Education is often described as the foundation of civilisation – and for good reason. From the moment early humans began passing survival knowledge from one generation to the next, a process began that would eventually give rise to universities, research institutions, and global knowledge networks. Today, higher education sits at the intersection of personal growth, economic development, and social progress. But to truly understand what higher education is and why it matters, it helps to look at where education itself began – and how it transformed over centuries into the complex, institutionalised system we know today.

The evolution of education: from informal knowledge to structured systems
In ancient societies, education was not a formal affair. Knowledge was passed down through observation, oral tradition, and participation in daily life – parents taught children how to farm, hunt, trade, and survive. There were no classrooms, no textbooks, no degrees. Learning was simply living.
Over time, however, education became more structured. Eric Ashby, the British botanist and educator who became one of the most influential thinkers in higher education policy during the 20th century, identified four major revolutions that reshaped how human beings learn and transmit knowledge.
The first revolution: from parents to professional teachers
The earliest and perhaps most significant shift in education was the move from parents and community elders serving as the primary transmitters of knowledge to a dedicated class of teachers and scholars taking on that role. This transition gave rise to organised schools and academies and allowed education to expand beyond what any single family could offer. Knowledge became a social enterprise rather than a private one.
The second revolution: the arrival of written texts
Before writing, knowledge was fragile – bound to memory, vulnerable to being lost when individuals died. The development of written language and, subsequently, written educational texts, meant that knowledge could be recorded, stored, and consulted across generations. This was a breakthrough that transformed not just what people could learn, but how reliably that knowledge could survive and be shared.
The third revolution: the printing press
The invention of the printing press in the 15th century dramatically democratised access to written knowledge. Books, which had previously been hand-copied and reserved for the wealthy or the clergy, could now be produced in large quantities. As documented in educational research, the widespread use of books as teaching tools became a turning point in how societies organised learning – making it more accessible and scalable than ever before.
The fourth revolution: technology and ICT
Eric Ashby warned in the 1950s that if Western academic institutions did not adapt to technology, they would struggle to remain relevant. His foresight proved accurate. The fourth educational revolution, driven by electronic technology and later by Information and Communication Technology (ICT), fundamentally changed both the delivery and reach of education. Higher education institutions responded by developing computer-based instruction, online learning, and eventually digital platforms capable of reaching millions of learners worldwide. Today, artificial intelligence and digital infrastructure are pushing this fourth revolution further still, demanding that institutions continuously evolve.
Defining higher education
So where does “higher education” fit within this long history of evolving learning? The term refers to institutionalised education that takes place after secondary schooling – within universities, colleges, polytechnics, technical institutes, teacher training colleges, and vocational institutions.
UNESCO defines higher education as encompassing all types of education – academic, professional, technical, artistic, pedagogical, and distance learning – provided by universities and related institutions normally intended for students who have completed secondary education, and whose aim is the acquisition of a higher education title, grade, certificate, or diploma.
This definition is deliberately broad. Higher education is not limited to the traditional four-year university degree. It includes technical and vocational training, professional certifications, postgraduate studies, and research programmes. The diversity of what counts as higher education reflects the diversity of what learners and economies actually need.
It is also worth noting that higher education carries the weight of being a recognised human right. The International Covenant on Economic, Social and Cultural Rights establishes that higher education must be made equally accessible to all on the basis of capacity – a principle that continues to challenge governments as tuition fees rise and structural inequalities persist.
Higher education vs. tertiary education: a useful distinction
The terms “higher education” and “tertiary education” are often used interchangeably, but they are not identical. Tertiary education is a broader umbrella that covers all post-secondary education, including technical and vocational education and training (TVET). Higher education sits within that umbrella but refers specifically to academic and professional programmes that lead to recognised qualifications. Understanding this distinction matters for policy, funding, and access discussions.
The role of higher education in society
Higher education does far more than prepare individuals for the workplace. According to UNESCO, higher education is a rich cultural and scientific asset that enables personal development and drives economic, technological, and social change. It promotes the exchange of knowledge, supports research and innovation, and equips students with the skills needed to navigate ever-changing labour markets.
Knowledge dissemination and intellectual development
Scholars of higher education have long identified knowledge production and dissemination as the central purpose of universities. The research university model – which took shape in 16th-century Cambridge and was formalised in Berlin through the Humboldian model – was built on the idea that the pursuit of knowledge and its dissemination to broader society were inseparable goals. This tradition remains central to what universities do today: generating new knowledge through research and making it available to students, industries, governments, and communities.
In today’s knowledge economy, higher education institutions also serve as incubators for new ideas and start-up companies. They train researchers, produce innovations, and serve as bridges between theoretical discovery and practical application. This function is not only academic – it is deeply economic and social.
Higher education and economic growth
The link between higher education and economic development is well established. Research published by the Centre for Economic Policy Research shows that a 10% increase in the number of universities in a region is associated with a 0.4% increase in per capita income – with the effects spilling over into neighbouring regions as well. Economic historians have also argued that universities were a driving force in both the Commercial Revolution, through the development of legal institutions, and the Industrial Revolution, through their role in building and spreading knowledge.
The World Bank identifies a highly educated population as one of four essential pillars for full participation in the global knowledge economy. Higher education contributes to this by producing human capital – graduates who enter the workforce with advanced skills, creative thinking, and the capacity to drive innovation. The relationship between education and economic prosperity is not incidental; it is structural.
Beyond economics, the role of higher education extends to the promotion of cultural diversity, political democracy, and international cooperation. Universities are spaces where ideas from different disciplines, traditions, and geographies converge – producing a kind of intellectual cross-pollination that benefits society as a whole.
Education beyond the classroom: the lesson of Maxim Gorky
One of the most compelling illustrations of how education transcends formal institutions comes not from a policy document, but from literature. Maxim Gorky’s autobiography My Universities, published in 1923 as the final part of a three-volume memoir, takes its title with deliberate irony. Gorky, born into poverty and unable to gain entry to Kazan University, never received a formal higher education. Yet the title refers to the streets, the workplaces, the bakers’ kitchens and Volga riverboats where he worked and struggled – all of which became his true university.
The characters Gorky encountered – intellectuals, peasants, revolutionaries, and ordinary workers – each imparted lessons that shaped his worldview, his writing, and his understanding of society. His story challenges readers to reconsider a narrow view of education as something confined to institutions, degrees, and examinations. While formal higher education remains indispensable, Gorky’s life reminds us that learning is a broader human endeavour – one driven by curiosity, struggle, and the relentless desire to understand the world.
This does not diminish the importance of structured higher education. On the contrary, it sharpens our appreciation for it. Most people do not have Gorky’s extraordinary capacity for self-directed learning under hardship. Institutions provide frameworks, mentors, resources, and credentials that open doors – particularly for those from disadvantaged backgrounds for whom higher education represents a passport to economic security and a stable future.
Higher education today: expanding access, evolving purpose
The scale of higher education has grown enormously. UNESCO reports that some 264 million students are currently enrolled in universities worldwide – a number that has more than doubled in two decades. Yet the overall global enrolment ratio stands at only 43%, with enormous disparities between countries and regions. Among the world’s more than 123 million refugees, only 7% of eligible youth are enrolled in higher education, compared to 68% in primary education.
These figures reflect both the progress made and the work still ahead. As labour markets change rapidly with digitalisation and the greening of economies, UNESCO emphasises the growing importance of STEM education and skills development for youth and adults to meet individual, labour market, and societal demands. Higher education must not only expand in reach – it must also evolve in relevance.
From Eric Ashby’s four revolutions to Gorky’s street-level universities, the story of education is one of continuous adaptation. Higher education, at its best, is where that adaptation is most purposeful – where knowledge is not just transmitted but interrogated, expanded, and put to use in service of human progress.
