India’s higher education system is one of the largest in the world, trailing only the United States and China in scale. But behind the thousands of universities, colleges, and research institutions lies a carefully designed network of government ministries and agencies that set policy, provide funding, regulate standards, and drive research. Understanding who these bodies are and what they do is essential for anyone studying or working within India’s academic ecosystem.

The Ministry of Education: the apex authority
The Ministry of Education (MoE) sits at the top of India’s higher education governance structure. Though most people familiar with Indian education history know it as the Ministry of Human Resource Development (MHRD) – the name it carried from 1985 to 2020 – it was officially renamed the Ministry of Education with the rollout of the National Education Policy (NEP) 2020. This renaming was more than symbolic; it reflected a broader effort to refocus on learning outcomes over administrative management.
The MoE functions through two key departments. The Department of School Education and Literacy handles primary through higher secondary schooling. The Department of Higher Education is responsible for the overall development and planning of the higher education sector, overseeing everything from university-level institutions to technical education and scholarships. It takes care of one of the largest higher education systems in the world and works to provide world-class opportunities for higher education and research in India.
Policy and planning
The MoE’s most significant function is formulating and implementing national education policy. The NEP 2020 – a landmark reform document – emerged from consultations involving over two lakh suggestions from 2.5 lakh gram panchayats, 6,600 blocks, and 676 districts across India. It envisions a shift toward multidisciplinary learning, emphasizes research, and proposes restructuring the regulatory architecture of higher education through a new Higher Education Commission of India (HECI). The MoE also formulates frameworks for curriculum, skill development, and academic standards that institutions across the country are expected to follow.
Funding universities and institutions
Beyond policy, the MoE is a major funding channel for higher education. It provides financial support to central universities, IITs, IIMs, NITs, and other centrally funded institutions. There are currently 122 centrally funded institutions under its purview, including 23 IITs, 20 IIMs, 31 NITs, and 7 IISERs. Key funding schemes include Rashtriya Uchchatar Shiksha Abhiyan (RUSA), which supports state universities and colleges through state governments with the goal of improving equity and access. The Higher Education Financing Agency (HEFA) was established to fund infrastructure in premier institutions. The MoE also runs the Global Initiative of Academic Networks (GIAN), which has connected over 90,000 students with international teaching methodologies since its launch in 2015.
Scholarship schemes like the National Scholarship Portal, the National Fellowship for Scheduled Caste Students (NFSC), and the Prime Minister’s Research Fellows Scheme further demonstrate the MoE’s role in making higher education financially accessible and research-oriented.
Specialized ministries and their role in professional education
Higher education in India is not governed by one ministry alone. Several other central government ministries oversee professional and specialized education in their domains. This distributed structure ensures that sector-specific knowledge informs the regulation and development of professional courses.
Ministry of Agriculture and the role of ICAR
The Indian Council of Agricultural Research (ICAR), established in 1929, functions under the Department of Agricultural Research and Education in the Ministry of Agriculture and Farmers Welfare. ICAR is the apex body for coordinating agricultural education and research in India, and it operates the largest network of agricultural research and education institutes in the world, with 113 institutes and 74 agricultural universities under its umbrella.
ICAR’s influence on India’s food security story is well documented. Since independence, the council’s research contributed to remarkable growth in foodgrain production – a critical part of India’s Green Revolution. In terms of higher education, ICAR accredits agricultural universities and programmes through its National Agricultural Education Accreditation Board (NAEAB), and since 2016-17, this accreditation has been linked to the release of education quality grants for State Agricultural Universities. The council also prescribes postgraduate curricula and syllabi for agricultural universities, ensuring national uniformity in standards.
Ministry of Health and the role of ICMR and MCI
Medical higher education is governed primarily through the Ministry of Health and Family Welfare. The Medical Council of India (MCI) – now replaced by the National Medical Commission (NMC) – historically set standards for medical colleges, granted recognition to medical qualifications, and regulated the conduct of medical professionals. Its successor, the NMC, continues this function with added emphasis on transparency and quality.
On the research side, the Indian Council of Medical Research (ICMR), founded in 1911 as the Indian Research Fund Association and renamed in 1949, is the national apex body for biomedical and public health research. ICMR funds and coordinates biomedical research across government medical colleges and public institutions, issues national research priorities, and leads disease surveillance programmes. Its work spans clinical trials, vaccine and diagnostic validation, tuberculosis control, maternal and child health research, and – most visibly in recent years – coordination of COVID-19 testing and clinical trials for vaccines in India. For students in medical colleges, ICMR’s fellowships and research grants represent a key pathway into biomedical research careers.
Ministry of Law and the Bar Council of India
Legal education in India is regulated under the Ministry of Law and Justice through the Bar Council of India (BCI). The BCI promotes and sets standards for legal education and grants recognition to universities whose law degrees qualify graduates for enrolment as advocates. It founded the National Law School of India University, which set the template for a generation of National Law Universities (NLUs) across the country. BCI’s regulations govern the curriculum, faculty qualifications, and infrastructure requirements for law colleges – ensuring that legal education maintains professional credibility and prepares graduates for bar admission.
Research agencies shaping academic output
Alongside ministries, several national research agencies play a critical role in funding, conducting, and shaping academic research in Indian universities and institutions. These agencies function not just as research bodies but as institutional bridges between government priorities and academic scholarship.
Council of Scientific and Industrial Research (CSIR)
The Council of Scientific and Industrial Research (CSIR), established in 1942 under the Ministry of Science and Technology, is one of India’s largest publicly funded research organisations. It runs a dynamic network of 37 national laboratories, 39 outreach centres, and 3 innovation complexes, covering a vast spectrum from oceanography and geophysics to biotechnology, nanotechnology, aeronautics, and information technology.
CSIR’s connection to higher education is direct and substantial. It jointly conducts the CSIR-NET examination with the UGC, which is the mandatory qualification for teaching at undergraduate and postgraduate levels. It also offers Junior Research Fellowships (JRF) and Senior Research Fellowships (SRF) that fund doctoral candidates in science and engineering. Through its Academy of Scientific and Innovative Research (AcSIR), CSIR provides PhD programmes embedded within its research institutes – in 2024 alone, AcSIR awarded 831 PhDs in STEM disciplines, the highest by any single institution in India. CSIR has also been a significant contributor to India’s intellectual property portfolio, with over 14,000 patents granted worldwide since its founding.
Indian Council of Social Science Research (ICSSR)
The Indian Council of Social Science Research (ICSSR), set up in 1969, functions as the apex body for social science research in India under the Ministry of Education. It was envisioned as a premier body where the research agenda would be driven by social scientists themselves, with government funding but academic autonomy. ICSSR supports research through major and minor research projects, doctoral and postdoctoral fellowships, research internships, and training programmes across disciplines like economics, sociology, political science, and psychology.
ICSSR also funds 25 recognized research institutes, supports the organization of national and international seminars, and promotes the publication of social science research. Its role is particularly important because, historically, social science research has been underfunded compared to science and technology – a concern that continues to shape debates about research priorities in Indian universities.
Indian Council of Medical Research (ICMR) and its academic role
Beyond its public health role, ICMR actively connects with India’s medical colleges and universities through research grants and fellowships. It supports MD, MS, and PhD clinical and public health research, providing scholarships and research fellowships for biomedical trainees. Institutions affiliated with the Ministry of Health regularly receive project-specific grants from ICMR, making it a key funder for research-active medical colleges across the country.
ISRO and the emerging space education ecosystem
The Indian Space Research Organisation (ISRO), while primarily India’s national space agency under the Department of Space, has grown into a significant player in higher education and academic research. ISRO established the Indian Institute of Space Science and Technology (IIST) in Thiruvananthapuram in 2007, a deemed university offering graduate, postgraduate, and doctoral programmes in space science, technology, and engineering.
ISRO’s academic engagement goes beyond IIST. Its RESPOND Programme provides financial and technical support to universities undertaking research in space science and applications. Regional Academic Centres for Space (RAC-S) have been established across the country to help students from smaller towns access ISRO programmes and research opportunities. Space Technology Incubation Centres (STICs) support students in developing indigenous space technologies. As of early 2026, IN-SPACe has authorised 17 student satellites and payloads, of which 11 have been successfully launched, involving institutions ranging from IIT Bombay to Amity University and CV Raman Global University.
How these bodies connect: a coordinated ecosystem
What makes India’s higher education governance notable is how these ministries and agencies are designed to complement rather than duplicate each other. The MoE handles general policy and funding for universities. Specialized ministries govern professional education in their sectors. Research agencies fund and conduct discipline-specific research while remaining tightly linked to universities through fellowships, joint examinations, and academic collaborations.
The NEP 2020 has sought to make this coordination more structured. It proposes that the new Higher Education Commission of India (HECI) take on overarching regulatory authority, while separate bodies handle funding, accreditation, and academic standard-setting. The National Research Foundation (NRF), proposed under NEP 2020, is intended to consolidate research funding – much of which currently flows through CSIR, ICSSR, ICMR, ICAR, and DST – into a more unified and strategic framework.
For students and faculty in Indian universities, these agencies are not abstract bureaucratic structures. They determine who can teach, which institutions get funded, what research gets supported, and what professional qualifications are recognized. The CSIR-NET decides teaching eligibility. ICAR accreditation affects whether an agricultural university’s grants are released. ICMR fellowships fund a generation of medical researchers. ISRO’s RESPOND programme opens doors for engineering students to work on real space missions. Each body, in its own domain, shapes the conditions under which learning and research happen in India.
