When India gained independence in 1947, it inherited an education system hollowed out by two centuries of colonial rule. Illiteracy was widespread, scientific infrastructure was almost non-existent, and the country desperately needed a workforce capable of powering a modern nation. It was in this context that Jawaharlal Nehru, India’s first Prime Minister, made a defining bet: invest heavily in higher education – especially science and technology – as the engine of national self-reliance. That bet shaped the educational landscape Indians know today.

The Nehruvian era in education

Nehru was not merely a political leader; he was a committed rationalist who believed deeply in what he called scientific temper – a disposition toward inquiry, skepticism, and evidence-based reasoning. According to Janata Weekly’s detailed history of India’s education system, Nehru believed that science alone could solve the problems of hunger, poverty, illiteracy, and superstition. This conviction was not rhetorical. It translated into concrete policy: the Science Policy Resolution, adopted by Parliament on 4 March 1958, formally established that national prosperity in the modern age rested on the combined use of technology, raw materials, and capital – with technology identified as the most critical factor.

The Nehruvian model of education was inseparable from his broader economic vision. He wanted to rapidly industrialise India through a mixed economy – public sector leadership in heavy industry, alongside private enterprise – guided by the Planning Commission he set up in 1950. This meant India urgently needed engineers, scientists, and technologists in large numbers, not decades from now, but immediately. Higher education, particularly technical education, became a national priority rather than an afterthought.

As Wikipedia documents, Nehru’s government oversaw the establishment of many institutions of higher learning, including the All India Institute of Medical Sciences (AIIMS), the Indian Institutes of Technology (IITs), the Indian Institutes of Management (IIMs), and the National Institutes of Technology (NITs). Alongside this, his five-year plans outlined a commitment to free and compulsory primary education, mass village enrolment programmes, and adult education centres for rural populations – an attempt, at least in principle, to address education at every level.

Mobilising India’s scientific minds

One of Nehru’s less-discussed but deeply consequential contributions was his ability to attract India’s finest scientific talent back to the country. The Janata Weekly account notes that his passionate nationalism and compelling vision persuaded brilliant minds – many of whom had built careers abroad – to return and lead India’s scientific programme. Homi J. Bhabha led the atomic energy programme; Vikram Sarabhai pioneered space research; S.S. Bhatnagar founded India’s network of national laboratories; and M.S. Swaminathan laid the groundwork for the Green Revolution. Nehru did not just build institutions – he filled them with world-class minds and gave them the freedom to work.

He also served personally as Minister in-charge of Scientific Research from 1947 to 1951 and presided over Science Congresses held across the country, signalling that science was not a peripheral concern but a matter of state leadership.

Establishment of IITs and NITs

The establishment of the Indian Institutes of Technology stands as the most visible and enduring legacy of Nehru’s educational vision. The story begins even before independence: in 1945, a 22-member committee headed by industrialist Nalini Ranjan Sarkar recommended the creation of at least four higher technical institutions modelled on the Massachusetts Institute of Technology (MIT), placed across different regions of India to prevent geographic imbalance.

The IIT Council’s official history records that Nehru envisioned the IIT system as one that would produce scientists and technologists of the highest calibre, capable of engaging in research, design, and development to make India self-reliant in its technological needs. The institutions were designed to be dynamic and flexible – capable of adapting to expanding knowledge and changing socio-economic requirements.

According to Encyclopaedia Britannica, the first IIT was inaugurated on 18 August 1951 at Kharagpur in West Bengal – fittingly, on the site of the Hijli Detention Camp where British authorities had imprisoned Indian freedom fighters. At IIT Kharagpur’s first convocation in 1956, Nehru captured this symbolism powerfully, saying the institution represented “India’s urges, India’s future in the making.” What had been a site of colonial repression was now a temple of technical education.

Additional IITs followed in quick succession: IIT Bombay (1958) was established with Soviet assistance, IIT Madras (1959) with German support, IIT Kanpur (1959) with American collaboration, and IIT Delhi (1961) – each benefiting from international partnerships that Nehru carefully cultivated during the Cold War era. This international dimension was deliberate. Nehru understood that India needed to fast-track knowledge transfer, and he used geopolitical relationships to secure academic resources for his country’s institutions.

The University Grants Commission and systemic oversight

The IITs were not Nehru’s only structural contribution to higher education. As Career India reports, one of the most significant policy moves during Nehru’s tenure was the establishment of the University Grants Commission (UGC) in 1956 – a body set up to oversee and maintain the standards of university education across India. It introduced a structured, quality-driven approach to higher education that brought coherence to what had been a fragmented system. The National Council of Educational Research and Training (NCERT) was also established during this period to standardise the school curriculum nationally.

NITs and the spread of technical education

Beyond the IITs, the Nehruvian era saw the creation of Regional Engineering Colleges (RECs) – institutions that would later be upgraded and renamed as National Institutes of Technology (NITs). These were designed to democratise technical education by placing quality engineering institutions in states across India, not just in major metropolitan centres. Where the IITs were envisioned as elite research powerhouses, the RECs/NITs were meant to build a broader base of technically qualified graduates for industrial and infrastructural development at the regional level.

A peer-reviewed article in the Journal of Language and Linguistic Studies notes that Nehru’s institutions have been instrumental in nurturing talented individuals and producing skilled professionals in the fields of science, engineering, and management – with IIT and NIT alumni going on to lead major global organisations, including technology companies and research institutions around the world.

Challenges of an elite-oriented system

Despite the scale and ambition of Nehru’s educational vision, a significant structural problem persisted: access remained deeply unequal. The heavy focus on elite institutions meant that the majority of India’s population – rural, lower-caste, female, and economically marginalised – could not realistically participate in or benefit from the higher education system being built.

As noted by the Distance Learning Institute’s historical analysis, India had only around 30 universities and approximately 500 colleges at the time of independence in 1950, and the Gross Enrolment Ratio (GER) in higher education was staggeringly low – estimated at just 6.3% at the time. Even four decades later, by 1990-91, the GER in higher education had reached only 8% – meaning only 8 in every 100 young people in the eligible age group were enrolled in any form of university-level education.

The numbers also tell a stark story about gender exclusion. Data For India records that in 1951, fewer than three in ten girls were enrolled even at the primary level of education, and at the upper primary level, girls were virtually absent – less than 5% were enrolled. The possibility of women accessing the IITs or other premier institutions was, in practice, extremely limited for most of this period.

The urban and caste divide

Access to higher education was – and to a significant extent remains – concentrated among urban, upper-caste, and economically privileged sections of the population. A study published in the journal Cogent Education found that the majority of education funds were directed toward elite universities, thereby widening the socioeconomic gap and polarising knowledge. Despite reservations being introduced for Scheduled Castes and Scheduled Tribes, the structural barriers – quality of schooling, economic costs, geographic distance, and social discrimination – made it difficult for marginalised communities to translate legal entitlements into actual enrolment.

Critics of the Nehruvian model have also pointed to its excessive reliance on Western institutional templates. Analyst Nishant Verma argues that much of the scientific and technical infrastructure built during Nehru’s era was modelled on Western frameworks that did not always account for the specific realities of Indian society – particularly the needs of a largely rural, agrarian population whose everyday challenges required very different kinds of solutions.

The gap between policy intent and ground reality

Nehru’s own five-year plans included commitments to free and compulsory primary education, yet the allocation and implementation of these commitments lagged significantly behind the pace of investment in elite institutions. The expansion of higher education, while impressive in absolute terms – enrolment rising from 4 lakh to 49 lakh over four decades after independence – began from such a low base that it remained wholly inadequate relative to the country’s needs. NAFSA: Association of International Educators has noted that India’s tendency to invest in a smaller number of prestigious institutions, rather than scaling a broad-access model as China did, contributed to persistent bottlenecks in participation rates. Today, India’s GER in higher education stands at around 27%, with the National Education Policy 2020 setting a target of 50% by 2035 – a goal that underscores how much ground remains to be covered.

Legacy and what it means for Indian education today

Nehru’s contribution to Indian higher education is not a simple story of success or failure. The IITs, NITs, AIIMS, IIMs, and the UGC are enduring and globally respected institutions. They produced the engineers, doctors, scientists, and managers who built modern India – and who continue to lead technology companies, research institutions, and public service organisations around the world. Britannica notes that IIT alumni include figures such as Google and Alphabet CEO Sundar Pichai and Infosys founder N.R. Narayana Murthy – a testament to the calibre of talent these institutions cultivated.

At the same time, the structural bias toward elite, urban, upper-caste, and male participation in higher education was a limitation that Nehru’s model never fully resolved. The institutions were excellent, but they were not yet equitable. Widening access – without compromising quality – remains the central challenge for Indian higher education today, a challenge that the National Education Policy 2020 attempts to address through multidisciplinary learning, digital integration, and an ambitious enrolment target.

What Nehru established was not a complete system, but a foundation – one that gave India the scientific and technical infrastructure to compete in a modern world, even as it left unfinished the larger task of making that world genuinely accessible to all its citizens.
