to teaching and learning. It is what keeps teaching and learning alive.
