India runs one of the largest higher education systems in the world. As of 2025, the country has over 1,000 universities and more than 52,000 colleges, enrolling tens of millions of students every year. Yet for all its scale, the system is often misunderstood – particularly when it comes to what a “university” actually is in the Indian context, how it differs from other institutions in the tertiary education space, and what challenges continue to hold the system back. This post breaks all of that down clearly.

What defines a university in India?
In India, higher education – also referred to as tertiary or post-secondary education – begins after a student completes 12 years of schooling (10 years of primary education followed by 2 years of secondary). At this level, education happens across a range of institutions: colleges, polytechnics, professional institutes, research centres, and universities. While all of these fall under the umbrella of tertiary education, universities occupy a distinct position within the system.
The key distinction is degree-awarding authority. Universities in India award their own degrees, while colleges award degrees through the universities to which they are affiliated. A college – even a prestigious one – does not independently confer degrees unless it has been granted autonomous status or has been elevated to deemed university standing. This makes the university the apex academic body in the tertiary structure.
Universities in India are recognised by the University Grants Commission (UGC), which derives its authority from the University Grants Commission Act, 1956. The UGC enforces academic standards, advises the government, and coordinates between the central and state levels. Without UGC recognition, an institution cannot legally award degrees in India.
The higher education sector in India has a three-tier structure comprising the university, the college, and the course – and each tier is regulated differently. Courses in medicine and engineering, for instance, are additionally governed by professional councils such as the All India Council for Technical Education (AICTE) and the Medical Council of India (MCI), operating alongside university-level oversight.
Types of universities in India
The structure of Indian higher education is three-layered, consisting of universities, colleges, and courses – all working in unison with regulatory and accreditation bodies to deliver standardised education. On the basis of how they are established and funded, universities in India fall into several distinct categories.
Central universities
Central universities are set up through an Act of Parliament, and their establishment and operation are funded by the Union Government. They focus on research, national-level academic standards, and interdisciplinary education. Well-known examples include Delhi University (DU), Jawaharlal Nehru University (JNU), and Banaras Hindu University (BHU). As of 2025, India has 54 central universities.
State universities
State universities are set up through an Act of the State Legislature and are primarily funded and operated by the state government. They are the most numerous category and serve the regional educational needs of their respective states. Most undergraduate education in India is delivered through colleges affiliated to state universities, which set the curriculum and conduct examinations. There are currently 416 state universities across India.
Private universities
Private universities are set up through an Act of State Legislatures and include both specialised institutions and multidisciplinary research universities. They are self-financed and can award their own degrees after receiving UGC recognition. Private universities have grown rapidly in recent decades – the number of private universities jumped from 175 in 2014-15 to 470 by 2024, reflecting a compound annual growth rate of 10.4%.
Deemed universities
Deemed universities are well-performing institutes declared to be of equal standing as universities by the Central Government, on the advice of the UGC. This status grants them greater autonomy in curriculum design, admissions, fee structure, and governance. Examples include the Tata Institute of Social Sciences (TISS) and the Manipal Academy of Higher Education (MAHE). There are currently 147 deemed universities in India.
Institutes of National Importance (INIs)
Institutes of National Importance are eminent institutions funded by the Government of India and given their status by an Act of Parliament. They include all IITs, NITs, IIMs, IISERs, IIITs, and AIIMS institutes. These institutions are expected to set benchmarks in engineering, technology, medical sciences, and management, and they attract top academic talent from across the country. As of 2025, there are 159 such Institutes of National Importance.
Types of institutions in tertiary education beyond universities
Universities do not operate alone. The broader tertiary education landscape includes several other types of institutions, each serving a specific function in India’s academic ecosystem.
Affiliated and autonomous colleges
The vast majority of undergraduate education in India is delivered through colleges rather than universities directly. Many of these colleges are affiliated to state or central universities, which set the curriculum and conduct examinations. Autonomous colleges have the freedom to design their own syllabi and evaluation methods, though they still remain affiliated to a university for degree purposes.
Polytechnics and technical institutes
Polytechnic institutes offer diploma-level programmes in engineering and applied technology – typically three-year courses after Class 10. They serve students who want vocational or technical training without pursuing a full degree. These institutions are regulated by the AICTE and are particularly important in bridging the gap between school education and skilled employment in sectors like manufacturing, construction, and electronics.
Professional institutes
India has a well-developed ecosystem of professional institutes focused on specific disciplines. Medical colleges, law schools, teacher training institutions, management institutes, and agricultural colleges each operate under their own regulatory frameworks alongside UGC. The UGC deals with general higher education and grant-making, while the AICTE governs standards and lays the foundation for technical and management education.
Research centres and open universities
Dedicated research institutions like the Indian Institute of Science (IISc) Bengaluru focus primarily on postgraduate education and research rather than undergraduate teaching. On the other end of the spectrum, open universities – most notably the Indira Gandhi National Open University (IGNOU), which is the oldest distance education university in the country – serve millions of learners through flexible, distance-based programmes. These institutions play a critical role in expanding access beyond traditional campus-based education.
Accreditation and quality assurance bodies
Accreditation of universities and colleges is overseen by the National Assessment and Accreditation Council (NAAC) and the National Institutional Ranking Framework (NIRF). The NAAC, an autonomous organisation set up by the UGC, ensures that quality is a defining feature of higher education in India – facilitating performance assessment and inspection through a series of parameters. NIRF, meanwhile, ranks institutions annually based on teaching, research, and outcomes data.
Challenges in Indian higher education
Despite its impressive scale, India’s higher education system faces deep structural challenges that affect both the quality and reach of education.
Access and equity
Despite enrollment upticks, limited access to higher education persists, especially among marginalised communities and rural areas. The urban-rural divide is stark: students in cities benefit from better-equipped institutions, experienced faculty, and more course options, while rural students frequently face distance, cost, and infrastructure barriers. Financial constraints, inadequate infrastructure, cultural biases, and early marriages contribute significantly to dropout rates – which, according to ASER 2024, stand at 7.9% among 15-16-year-olds, with girls dropping out at a slightly higher rate of 8.1%.
Funding inadequacy
Investment in the education sector as a proportion of GDP falls markedly short of the Kothari Commission’s 1966 recommendation of 6%, a target rearticulated by the National Education Policy (NEP) 2020. This underfunding has real consequences: faculty shortages, underpaid teachers, poorly maintained facilities, and limited research infrastructure. Research spending in India stands at only 0.7% of GDP, compared to 2.4% in China and 3.5% in the United States – a gap that limits the country’s capacity to produce globally competitive knowledge and innovation.
The government has been responding to this. In the fiscal year 2024-25, the Indian government allocated โน47,619 crore for the Department of Higher Education, focusing on initiatives like SWAYAM Plus, PM-Vidyalaxmi, and the One Nation One Subscription (ONOS) scheme – the latter aimed at providing equitable access to academic journals and research resources for students and researchers across the country. However, challenges of sustainability and rural reach remain.
Infrastructure and quality gaps
Thirty percent of universities remain unaccredited despite NEP 2020 mandates, and only 45% of engineering graduates are estimated to meet industry standards. The rapid expansion of institutions – particularly private universities – has prioritised quantity over quality. A deficit of qualified faculty, antiquated infrastructure, and outdated curricula collectively undermine education standards across a significant portion of institutions.
There is also a deeper structural concern: Indian higher education institutions are poorly connected to corporate entities, meaning that applied research remains limited and university-industry knowledge transfer rarely happens at scale. This directly affects graduate employability – the Economic Survey 2023-24 highlighted that only 51.25% of India’s youth is deemed employable, underscoring the misalignment between what institutions teach and what the labour market needs.
Brain drain
Between 2013 and 2023, there was a more than sixfold jump in the number of Indian students studying abroad, while fewer than 50,000 foreign students enrolled in Indian institutions in 2023. The outflow of high-achieving students reflects both the global aspirations of Indian youth and a perception that domestic institutions – even top-tier ones – do not yet match global standards at scale. Indian universities featured in the QS World Rankings increased from 24 in 2020 to 31 in 2024, a sign of improvement, but only three institutions made it into the global top 200.
What the NEP 2020 is trying to change
The National Education Policy (NEP) 2020 aims to create flexible degrees, credit banks, and multidisciplinary learning, targeting a Gross Enrolment Ratio (GER) of 50% in higher education by 2035. It introduces multiple entry and exit options for degree programmes, an Academic Bank of Credits to allow credit transfers between institutions, and a stronger emphasis on research and vocational integration. These reforms signal a recognition at the policy level that the current system needs significant restructuring – not just expansion.
The National Digital University (NDU), online and blended learning models, micro-degrees, and enhanced international collaboration through dual-degree offerings are all part of the emerging landscape that India is building toward. Whether implementation can keep pace with ambition remains the central challenge.
